Consultant agreement approved for operational assessment on Salina Animal Shelter

The consultant agreement for the operational assessment on the Salina Animal Shelter has been approved, after a 4-1 vote by the City Commission.

On Monday, a $30,000 consultant agreement was approved for Animal Shelter Services, LLC to perform an operational assessment on the shelter. 

According to the City, there were four proposals submitted after RFP's were provided.

Those included:

- Animal Shelter Services, LLC: $30,000

- Matrix Consulting Group: $28,500 

- Michael Ragsdale - Consultant: $25,000

- Animal Resources & Consulting: $15,000 

Salina Parks and Recreation Director Jeff Hammond said City staff “believed Animal Shelter Services, LLC provided the strongest overall value based on a evaluation criteria” though it was not the lowest cost.

That evaluation was based on: 

• Relevant experience and expertise (30%) 

• Quality and clarity of proposed approach (25%) 

• Qualifications of project team (20%) 

• Cost and overall value (15%) 

• References and past performance (10%)

Commissioner Doug Rempp asked Animal Shelter Services, LCC if they have ever recommended a private entity to operate a city owned shelter, after an operational assessment.

Animal Shelter Services, LCC responded by saying they just simply “responded to the RFP (from the City), to do an operational assessment for the shelter.”

Every Commissioner, with the exception of Rempp, voted in favor to approve the consultant agreement.

End of July is the deadline of the draft report the consultant will have to provide. Afterwards, the Commission can share any comments, questions and/or concerns to the consultant.

The amount will be paid from the General Fund within the Parks and Rec Animal Services budget.
