Airport maintenance base funding, zoning changes on City of Salina agenda

Zoning changes, banking services, and proposed funding for a SkyWest overnight maintenance base at Salina Regional Airport are among the items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to begin with a study session at 3 p.m. Monday. The topic of the study session is Salina Community Economic Development Organization Economic Development Incentives Recommendations.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m.

Commissioners are to consider approving on second reading a proposed ordinance that would change the zoning district classification for a 46.84-acre unplatted tract of land located on the west side of S. Holmes Road north of E. Magnolia Road from A-1 (agriculture) to R-1 (single-family residential) and R-2 (multi-family residential).

They also are scheduled to consider approving on second reading a proposed ordinance that would change the zoning district classification for a 52-acre unplatted tract of land located east and south of the Stone Lake sandpit lake at the northeast corner of S. Ohio Street and E. Schilling Road from A-1 (agriculture) to R-2 (multi-family residential).

Additionally, commissioners are scheduled to consider a Salina Community Economic Development Organization Board of Directors recommendation for the city's participation in funding a proposed agreement with SkyWest Airlines/SkyWest Charter for use of the Salina Regional Airport as an overnight maintenance base.

Such a base would allow SkyWest's airplanes to receive FAA-required overnight maintenance and safety checks, according to information in the commission meeting packet. SkyWest would contract with Salina's 1 Vision Aviation for the overnight service. Aircraft would come to Salina Regional Airport on scheduled passenger flights from United's Denver, Chicago, and Houston hubs.

Salina Airport Authority Executive Director Tim Rogers noted the need for $900,000 to start up the airline's overnight maintenance base at the Salina Regional Airport. According to information in the commission meeting packet, the $900,000 would be split among the city ($400,000), Saline County ($400,000), and the Salina Airport Authority ($100,000). The City of Salina currently has an economic development fund balance of approximately $898,000.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider authorizing the city manager to execute an Amended and Restated Public/Private Partnership Agreement for the Smoky Hill River Greenway Trail from the YMCA to S. Ohio Street.

●Consider approving a proposed resolution designating official depositories for city funds, providing authority for wire transfers, providing for authorization of check signers, and authorizing securities purchases and sales.

●Consider authorizing the city manager to execute an agreement with Equity Bank to provide banking services for the City of Salina.

●Consider approving a proposed resolution adopting the 2023-2027 Capital Improvement Program.

●Consider a request from Superior Contracting and Manufacturing Services Company for industrial revenue bonds.
