Variety of items on busy city commission agenda for Monday

Proclamations, executive sessions, and a myriad of business in between are on the Salina City Commission Agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

For the study session portion of their day, commissioners are scheduled to tour the south water plant, 1150 E. Water Well Road, at 2 p.m.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m.

Commissioners are scheduled to consider the following two requests for proclamations.

●Proclaim April 30, 2021, as Arbor Day in the City of Salina. Doug Ruddick of the Tree Advisory Board is scheduled to read the proclamation.

●Proclaim the week of April 26-April 30, 2021, as National Work Zone Awareness Week in the City of Salina. Heidi Black, Public Works Department administrative assistant, is scheduled to read the proclamation.

Commissioners also are scheduled to consider the following appointments to the Library Board.

●Reappoint Brendan Burke until April 30, 2025

●Appoint Janet Fisher until April 30, 2025

Additionally, commissioners are scheduled to consider a request for a license agreement with Lighthouse Properties III, Inc., for the placement of a privately owned sculpture from 2020 SculptureTour Salina in the public right-of-way on the S. Santa Fe Avenue side of Hilton Homewood Suites in downtown Salina. The sculpture, Off the Merry-Go-Round, was displayed at that location during the tour, and Lighthouse Properties III, Inc., which has expressed and interest in purchasing the sculpture, would like it to remain there, according to information in the commission meeting packet.

Salina Arts & Humanities, SculptureTour Salina representatives, and the Salina Chamber of Commerce have determined that leaving the sculpture at that location will not adversely affect the annual sculpture tour event, as there are adequate locations for work to be placed.

Commissioners also are scheduled to discuss whether to retain the services of Salina Media Connection. During the past 20 months, commissioners have discussed six times "concerns about the overall performance of SMC, with a focus on their ability to provide the public with a reliable method of viewing city meetings," according information in the commission meeting packet.

In March, the city issued a request for proposals for video streaming services. Two proposals were received. One from Swagit Productions, a national provider, and one from Eagle Communications, headquartered in Hays, but with a media production operation in Salina. (Eagle Communications also owns Salina Post.)

Because each proposal varied in terms of upfront costs, city staff prepared a three-year cost estimate for the three possible vendors. Those estimates are as follows.

Swagit, $365,120. Off-site meeting coverage and additional video production is not available.

Eagle Communications, $193,260. Additional meeting coverage, off-site meeting coverage, and video production would be at an additional hourly fee.

Salina Media Connection, $660,000*. Additional meeting coverage would be at an hourly fee and off-site meeting coverage requiring additional audio equipment would be at actual cost. *Actual fees are 40 percent of cable franchise fees and will vary over time.

Additionally, per direction from the commission, city staff has developed a plan for moving video production services in-house, the meeting information noted. Such a move would require the hiring of a new position, which would include a salary cost of between $35,000 and $60,000. According to the meeting packet information, the total budget for the position is expected to be under $100,000, "but could be higher depending on the amount of programing desired."

Other items on the city agenda for Monday include the following.

●Consider approving change order No. 1 for the 2017 water main replacement project No. 1 to Smoky Hill, LLC of Salina, in the amount of $16,302 (revised total contract amount of $2,113,405) and consider revising the contract time for substantial completion from Feb. 15, 2020, to Oct. 30, 2020.

●Consider approving the following items for Phase II of the South Well Field and Water Treatment Plant: a) Authorize the city manager to execute the Certificate of Partial Substantial Completion; and b) Approve change order No. 1 to revise the substantial completion from Feb. 8, 2021, to Aug. 13, 2021.

●Consider approving a resolution amending Resolution No. 18-7647 extending the time period for attainment of goals under the City Continuous Process Improvement Program.

●Consider authorizing the city manager to execute an agreement with the Dragun Corporation for the Work Plan for Consulting Services - Remedial Design Phase 2 at the former Schilling Air Force Base site.

●Consider authorizing the city manager to enter into agreements for workers compensation third-party administration services and excess workers compensation coverage.

●Consider recommendation from the Salina Planning Commission to amend the Future Land Use Map designation of the property Saline County Jail site to Public/Semi-Public and to rezone the proposed jail site from I-3 to PDD Public Use-Public Facilities.

●Consider an application from SFC Global Supply Chain, Inc. for a change in zoning district classification from I-1 (industrial park) to I-2 (light industrial) on the southern and western portions of the Tony's Pizza campus located at 2019 Scanlan Avenue.

Additionally, the commissioners are scheduled to meet in the following two executive sessions.

●Executive session to discuss the subject of financial affairs nd trade secrets of a corporation based upon the need to discuss data relating to financial affairs or trade secrets. Possible action to follow.

●Executive session to discuss with legal counsel legal considerations relating to a personnel matter under the city manager's purview. Possible action to follow.
