Proclamations, zoning matters, the wastewater treatment plant, and what to do about filling a vacated commission seat are among the items on the Salina City Commission for Monday.
About the meeting
Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.
Study session
Commissioners are scheduled to participate in a two-part study session. At 2:30 p.m., commissioners are scheduled to tour the newest exhibit, The Crossroads, at the Smoky Hill Museum, 211 W. Iron Avenue. The exhibit celebrates the birth, growth, and change of downtown Salina.

At 3:30 p.m., the commissioners are scheduled to participate in the Lower Smoky Hill Water Supply Access District, Inc., meeting concerning budget in room 107 of the City-County Building and via Zoom.
Regular meeting
The regular meeting is scheduled to begin at 4 p.m.
Commissioners are scheduled to consider the following two proclamation requests.
●Proclaim the week of May 9 to May 15 as National Police Week in the City of Salina. Salina Police Chief Brad Nelson is scheduled to read the proclamation.
●Proclaim the week of May 2 through May 8 as Salina National Travel and Tourism Week in the City of Salina. Tiffany Benien, sports and events manager for Visit Salina, is scheduled to read the proclamation.
Commissioners also are scheduled to hear the second readings of the following three items related to the Saline County Jail project.
●An ordinance vacating the platted Woodland Avenue right-of-way east of N. Front Street, except the west 200 feet.
●An ordinance amending the Future Land Use Map designation of the proposed Saline County Jail site to Public/Semi-Public.
●An ordinance rezoning the proposed Saline County Jail site from I-3 to PDD Public Use-Public Facilities.
Commissioners also are scheduled to hear the second reading of an ordinance that would change the zoning district classification from I-1 to I-2 on the southern and western portions of the Tony's Pizza campus in order to create a uniform zoning district for the entire campus, located at 3019 Scanlan Avenue.
Additionally, commissioners are scheduled to discuss the process that will be used to fill the city commission vacancy resulting from the resignation of Rod Franz.

Other items on the city commission agenda for Monday include the following.
●Hear the second reading of an ordinance authorizing the execution of a loan agreement between the City of Salina and the State of Kansas for the purpose of financing improvements to the Wastewater Treatment Plant.
●Consider authorizing the city manager to execute a license (right-of-way user's) agreement with Missouri Network Alliance, LLC doing business as Bluebird Network to allow the installation of fiber optic and relate facilities within the public rights-of-way in the City of Salina.
●Consider to resolutions making certain findings and determinations as to the need for housing within the City of Salina and setting forth the legal description of real property proposed to be designated as a Rural Housing Incentive District within the city.
