Capital improvements, a financial policy, and an executive session are on the Salina City Commission agenda for Monday.
About the meeting
Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.
Citizens also can send written comments or questions to city commissioners via email at citycommission@salina.org.
In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.
Study session
Commissioners are scheduled to begin with a study session about workers compensation insurance and fund balance at 2:30 p.m. Monday. To see the study session meeting packet (16 pages), click here.
Regular meeting
The commission's regular meeting is scheduled to begin at 4 p.m. Monday. A time for public comment is scheduled near the beginning of the meeting.
Commissioners are scheduled to consider approving a resolution adopting the proposed 2022-2026 Capital Improvement Program (CIP). No changes to the CIP have been made since the information was presented to the commissioners in study sessions on June 28 and July 12, according to the city commission meeting packet. The proposed 2022 program includes the following categories.

Sales tax supported CIP projects proposed for 2022 include the following.
●Complete annual segments of the hike-bike trail improvement, $50,000
●Parks capital improvements plan, Phase 3, $500,000
●Street surface improvements, $3,200,000
The CIP also includes the $5 million 2022 portion of the debt financed Smoky Hill River Renewal project.
The design for the relocation of Fire Station No. 4 is listed in the 2022 portion of the CIP under property tax projects. The current Fire Station No. 4, located at 669 Briarcliff Road, was built in 1968. According to the information in the commission meeting packet, "living quarters and apparatus bay are inadequate for modern technology, as well as apparatus size."
It is proposed that the fire station be relocated to the southeast corner of the E. Crawford Street/Markley Road intersection at a total cost of $500,000.
Waterline improvements are listed in the 2022 Enterprise Fund Projects section at a cost of $2 million.
Commissioners also are scheduled to consider approving a resolution that would establish certain financial policies for the City of Salina. "Changes being proposed in the new policy are confined to the Investment Policy. All other policies remain substantially the same," according to information in the commission meeting packet.
Additionally, commissioners are scheduled to meet in executive session to discuss City Manager Mike Schrage's annual performance evaluation.
