A proclamation of civility, public hearings, and a proposed revised pay plan and classification system are among the items on the Salina City Commission agenda for Monday.
About the meeting
Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.
If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.
Citizens also can send written comments or questions to city commissioners via email at [email protected].
In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.
Regular meeting
Commissioners are scheduled to consider approving a proclamation concerning civility.
The proclamation was requested by the city commission because "strong feelings are held by both sides of contentious issues" in upcoming primary and general elections.
"This proclamation recognizes individual constitutional rights and encourages civility by all sides this election season," information in the commission meeting packet noted.
Last week, Salina Mayor Trent Davis, on behalf of the city commissioners, issued a statement concerning campaign signs, in the wake of signs being vandalized.

Additionally, commissioners are scheduled to discuss the possibility of having community forums as an additional opportunity for citizens to provide feedback to the commission.
Commissioners also are scheduled to conduct the following two public hearings and reports.
●A public hearing and report on a petition filed by Terry Spriggs, on behald of Salina Concrete Products, requesting vacation of a 20-foot east-west alley between N. Chicago Street and N. Broadway Boulevard abutting Lots 1-7 and 8-14 in Block 8 and a 20-foot east-west alley between N. Chicago Street and N. Broadway Boulevard abutting Lots 10-7 and 8-14 in Block 14 of the Elmdale Addition.
●A public hearing and report on a petition filed by Roger Bhakta, on behalf of Bhakta Construction, Inc., requesting the vacation of a platted right-of-way for Grand Avenue and vacation of a portion of the N. Broadway Boulevard right-of-way abutting Lot 1, Block 1 and a vacated north-south alley in the Chicago Addition.
Other items on the Salina City Commission agenda for Monday include the following.
●Consider awarding the bid for the 2022 Brick Street Repair project to Bryant & Bryant Construction, Inc. of Halstead in the amount of $128,321 with a five-percent ($6,416.05) construction contingency for a total project authorization not to exceed $134,737.05 and authorizing the city manager to execute a contract with Bryant & Bryant Construction, Inc.
●Consider approving a proposed ordinance on second reading, annexing a 5.04-acre tract of land on the south side of W. North Street and Old Highway 40 west of N. Broadway Boulevard and the abutting right-of-way for Old Highway 40 into the city.
●Consider approving a proposed resolution declaring the city's intention to reimburse certain capital expenditures for improvements to Bill Burke Park with proceeds of General Obligation Bonds.
●Consider approving a resolution that would adopt a proposed revised 2022 pay plan and classification system.
●Consider approving a resolution that would authorize an additional full-time employee for the Community and Development Services Department.
Commissioners also are scheduled to meet in executive session to discuss trade secrets and financial information regarding a for-profit corporation. Action possibly to follow.
