Regular meeting

The commissioners' regular session is scheduled to begin at 4 p.m.

Commissioners are scheduled to consider approving a request for the city manager to execute a five-year agreement with AXON Enterprise, Inc., for the purchase of 68 new AXON Taser 7 Conductive Energy Weapons (CEW), cartridges, software licensing, training equipment, and ancillary equipment.

According to the commission meeting packet, "The police department's current inventory of Taser CEWs were purchased in 2017. Like many technological products, especially sophisticated electronic devices, a CEW's high voltage capacitor and other electronic components wear out or become obsolete over time. Therefore there is a need to replace them on an ongoing basis."

Additionally, the company recommends CEW equipment be replaced every five years.

The proposed agreement with AXON would allow the city to make annual interest-free payments in the following amounts over five years.

The new tasers would be compatible with the Salina Police Department's current AXON body-worn and in-car camera systems, the request noted.

Additionally, in anticipation of the need to upgrade its taser equipment, the Salina Police Department included $52,000 in its 2022 operating budget, according to the request.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider approving a resolution amending fees in the 2022 Comprehensive Fee Schedule related to ambulance fees.

●Consider approving a resolution setting the date for a public hearing to consider whether a dangerous structure at 1123 W. Ash Street should be condemned and ordered demolished or repaired.

●Consider approving a proposed ordinance on second reading that would amend the Salina Code to "authorize, permit and regulate food trucks, horse-drawn vehicles and pedicabs, outdoor merchandise and minor sidewalk dining areas, sidewalk vending, and street performers within the area designated as the Downtown Arts, Commerce, and Entertainment District."

●Consider approving a resolution establishing fees for downtown activity permits.

●Consider approving on first reading a proposed ordinance amending and supplementing Ordinance No. 22-11099 exempting certain property in the city from ad valorem taxation for economic development purposes pursuant to Article 11, Section 13 of the Kansas Constitution.

●Consider approving on first reading a proposed ordinance that would change the zoning district classification from R (single-family residential) to C-3 (shopping center) district on property located at the southwest corner of Magnolia Road and Highland Avenue.

Additionally, commissioners are scheduled to meet in executive session to discuss with legal counsel the legal implications of the district court ruling in the initiative ordinance case. Possible action to follow.
