Citizens Review Board, wastewater treatment items on city agenda

The second reading of a proposed ordinance concerning the establishment of a Citizen Review Board, wastewater treatment items, and an executive session are among those on a busy Salina City Commission agenda for Monday.

About city meetings

Because of the COVID-19 pandemic, city study sessions and commission meetings will take place via Zoom until further notice. You can view the meetings at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

To participate in the meetings, citizens will need to use the Zoom link: https://us02web.zoom.us/j/89275984587

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens must raise their hand so that the meeting host can allow them to speak.

Citizens can also send written comments or questions to commissioners via email at [email protected]. The city requests that in order for commissioners to have an opportunity to review comments in advance of the meeting, citizens should email their comments or questions by 5 p.m. the Sunday prior to the Monday meeting.

Study session

Commissioners will begin with study session at 2:30 p.m. Monday. The topic of the study session is 2021 – 2025 Water and Wastewater Rate Analysis.

Regular meeting

The regular commission meeting is scheduled to begin at 4 p.m. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to conduct a public hearing of the Kansas Water Pollution Control Revolving Fund for improvements to the Wastewater Treatment Plant. Consideration of a resolution authorizing the filing of an application with the Kansas Department of Health and Environment for a loan under the Kansas Water Pollution Control Revolving Fund Act is scheduled immediately following the public hearing.

Other items on the city agenda for Monday include the following.

●Consider approving Resolution No. 20-7923 accepting the 2020 Salina Land Bank Conveyance Report.

●Consider approving Resolution No. 20-7920 authorizing the city manager to renew an agreement for life insurance benefits with MetLife.

●Consider approving Resolution No. 20-7914 authorizing the mayor to execute an agreement with Overland Contracting Inc. for Phase 1A of the Wastewater Treatment Plant Improvement Project, Project No. 20028.

●Consider approving Resolution No. 20-7922 approving a support letter for the Salina Housing Authority’s participation in the Department of Housing and Urban Development’s (HUD) Section 18 and RAD Conversion Programs.

●Consider authorizing the purchase of several items to be maintained, stored and utilized by the Salina Police Department.

●Hear the second reading Ordinance No. 20-11046 adopting new Article IV, Chapter 30 of the Salina Code pertaining to the establishment and operation of the Citizen Review Board.

●Consider approving Resolution No. 20-7911 amending fees in the 2021 Comprehensive Fee Schedule related to Ambulance Fees.

●Consider approving Resolution No. 20-7906 authorizing the City Manager to execute renewals of Agreement to Provide Administrative Services for a Self-Funded Health Benefit Plan and Individual and Aggregate Stop-loss with BlueCross BlueShield of Kansas.

●Consider approving Resolution No. 20-7919 amending the City of Salina personnel manual.

●Consider approving Resolution No. 20-7918 authorizing the mayor to execute an amended and restated Small Cell Master License Agreement with USCOC Nebraska/Kansas, LLC.

Additionally, commissioners are scheduled to go into executive session "to discuss the subject of legal considerations related to the City’s obligation to fund the 2020 transportation services grant under the City’s agreement with OCCK for funding public transportation services with legal counsel." Commissioners may take action in public at the conclusion of the executive session.
