Mural project, bonds, rezoning among Salina City Commission agenda items

Bonds, rezoning, and a mural project are among the items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to begin at 2:30 p.m. with a study session about Salina Arts & Humanities Mural Project.

According to an informational brief in the city commission meeting packet, Arts & Humanities' new Make a Mark community mural initiative is a smaller version of the privately funded Salina Kanvas Project, which last fall celebrated the completion of its three-sided mural on the old H.D. Lee Mill elevator on N. Santa Fe Avenue.

"Kanvas has identified 30 large-scale spaces for artists with national and international status to create significant works designed to increase tourism and the community's identity as a cultural leader. The effort has inspired Salina businesses, organizations, and cultural partners to supplement their initiative with local and regional public artwork on a smaller but impactful scale," commission study session information noted.

Arts & Humanities has identified several downtown locations to kick off its Make a Mark initiative: the two new city stages, the trash corral in the city parking lot in the 100 block of S. Fifth Street, and the five buildings adjacent to the parking lot.

"The buildings are privately owned and will be painted with funds from the Kansas Creative Arts Industries Commission's 'Re-Imagined Spaces-Mural/Public Art' grant, private contributions, and in-kind donations. This level of engagement reflects the public interest in this effort," the study session packet information noted.

The area along the S. Fifth Street alley is scheduled to be painted May 20-22 during a "fun weekend event for the public organized by Arts & Humanities." Seven artists, curated by Hutchinson artist Brady Scott, are scheduled to paint the area during the weekend event, which is known as "Artwork Alley Mural Expo '22."

Additionally, a mural by Lawrence artist David Lowenstein will be added to the new stage at N. Santa Fe Avenue and W. Ash Street. The new stage at Campbell Plaza will include two murals by Salina artist and designer Eric Montoy.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m. NOTE: The Citizens Forum time for public comment has been moved to the end of the meeting.

Commissioners are scheduled to consider the following two proclamation requests.

●Consider proclaiming the month of April 2022 as Child Abuse Prevention Month in the City of Salina. Lora Kirmer, CAPS community engagement coordinator, is scheduled to read the proclamation.

●Consider proclaiming the month of April 2022 as Fair Housing Month in the City of Salina. John Burchill, Human Relations Commission chair, is scheduled to read the proclamation.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider approving on second reading an ordinance that would unconditionally approve the issuance of general obligation bonds by the Salina Airport Authority for the purpose of financing the cost of certaincapital improvements, including improvements to hangars 606 and 626 and related apron, taxi lane, and paring lot improvements.

●Consider authorizing the sale of general obligation internal improvement bonds.

●Consider authorizing the city manager to execute a management agreement with Salina Tennis Alliance relating to the operation of th Salina Tennis Facility.

●Consider renewal of a lease for a parcel of land located north of E. Magnolia Road and west of Markley Road, or adjacent to and southwest of Great Life golf course.

●Consider approving on first reading a proposed ordinance changing the zoning district classification from Saline County AG (agriculture) to R-2 (multiple family residential) on a 53.26 acre tract of land located at the north end of Foxboro Drive east of Centennial Road.

●Consider approving on first reading a proposed ordinance that would amend the Future Land Use Map of the Salina Comprehensive Plan to change the future land use designation of property located on the south side of W. Cloud Street west of S. Broadway Boulevard from future suburban residential to future urban residential in support of multi-family housing at the location.

●Consider approving on first reading a proposed ordinance that would change the zoning district classification from MH-P (manufactured home park) and R-1 (single-family residential) to R-2.5 (multi-family residential) to allow construction of multi-family apartments at property addressed as 721 W. Cloud Street.
