Parks, proclamations, public hearings, personnel matters on city agenda

Three proclamations, two public hearings, and four executive sessions are among the agenda items for today's Salina City Commission meeting.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

Citizens also can send written comments or questions to city commissioners via email at [email protected].

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to meet in a study session at 2:30 p.m. The topic of the study session is a Parks and Recreation presentation concerning ballfields and bathrooms.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m. A time for public comment is scheduled near the beginning of the meeting.

During the meeting, commissioners are scheduled to hear the following three proclamation requests.

●Consider proclaiming Sept. 18, 2021, as Relay for Life Day in the City of Salina. Shandi Wicks, Relay for Life event leadership member, is scheduled to read the proclamation.

●Consider proclaiming the week of Sept. 19-25 as Adult Education and Family Literacy Week in the City of Salina. Kelly Mobray, USD 305 director of adult education, is scheduled to read the proclamation.

●Consider proclaiming the month of September 2021 as Childhood Cancer Awareness Month in the City of Salina. Bryce Doonan is scheduled to read the proclamation.

Commissioners also are scheduled to conduct two public hearings: one for a rural housing incentive district and the other concerning the issuance of industrial revenue bonds for Superior Contracting & Management Services in the approximate principal amount of $9 million.

Other items on the city commission agenda for Monday include the following.

●Hear the second reading of a proposed ordinance unconditionally approving the issuance of general obligation bonds by the Salina Airport Authority for the purpose of financing the cost of certain capital improvements at the airport and the Airport Industrial Center.

●Consider approving a resolution expressing support to participate in a Land Water Conservation Fund matching grant opportunity.

●Consider an agreement and agreement amendments pertaining to Campbell Plaza, Ad Astra Plaza, and Wheat State Hospitality transferee and license agreements.

Commissioners also are scheduled to meet in the following executive sessions.

●Meet in executive session to discuss with legal counsel the legal aspects relating to the contract between the city and Community Access Television, doing business as Salina Media Connection. Possible action to follow.

●Meet in executive session to discuss with defense counsel the subject of the legal aspects of a notice of claim asserted against the city under the Fair Labor Standards Act, Kansas Common Law Whistle Blower Protection, and Defamation under Kansas law. Possible action to follow.

●Meet in executive session to discuss the legal aspects of potentially engaging defense counsel in relation to pending personnel matters under the purview of the city manager. Possible action to follow.

●Meet in executive session to discuss with defense counsel the legal aspects relating to pending personnel matters under the purview of the city manager. Possible action to follow.
