Expo center, jail property, grant award among topics on county agenda

Expo center improvements, closing on the property for the new jail, and a contract and grant for the health department are among the items on the Saline County Commission agenda for Tuesday.

About the meeting

The meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

County Commission meetings are now available by several options. The Board of County Commissioners encourage citizen participation in local governance processes. Making every effort to be in compliance with the Kansas Open Meetings Act (KSA 75-4317). Everyone is invited to participate in meetings. Speakers are requested to state their full name and address before delivering remarks. Please approach the podium and use the microphone. Comments are limited to three minutes.

Agenda items

Commissioners are scheduled to hear about a phased plan that has been developed to satisfy the minimum maintenance and improvement requirements for the county's lease of the expo center property from the City of Salina. The phases are as follows, according to information in the commission meeting packet.

Phase One (2021), $644,900

Installation of new siding and gateson barns three, five, and six is anticipated to be completed by June. Additionally, new windows and doors are to be installed on Ag Hall. The county noted that concrete work also is to be included in Phase One, "but is dependent on working around already scheduled eventd and the most economical approach to complete the work.

Phase Two (2022), $178,500

Electrical upgrades inside various buildings on the property are planned.

Phase Three (2023), $700,250

Maintenance and improvement items on Kenwood Hall, the 4-H Building, and Barn 1 are scheduled and concrete work is to continue on the property.

Phase Four (2024), $260,000

Ag Hall insulation and heating as well as interior office remodeling are scheduled.

Phase Five (2025), $95,000

Barn 2 is to be enclosed with either screening or siding. Landscaping on the property and implementation of a traffic plan also are scheduled.

Other items on the county agenda for Tuesday include the following.

●Hear a request from Jason Tiller, health department director, to approve a contract for independent contractor support for a WIC program dietitian.

●Hear a request from Tiller to accept a $369,881 grant from the federal Paycheck Protection Program and Health Care Enhancement Act. The grant is to support testing, contact tracing, surveillance, containment, and mitigation to monitor and suppress the spread of COVID-19, according to information in the commission meeting packet.

●Hear requests from Annie Grevas, community corrections director, to approve both the fiscal year 2022 Adult Behavioral Health Comprehension Plan and the fiscal year 2022 Juvenile Justice Comprehension Plan.

●Hear a request from Grevas to approve a third quarter budget adjustment.

●Consider a request authorizing the commission chair to sign closing documents on the pending purchase of land for the new Saline County Jail.

●Hear a departmental update from Rosie Walter, senior services director.

●Hear County Administrator Phillip Smith-Hanes's weekly update.
