Regular Meeting

1. CALL TO ORDER

- a. Mayor request staff confirmation that the Kansas Open Meeting Act required notice has been properly provided.

- b. Roll call.

3. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME

- (3.1) Conduct a public hearing on and consider approval of Resolution No. 24-8228 declaring 1616 W. Crawford Street to be a dangerous structure, ordering it repaired or removed, and establishing a reasonable timeframe in which to do so.

- (3.2) Conduct a public hearing and consider approval of Resolution No. 24-8224, a Resolution of Advisability to issue Industrial Revenue Bonds (IRBs) to Superior Contracting and Manufacturing Service, Co.

**4. CONSENT AGENDA**

- (4.1) Approve the minutes of the meeting of July 8, 2024.

- (4.2) Approve Resolution No. 24-8222 appointing members to the Saline County Community Corrections Advisory Board.

- (4.3) Authorize the City Manager to execute a contract with Davis Concrete Construction of Salina, Kansas for 2024 Minor Concrete – Pavement Repair.

- (4.4) Authorize the City Manager to execute a contract with Vogts-Parga Construction, LLC of Newton, Kansas for 2024 Major Concrete Repair.

- (4.5) Approve Resolution No. 24-8225 which accepts the conditional 2024 Emergency Solutions Grant award, authorizes the Mayor to execute a Grant Agreement with Kansas Housing Resources Corporation (KHRC), and authorizes the City Manager to direct administrative actions necessary to implement the terms of the agreement.

**5. ADMINISTRATION**

- (5.1) Authorize Publication of the Notice of Budget Hearing for the 2025 budget which sets August 12, 2024 as the date for public hearing on the 2025 budget, and establishes the maximum limits of the 2025 budget.

**6. DEVELOPMENT BUSINESS**

- (6.1) Approve Ordinance No. 24-11212 approving Feast on the Fe as a special event and authorizing alcohol consumption within the boundaries of barricaded public areas at such event.

- (6.2) Salina Airport Authority Project 80

- (6.2a) Approve Ordinance No. 24-11213 annexing an 80.42 acre tract of land on the south side of Water Well Road west of Centennial Road.

- (6.2b) Approve Ordinance No. 24-11214 changing the zoning district classification of a 77.26 acre tract of land on the southwest corner of Water Well Road and Centennial Road from Saline County AG (Agricultural) to I-3 (Heavy Industrial).

- (6.3) Authorize City staff preparation of a Special Assessment Engineering Feasibility Report for internal improvements serving the proposed Airport Industrial Center No. 3 Subdivision.

- (6.4) Authorize City staff preparation of a Special Assessment Engineering Feasibility Report for the relocation of a water line at the Salina Regional Airport Terminal Building.

- (6.5) Approve a Development Agreement with the Salina Airport Authority addressing current and future sidewalk and street improvements to Water Well Road abutting the Airport Industrial Center No. 3 Subdivision.

- (6.6) Approve a Development Agreement with Southlands Development, LLC addressing current and future sidewalk and street improvements to Water Well Road abutting the Windy Creek Addition.
