About the regular meeting 10/28/2024
The Salina City Commission will hold its regular meeting on Oct. 28, 2024. The meeting will begin at 4:00 p.m. and will take place in Room 107 of the City-County Building, 300 West Ash Street. As with previous meetings, this one will be available for viewing via the City of Salina’s YouTube channel at https://www.youtube.com/cityofSalinaKansas. Agenda additions:
1) the addition of an Executive Session on the topic of real estate acquisition and 2) modifications to two Item 5.3 attachments regarding the issuance of IRBs for Beck's Superior Hybrids. Updated documents have been posted to the City of Salina website. Please click here to access these documents.

a. Mayor request staff confirmation that the Kansas Open Meeting Act required notice has been properly provided.

3. Public hearings and items scheduled for a certain time
(3.1) Conduct a public hearing for the 2024 Community Development Block Grant.
(3.2) Conduct a public hearing to approve Resolution 24-8248 declaring Gleniffer Hill as surplus and authorizing its sale.
(3.3) Continue show cause hearing to consider adoption of Resolution No. 24-8244 determining 1616 West Crawford Street to be unsafe and dangerous and directing that the structures be razed and removed by the City.
4. Consent agenda
(4.1) Approve the minutes of the meeting of October 14, 2024.
(4.2) Award the bid for project number 24032, 2024 Storm Sewer Repairs to Garibay Siteworks of Manhattan, Kan., for a total project authorization not to exceed $124,368.00.
(4.3) Approve Resolution 24-8250 reaffirming the Saline County Solid Waste Management Plan.
(4.4) Authorize the City Manager to execute an agreement with Central Power Systems for the purchase of a wheel loader.
(4.5) Authorize placement of “Prism Arc K” sculpture at Kennedy Park.
5. Administration
(5.1) Authorize the Mayor to execute the Phase Two Development Agreement between the City of Salina and Salina Destination Development.
(5.2) Authorize City staff to prepare and submit a grant application to the U.S. Environmental Protection Agency for the Environmental and Climate Justice Community Change Grants Program in the amount of $20 Million.
(5.3) Approve Ordinance No. 24-11224 authorizing the issuance of Industrial Revenue Bonds for Beck’s Superior Hybrids of Atlanta in the amount of $22,000,000 and authorizing the Mayor and City Clerk to sign all documents necessary for the issuance of bonds.
(5.4) Approve Ordinance No. 24-11225 authorizing the issuance of Industrial Revenue Bonds for SFC Global Supply Chain Phase II in the amount of $160,000,000 and authorizing the Mayor and City Clerk to sign all documents necessary for the issuance of bonds.

(6.1) Approve Resolution 24-8252 adopting updated City of Salina’s Housing Policy.
