Man arrested after allegedly exposing himself in Salina park

A man was arrested Monday afternoon after allegedly exposing himself and asking children to touch his genitals in a west-central Salina park.

A witness who was in Sunset Park, 700 Sunset Drive, told police that a man, later identified as Jesse Kiser, 39, was acting peculiarly. Kiser then allegedly exposed himself to the witness and her child, and approached the playground area of the park, where he allegedly asked children to touch his genitals, Salina Police Captain Paul Forrester said this morning.

Kiser was located walking near the park in the 1100 block of W. Republic Avenue. When police attempted to place Kiser into custody, a struggle ensued, Forrester said. Kiser grabbed one officer's ballistic vest. Additionally, an officer had a small laceration on one hand from the incident.

Forrester said Kiser was arrested on the following requested charges.

●Lewd and lascivious behavior to a person under age 16

●Lewd and lascivious behavior to a person over age 16

●Aggravated indecent solicitation of a child

●Two counts of battery on a law enforcement officer

●Felony interference with a law enforcement officer

●Pedestrian under the influence of alcohol
