About the meeting
The Salina City Commission will hold its regular meeting on Monday, August 24, 2026. The meeting will begin at 4:00 pm inside Room 107 of the City-County Building, 300 West Ash Street.

The meeting can also be accessed by phone at 1-346-248-7799. Enter Meeting ID: 892 7598 4587 when prompted. If citizens wish to speak, either during the public forum or when the Mayor requests public comment on an item, citizens attending via Zoom must raise their hand so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium. Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina's website at www.salina-ks.gov and using the "Email City Commission" icon on the home page.
In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5:00 p.m. the Sunday prior to the Monday meetings.

Consent Agenda
1. Consider approval of the August 10, 2026, regular meeting minutes.
2. Consider approval of Resolution No. 26-8368 appointing members to various citizen boards, commissions, and committees.
Administration
1. Consider authorizing publication of the Notice of Hearing to Exceed Revenue Neutral Rate and 2027 Budget.
2. Consider authorizing the City Manager to sign an Agreement with Guy Swanson, Trustee of the Harold E. Swanson Trust and Trustee of the Harold E. and Donna J. Trust #2, et.al., for the purchase of property adjacent to the Salina Municipal Solid Waste Landfill in the amount of $725,000.
3. Consider awarding Project No. 26017, 2026 Water Main Replacements, to Diehl Enterprises Inc in an amount not to exceed $2,162,767.
4. Consider approval of the Third Supplemental Agreement to the Downtown Master Development Agreement to allow for funding of a Theatre Salina Expansion Project.
5. Consider authorizing the City Manager to execute a Transferee Agreement with Theatre Salina for expansion at 303 East Iron Ave.
6. Consider approval of Ordinance No. 26-11299 amending and restating Chapter 19 of the City of Salina Code pertaining to the Salina Public Library.
7. Consider nominating and appointing a member to fill a vacancy in the City Commission.
Development Business
1. Consider approval of Ordinance No. 26-11297 rezoning a 3.96 acre tract located north of I-70 on the south side of West Diamond Drive from C-7 (Highway Commercial) to C-5 (Service Commercial).
