Salina City Commission faces busy Monday agenda

National Opioid Settlement funds, bid awards, appointments, and a proposed fireworks storage ordinance are among the many items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina’s website at www.salina-ks.gov and using the “Email City Commission” icon on the home page.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to begin with a study session at 2:30 p.m. Monday. The topics of the study session are National Opioid Settlement funds and traffic signal reflectors.

Commissioners are scheduled to discuss an overview of the National Opioid Settlement funds issue, including funds received by the city and possible uses of the funds, as well as the availability of Narcan to city personnel.

According to information in the study session meeting packet, the city received a total of $107,252.16 on Feb. 2. That brings the total distribution to date to $118,623.85.

Those funds can only be used for opioid abatement purposes, such as expanding access to treatment and harm reduction that could include warm transfer programs, OD intervention training for first responders, and Narcan.

In 2021, Salina Police officers and evidence technicians received Narcan training. At that time, there was a limited supply of Narcan nasal spray available to the department. That nasal spray was for use in drug search warrant instances in case an officer or evidence tech was accidentally exposed to opioids, according to information in the study session meeting packet.

In January of 2023, the Salina Police Department was able to obtain enough Narcan nasal spray to provide officers each with their own supply for use on another officer or citizen.

During the study session, commissioners also are scheduled to discuss the possibility of installing retroreflective backplates on stoplights at select intersections of the city to enhance traffic safety.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m.

Other items on the Salina City Commission agenda for Monday include the following.

●Consider approving Change Order No. 1 for the 2019 Water Main Replacement Project, Kansas Public Water Supply Loan Fund project.

●Consider awarding a bid for concrete improvements at various city parks to Seaton Construction Group, LLC, in the amount on $202,790, with a five percent contingency, and consider authorizing the city manager to execute a contract with Seaton Construction Group, LLC.

●Consider awarding a bid for 2023 microsurfacing to Vance Brothers, Inc., of Kansas City, Mo., in the amount of $892,605.76 with a five percent construction contingency for a total project authorization not to exceed $937,236.05 and consider authorizing the city manager to execute a contract with Vance Brothers, Inc.

●Consider awarding a bid for the ultrathin bonded asphalt surface project to APAC Kansas Shears Division of Salina in the amount of $759,039.55 with a five percent construction contingency for a total project authorization not to exceed $796,991.53 and consider authorizing the city manager to execute a contract with APAC Kansas Shears Division of Salina.

●Consider approving a proposed resolution that would authorize the mayor to acknowledge a resolution stating the permanent status of the Smoky Hill Museum as a part of the museum's reaccreditation process.

●Consider authorizing the city manager to engage special counsel for the Overlook Estates platting matter.

●Consider approving a proposed ordinance on first reading that would annex the east half of Centennial Road from W. Water Well Road north to the existing city limits.

●Consider approving a proposed resolution that would allow the construction of an enclosed walkway over a public utility easement that would connect a new freezer building with the new west building at the Tony's Pizza plant site at 1701 W. Schilling Road.

●Consider approving a proposed ordinance on first reading that would amend Section 42-362 of the I-2 (light industrial) District Regulations and Section 42-382 of the I-3 (heavy industrial) District Regulations to add storage of consumer fireworks [1.4G] to the list of permitted uses in the I-2 (light industrial) and I-3 (heavy industrial) zoning districts.
