About the meeting

Study Sessions and City Commission meetings will take place in–person at the City/County Building in Room 107 and via Zoom until further notice. Meetings can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas

To participate via Zoom, citizens will need to use the following link: https://us02web.zoom.us/j/89275984587

The meeting can also be accessed by phone at 1-346-248-7799. Enter Meeting ID: 892 7598 4587 when prompted. 

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hand so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium. 

Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina’s website at www.salina-ks.gov and using the “Email City Commission” icon on the home page. 

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to meet in a study session at 2:30 p.m. Monday for a discussion regarding the commissions meeting schedule and ordinance procedure for second readings

Regular meeting

The commission's regular meeting is scheduled to begin at 4 p.m. 

Commissioners are being asked to approve the following proclamation :

● Recognition of the month of Sept. As National Recovery Month. Valerie Hicks, Senior Peer Mentor with CKF Addiction Treatment, will read the proclamation 

Items on the Salina City Commission agenda for Monday include the following. 

Public Hearings for the 2024 Budget 

● A public hearing to consider exceeding the Revenue Neutral Rate and the proposed 2024 budget for the City of Salina 

● Approve Resolution No. 23-8144 to levy a property tax rate exceeding the revenue Neutral Rate 

● Approve Ordinance No. 23- 11168 on first reading adopting and appropriating the 2024 Budget 

● Approve Resolution No. 23-8148 appointing members to the business improvement district advisory board 

● Approve Ordinance No. 23-11172 on first reading unconditionally approving the issuance of General Obligation Bonds by the Salina Airport Authority for the purpose of financing the cost of certain capital improvements located at the Salina Regional Airport and Airport Industrial Center 

● Approve Ordinance 23-11171, on second reading approving the Salina On Tap as a special event and authorizing the consumption of alcoholic liquor within the boundaries of the barricaded area for such event 

● Approve Ordinance No. 23-11170 on second reading relating to Application #M23-9 filed by the Salina City Planning Commission, requesting an amendment to the Future Land Use map of Salina , Kansas Comprehensive Plan to change the future land use designation of property located on the west side of North Ohio Street south of I-70 highway from a future Conservation and Commercial land use area to future employment area 

● Bill Burke Fencing and Ballfield improvements- The commission will consider awarding the bid for fencing and ballfield improvement for Bill Burke Park to Vogts Parga Construction, Inc. In the amount of $802,606.78 with a $40,130.22 (5%) construction contingency for a total project authorization not to exceed $842,737.00 and authorizing the City Manager to execute a contract with Vogts Parga Construction Inc. Upon fulfillment of all prerequisites under the bid documents 

● Consider authorizing the solicitation of bids for the Berkley Family Recreational Area drainage system
