Public hearing, proclamation, resolutions on city agenda

A variety of items are on the Salina City Commission agenda for Monday.

Commissioners are scheduled to begin with a study session at 2 p.m. in room 107B of the City-County Building, 300 West Ash Street. The agenda for the study session is as follows.

2 p.m. -- CIP Discussion

2:30 p.m. -- Downtown Arts & Entertainment Ordinance Overview (Specific Use and Administrative Code)

3:45 p.m. – Citizens Forum

The regular meeting is scheduled to begin at 4 p.m. in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting.

According to the meeting packet information, commissioners are to hear a request to proclaim Feb. 9-15, 2020, as VITA Volunteers Week. Brenda Gutierrez, program director for Salina Area United Way, is scheduled to read the proclamation.

Commissioners also are scheduled to conduct a public hearing authorizing the completion of an application to the Kansas Department of Health and Environment (KDHE) regarding a loan from the Kansas Public Water Supply Loan Fund (KPWSLF) Project No. 2997.

Additionally, commissioners are scheduled to consider the following citizen appointments.

Accessibility Advisory Board

Appoint William Cumberland to fill the unexpired term of Jack Davis until Aug. 31, 2020.

Community Art and Design Advisory Committee

Appoint Connie Nily to fill the unexpired term of Pete Mashovich until Aug. 31, 2021

Appoint Nancy Hodges to fill the unexpired term of Ashley Bower until Aug. 31, 2021

Appoint Thomas Garrison until Aug. 31, 2023

Housing Authority

Appoint Miranda Tabor until Aug. 31, 2023

Library Board

Appoint Lisa Mahler until April 30, 2024

Planning Commission

Appoint Derik Bernhardt to fill the unexpired term of Owen Freiburger until Aug. 31, 2020

Salina Airport Authority

Appoint Alan Eichelberger until Feb. 28, 2023

Other items on the city commission agenda for Monday include the following.

Consider awarding the contract for 2020 Microsurfacing, Project No. 20014 to Vance Brothers, Inc. of Kansas City, Missouri, in the amount of $574,888.37 with a $25,111.63 (4.4%) construction contingency ($600,000 authorization).

Consider Resolution No. 20-7801 setting the date for a public hearing to consider whether a dangerous structure at 320 E. Bond Street shall be condemned and ordered repaired or demolished.

Consider Resolution No. 20-7809 providing for the acquisition of fire-fighting equipment, providing for the issuance of general obligation bonds of the City of Salina to pay for such equipment and authorization to public the Notice of Intent.

Consider Resolution No. 20-7804 terminating the City of Salina subscription recycling program.

Consider Resolution No. 20-7805 directing staff to provide the required 90-day notice and terminate the current agreement with Kanza Organics for processing yard waste for the City of Salina.

Consider Resolution No. 20-7808 establishing sanitation refuse collection and Salina Drive-Thru Recycling Center (SDRC) rates effective as of the first billing cycle beginning April 1, 2020, not previously approved in the latest Comprehensive Fee Schedule of the City of Salina.

Consider Resolution No. 20-7818 providing for the issuance of general obligation bonds to pay for six (6) fully automated refuse trucks and authorization to publish the Notice of Intent.

Consider Resolution No. 20-7806 authorizing the mayor to sign an agreement to purchase six (6) fully automated refuse trucks.

Consider Resolution No. 20-7807 authorizing the mayor to sign an agreement to purchase new 95-gallon refuse carts.

Consider Resolution No. 20-7819 authorizing the mayor to execute an agreement with Saline County addressing the prisoner housing, emergency dispatch and related services.

Consider Application #Z19-11, (filed by Lee Haworth Construction Co., Inc.) requesting a change in zoning district classification from A-1 (Agricultural) to R-1 (Single-Family Residential) on a 9.82 acre tract of land located on the north side of Cedar Ridge Drive between Grand Prairie Addition and the Briargate Addition south of the Salina Municipal Golf Course and consider the first reading of Ordinance No. 20-11028 pertaining to that.
