A variety of items are on the agenda for the Salina City Commission's first meeting of 2020, including an executive session to discuss negotiations with Saline County concerning the expo center lease agreement.
According to Monday's agenda, commissioners are scheduled to meet in a study session at 3:45 p.m. in room 107B of the City-County Building, 300 West Ash Street. The only item on the study session agenda is a time for public comment at 3:45 p.m.
The commission's regular meeting is scheduled to begin at 4 p.m. in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting.
During the meeting, commissioners are scheduled to consider appointing persons to various boards, committees, commissions, etc. Appointments to be considered by the city commissioners include the following.

Consider Resolution No. 20-7789 authorizing the mayor to execute an agreement with Titan Audio Visual, LLC to provide sound services for the 2020 Smoky Hill River Festival.
Consider Resolution No. 20-7787 authorizing the mayor to execute an agreement between the City of Salina and Gordon CPA, LLC, Certified Public Accountant for an audit of City records for the years ending December 31, 2019, 2020, 2021, with two (2) one (1) year extensions.
Consider authorizing repairs to Landfill Bulldozer, Unit #1851.
Consider Resolution No. 20-7791 accepting a NG911 Grant for Kansas Public Safety Answering Points (PSAP, authorizing the use of 911 funds to assist in the funding for any remaining costs associated with the upgrade, and approving an amendment to the City’s current agreement with Tyler Technologies. Inc.
Cosider Resolution No. 20-7792 authorizing the mayor to execute an amended and restated Improvement District Development Agreement between the City of Salina and Stone Lake Development, LLC related to the financial guarantee, performance bond, and ratifying the adoption of Resolution No. 19-7751.
Consider acceptance of the offered right-of-way easement and restricted access dedication from Wheatland Valley Development Co. to serve the proposed Wheatland Valley Addition, a 78 lot subdivision of a 31.63 acre tract of land located on the east side of Markley Road between Magnolia Hill Estates and the East Crawford Recreation Area.
Hear the second reading of Ordinance No. 17-10901 rezoning a 31.63 acre tract of land located on the east side of Markley Road between East Crawford Recreation Area and the Magnolia Hills Estates Addition from A-1 (Agricultural) to R-1 (Single Family Residential).
Consider a recommendation from the Salina City Planning Commission to establish a moratorium on future building permits once building permits have been issued for 30 homes in the Grand Prairie Addition and that the moratorium shall remain in place until a code compliant plan for an emergency access road connecting Markley Road and Bentgrass Drive that meets the requirements of the Salina Fire Department is in place, pending legal review by the City’s legal counsel prior to consideration by the City Commission.
Consider a request for executive session (legal) to discuss the subject of negotiations with Saline County relating to the expo center lease agreement with legal counsel.
Consider a request for executive session (personnel) to discuss the city manager’s performance evaluation.
