The regular meeting is scheduled to begin at 4 p.m. The Salina City Commission meets on the second and fourth M0ndays of each month.

CALL TO ORDER

a. Mayor requests staff confirmation that the Kansas Open Meeting Act required notice has been properly provided.

PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE

PUBLIC HEARINGS

(3.1) 2025 Budget

(3.1a) Conduct a public hearing on the proposed 2025 Budget.

(3.1b) Approve Ordinance No. 24-11215 adopting and appropriating the 2025 Budget and increasing the Target Fund Balance for the General Fund to $13,000,000.

(3.1c) Approve Resolution No. 24-8826 adopting the 2025 Comprehensive Fee Schedule.

(3.2) Conduct a public hearing and approve Resolution No. 24-8227 declaring 254 North Penn Avenue to be a dangerous structure and ordering it repaired or removed and establishing a reasonable timeframe in which to do so.

CONSENT AGENDA

(4.1) Approve the minutes of the meeting of July 22, 2024.

(4.2) Authorize the City Manager to execute a contract with South Central Sealing, LLC of Wichita, Kansas for 2024 Minor Concrete – Curb and Gutter Repair.

(4.3) Authorize the City Manager to execute a contract with Ponton Construction of Salina, Kansas for 2024 Brick Streets Repair.

(4.4) Approve Resolution No. 24-8223 appointing members to citizen boards, commissions, and committees.

(4.5) Authorize the City Manager to prepare and submit a grant application to Salina Regional Health Foundation to assist with purchasing a lead-based paint XRF analyzer to be used as part of the City’s Neighborhood Repair and Rehabilitation Program.

(4.6) Approve Resolution No. 24-8229 approving a Conditional Assignment of a Redevelopment Agreement between Cedarhurst of Salina Real Estate, LLC (Assignor) and Capital Federal Savings Bank (Lender).

(4.7) Authorize the City Manager to execute an agreement with Feld Fire to purchase 85 Bailout Systems in the amount of $59,986.85.

(4.8) Authorize the City Manager to execute an agreement with Feld Fire to purchase 8 Scott SCBA Air-Paks in the amount of $70,742.08.

ADMINISTRATION

(5.1) Approve Ordinance No. 24-11211 levying special assessments against certain properties for the costs of unpaid nuisance abatements.

(5.2) Authorize the City Manager to enter into an Agreement with HDR Engineering, Inc. for the Smoky Hill River Renewal – Phase I Final Design for the Old Smoky Hill River Bridge Replacement.

(5.3) Authorize the City Manager to execute a contract with George Butler Associates, Inc. for Design Engineering Services for improvements to Jerry Ivey Memorial Park.

(5.4) Approve Resolution No. 24-8232, a Resolution of Advisability for Special Assessments for McIntosh Street in Liberty Addition No. 3 and authorize City staff to solicit bids for the improvements.

(5.5) Approve Resolution No. 24-8231, a Resolution of Advisability for Special Assessments for Stone Lake Addition Phase 3b and authorize the City Manager to execute an Improvement District Development Agreement with Stone Lake Development, LLC.

DEVELOPMENT BUSINESS

(6.1) Approve Ordinance No 24-11217 approving Salina on Tap as a special event and authorizing alcohol consumption within the boundaries of barricaded public areas at such event.

(6.2) Jose Pepper’s Use of Campbell Plaza

(6.2a) Authorize the City Manager to execute a Sidewalk Café License Agreement with Jose Pepper’s Salina, LLC that would authorize an outdoor dining area to be established on Campbell Plaza adjacent to the Jose Pepper’s restaurant.

(6.2b) Authorize the Mayor to execute a License Agreement with 1858 Properties, LLC to allow the placement and maintenance of private improvements that would extend into Campbell Plaza.

EXECUTIVE SESSION

(9.1) Request for Executive Session – Attorney/Client Privileged

(9.1a) I move the City Commission recess into executive session for __ minutes to discuss with special legal counsel the subject of legal considerations relating to the Cozy Inn vs. City of Salina case based upon the need for consultation with an attorney for the public body which would be deemed privileged in the attorney-client relationship pursuant to K.S.A. 75-4319(b)(2).
