Proclamations, appointments, zoning, and contract awards are among the items on the Salina City Commission agenda for Monday.
About city meetings
Because of the COVID-19 pandemic, city study sessions and commission meetings will take place via Zoom until further notice. You can view the meetings at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.
To participate in the meetings, citizens will need to use the Zoom link: https://us02web.zoom.us/j/89275984587
If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens must raise their hand so that the meeting host can allow them to speak.
Citizens can also send written comments or questions to commissioners via email at [email protected]. The city requests that in order for commissioners to have an opportunity to review comments in advance of the meeting, citizens should email their comments or questions by 5 p.m. the Sunday prior to the Monday meeting.

Study session
Commissioners are scheduled to begin with a 2:30 p.m. study session. The topic of the study session is 2020 preliminary financial update.
Regular meeting
The regular commission meeting is scheduled to begin at 4 p.m. A time for public comment is scheduled near the beginning of the meeting.
Commissioners are being asked to approve two proclamation requests. They are as follows.
●Proclaim the month of January 2021 as National Stalking Awareness Month in the City of Salina. Abby Hunter, victim advocate with DVACK is scheduld to read the proclamation.
●Proclaim the month of January 2021 as National Slavery and Human Trafficking Month. Angie White, victim advocate with DVACK is scheduled to read the proclamation.
Commissioners also are scheduled to consider awarding the following two water main replacement projects.
●Award the contract for the 2019 Water Main Replacement Project No. 1, Project No. 90039, KPWSLF Project No. 2997 to Stevens Contractors, Inc., of Salina, in the amount of $1,871,700; authorized with a 5 percent construction contingency, $1,965,285.
●Award the contract for the 2019 Water Main Replacement Project No. 2, Project No. 90039, KPWSLF Project No. 2997 to Smoky Hill, LLC of Salina, in the amount of $1,998,324; authorized with a 5 percent construction contingency, $2,098,240.
During the meeting, commissioners are scheduled to consider the following appointments.

Other items on the Salina City Commission agenda for Monday include the following.
●Consider Resolution 21-7927 correcting Resolution No. 20-7910 adopted on Dec. 21, 2020, establishing Water and Wastewater rates effective Feb. 1, 2021, in the Comprehensive Fee Schedule of the City of Salina.
●Consider Resolution 21-7928 of Support for a Low Income Housing Tax Credit application being submitted by Sunflower Development Group to help finance development of 47 senior housing units in the former St. John’s Hospital building at 139 N. Penn Avenue.
●Hear the first reading of Ordinance No. 21-11050 to consider an amendment of the Future Land Use Map of the Salina Comprehensive Plan to change the future land use designation of property located on Cortland Circle south of Schilling Road and west of South Ohio Street from future employment to future neighborhood center and an amendment of the text of the narrative describing the neighborhood center land use category on Page 2-13 of the Salina Comprehensive Plan to add C-5 (service commercial) and PC-5 (planned service commercial) to the list of potential zoning districts under the neighborhood center land use category.
●Hear the first reading of Ordinance No. 21-11051 to consider an application No. Z20-5, filed by James Hall on behalf of South Ohio Land, LLC, requesting approval of a change in zoning district classification from PC-6 (planned heavy commercial) to PC-5 (planned service commercial). The property that is the subject of this rezoning request is legally described as Lots 1-5, Block 4 and Lots 1-4, Block 5 in the Corrected Plat of Liberty Addition No. 2, an addition to the City of Salina, Saline County, Kansas.
Commissioners also are scheduled for an executive session to discuss the city manager’s performance evaluation.
