Small business proclamation, bid awards on city agenda

A proclamation, bid awards, and a time and attendance system are among the items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

Citizens also can send written comments or questions to city commissioners via email at citycommission@salina.org.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to begin at 2 p.m. with a study session. The topic of the study session is 2022 solid waste capital planning and comprehensive fees. To see the 30-page information packet for the study session, click here.

Regular meeting

The regular meeting is scheduled to begin at 4 p.m. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are scheduled to consider a request to proclaim Nov. 27, 2021, as Small Business Saturday in the City of Salina. Leslie Bishop of Salina Downtown, Inc., is scheduled to read the proclamation.

Commissioners also are scheduled to consider approving two bid awards.

The first is for the city's 2021 major concrete work. Commissioners are being asked to award the project to Bryant & Bryant Construction, Inc., of Halstead, in the amount of $447,715.60 with a five percent construction contingency for a total project authorization not to exceed $470101.38, and to authorize the city manager to execute a contract with Bryant & Bryant Construction, Inc. According to information from the commission meeting packet the project includes pavement removal and replacement at the S. Ohio Street/Belmont Boulevard/E. Wayne Avenue intersection, as well as on E. North Street from west of N. Ohio Street to N. Third Street. Additionally, the project includes restriping at the S. Ohio Street/Belmont Boulevard/E. Wayne Avenue intersection. The project has a contract substantial completion date of Nov. 30, 2022, according to information from the city.

Commissioners also are scheduled to consider a bid award for the city's 2021 street markings project. The purpose of the project is to refresh pavement markings throughout the city.

Commissioners are being asked to approve awarding the project to Twin Traffic Marking Corporation of Kansas City, Kan., in the amount of $44,976.44 with a five percent construction contingency of $2,248.82 for a total project authorization not to exceed $47,225.26. They also are being asked to authorize the city manager to execute a contract with Twin Traffic Marking Corporation upon fulfillment of all prerequisites under the bid contract. According to information from the city, Twin Traffic Marking Corporation does "nearly all of the striping in Salina, usually as a subcontractor on resurfacing projects."

Other items on the city agenda for Monday include the following.

●Consider authorizing publication of the Notice of Budger Hearing for the 2021 amended budget.

●Consider authorizing the city manager to execute renewals of agreements for administrative services for a self-funded health and prescription benefit and individual and aggregate stop-loss with BlueCross Clue Shield of Kansas.

●Consider authorizing the city manager to enter into an agreement for a time and attendance system with Andrews Technology HMS, Inc.

●Consider accepting the offered right-of-way, easement, and restricted access dedications from Stan Byquist to serve the Lakeview Estates Addition No. 2.
