Animal cruelty case against Salina shelter managers dismissed

SALINA— The case accusing two managers of the Salina Animal Shelter for animal cruelty is over for now. According to online court records, the case was dismissed on Friday.

Andrea Murphy and Monique Hawley were charged with three counts of animal cruelty, class A misdemeanors, following an incident in December 2025 when three puppies with parvovirus were reportedly euthanized.

The women were facing a trial this fall.  The court dismissed the case without prejudice and it may be refiled. 

Last week, Salina city officials announced the animal shelter is going private.

City commissioners voted to establish a one year contract with Prairie Paws Animal Shelter of Manhattan. The $400,000 agreement is for one year with a renewal option for two years.

According to Prairie Paws, they will take over services in the next 8 weeks. The change was prompted after the Salina Animal Shelter's failed inspections earlier this year.
