Public hearings, proposed appointments on City of Salina agenda

A proclamation, public hearings, appointments, and ordinances are among the items on the Salina City Commission agenda for Monday.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

To participate via Zoom, citizens will need to use the following link: https://us02web.zoom.us/j/89275984587.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

Citizens also can send written comments or questions to city commissioners via email at [email protected].

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Regular meeting

Commissioners are scheduled to consider a proclamation recognizing the 100th anniversary of the Mary Wade Strother Chapter of the National Society Daughters of the American Revolution. Melissa Stuchlik, second vice regent, Daughters of the American Revolution, is scheduled to read the proclamation.

Commissioners also are scheduled to consider appointments to the following city commissions, boards, and committees.

Arts and Humanities Commission
Peggy DeBey, appointed until Aug. 31, 2025

Building Advisory Board
Charles Renz, appointed until Aug. 31, 2026

Business Improvement District Advisor Board
Laurel Driskell, appointed until Aug. 31, 2025

Solid Waste Management Committee
Phil Black, reappointed until Aug. 31, 2025

Additionally commissioners are scheduled to consider appointing the following members of the Planning Commission to the Board of Zoning Appeals and the Heritage Commission.

Jerry Ivey, Planning Commission member, appointed until Aug. 31, 2023

Other items on the Salina City Commission agenda for Monday include the following.

●Conduct a public hearing as a requirement of the Kansas Public Water Supply Loan Fund (KPWSLF) Project No. 3185 for Lead Water Service Line Inventory. Then consider approving a proposed resolution authorizing the completion of an application to the Kansas Department of Health and Environment regarding a loan from the Kansas Public Water Supply Loan Fund Project No. 3185 for Lead Water Service Inventory.

●Conduct a public meeting and public hearing as requirements of the Kansas Water Pollution Control Revolving Loan Fund (KWPCRF) Project No. 3087-01 for PFAS Plume Remediation at the Former Schilling Air Force Base. Then consider approving resolution that would authorize the completion of an application to the Kansas Department of Health and Environment regarding a loan from the Kansas Water Pollution Control Revolving Fund, Project No. 3087-01 for PFAS Plume Remediation at the Former Schilling Air Force Base.

●Consider approving a proposed ordinance on first reading that would amend Chapter 38, Article I of the City of Salina Code by adopting the 2022 Standard Traffic Ordinance for Kansas Cities published by the League of Kansas Municipalities.

●Consider approving a proposed ordinance on first reading that would amend Chapter 25, Article I of the City of Salina Code by adopting the 2022 Uniform Public Offense Code for Kansas Cities published by the League of Kansas Municipalities.

Commissioners also are scheduled to meet in executive session to discuss the subject of legal considerations relating to the Drever Partners, LLC development proposal with legal counsel, with possible action to follow.
