Housing, proclamations, zoning, appointments, and animal feces are among the topics on the Salina City Commission agenda for Monday.
About the meeting
Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.
Study session
Commissioners are scheduled to meet in a study session at 2:30 p.m. Monday. The topic of the study session is a large scale multi-family housing prospect presentation. To view the study session materials (28 pages), click here.
Regular meeting
The regular meeting is scheduled to begin at 4 p.m. A time for public comment is scheduled near the beginning of the meeting.
Commissioners are scheduled to consider the following four proclamation requests.
●Consider proclaiming Oct. 9, 2021, as Soaring Above and Beyond Day in the City of Salina. Kathy McCandless is scheduled to read the proclamation.
●Consider proclaiming the week of Oct. 3-9, 2021, as Fire Prevention Week in the City of Salina. Salina Fire Chief Kevin Royse is scheduled to read the proclamation.
●Consider proclaiming the month of October 2021 as Bullying Prevention Month in the City of Salina. Andrew Graber is scheduled to read the proclamation.
●Consider proclaiming the month of October 2021 as Domestic Violence Awareness Month in the City of Salina. Abby Hunter is scheduled to read the proclamation.
Commissioners also are scheduled to consider updating city code concerning the regulation of animal feces to include the requirement of a feces capturing, diapering apparatus for horses or mules while pulling carriages, wagons, etc. Additionally, the proposed update would require the owner/operator "to frequently remove the captured feces from the diapering apparatus, treat the fecal matter with odor reducing chemicals, seal it in an airtight bag and properly discard the sealed fecal matter," according to information in the city commission meeting packet.
The commission information noted that this item was being brought before the city commission "in response from concerned business owners in the downtown area abotu horsedrawn carriage owners or operators in regards to the unacceptable practice of placing horse manure in flower beds, in another location such as a trash receptacle or a failure of not removing the fecal matter."
Commissioners also are scheduled to consider appointing the following persons to boards and commissions.

Other items on the city commission agenda for Monday include the following.
●Hear the second reading of a proposed ordinance that would change the zoning district classification of three lots located on the east side of Airport Road north of Water Well Road from A-1 (agriculture) to I-2 (light industrial).
●Consider authorizing the city manager to enter into an agreement for a comprehensive pay plan and classification system study with Evergreen Solutions, LLC.
●Consider a resolution appointing members of the Planning Commission to serve on the Board of Zoning Appeals and the Heritage Commission. If approved, John Olson would be appointed to the Board of Zoning Appeals and Joshua Gilmore to the Heritage Commission.
