The Salina City Commission will hold its regular meeting on Dec. 9, 2024. The meeting will begin at 4:00 p.m. and will take place in Room 107 of the City-County Building, 300 West Ash Street.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME

(3.1) Conduct a public hearing and consider approval of Resolution 24-8259, Resolution of Advisability to issue Industrial Revenue Bonds in the amount of $56,700,000 for Phase II of the Salina Destination Development project.

CONSENT AGENDA

(4.1) Consider approval of the minutes of the meeting of November 25, 2024.

(4.2) Consider the acceptance of seven donated sculptures into the City’s public art collection.

(4.3) Consider authorizing the rehabilitation of the Chlorine Scrubber at the Downtown Water Treatment Plant by Integrity Municipal Systems, LLC of Poway, CA in the amount of $100,220.

(4.4) Consider authorizing the purchase and installation of a Lime Sludge Pump for the

Downtown Water Treatment Plant from FTC Equipment, LLC of Kansas City, MO in the amount of $52,792.

(4.5) Consider authorizing the purchase and installation of operator workstations and Supervisory Control and Data Acquisition (SCADA) system software for the Downtown Water Treatment Plant from R.E. Pedrotti Company, Inc. of Mission, KS in an amount not to exceed $90,000.

(4.6) Consider awarding the bid for purchase of a Wastewater Collection TV Van to Elliott Equipment Company of Grimes, IA in the amount of $253,356.

(4.7) Consider awarding the bid for maintenance and painting of three water towers within Salina to Cunningham Sandblasting & Painting Co. of Joplin, MO in an amount not to exceed $1,196,750.

(4.8) Consider authorizing the purchase and approval of a replacement High Service Pump for the Downtown Water Treatment Plant from Fluid Equipment Co., Inc of Riverside, MO in the amount of $164,700.

(4.9) Consider approval of Resolution No. 24-8262 receiving and accepting the 2024 Salina Land Bank Conveyance Report.

(4.10) Consider authorizing the City Manager to accept a COPS 2023 Technology and Equipment Program Grant in the amount of $240,000 and execute a purchase agreement with Leonardo Company for 21 ELSAG Advanced License Plate Recognition Systems.

ADMINISTRATION

(5.1) Consider approval of Resolution 24-8260 adopting the 2025-2029 Capital Improvement Program.

(5.2) Consider approval of the 2025 Chamber of Commerce Legislative Agenda.

(5.3) Consider approval of a Change Order to Project No. 24017 to include concrete work at Bull Burke Park in an amount not to exceed $137,703.30.

DEVELOPMENT BUSINESS

(6.1) Consider approval of Resolution No. 24-8266 amending the Aero Plains Development Agreement with Building Kansas, LLC.

(6.2) Consider authorizing a Special Assessment Engineering Feasibility Study for Phase III of the Wheatland Valley Addition.

(6.3) Design Review Board Updates

(6.3a) Consider approval of Ordinance No. 24-11230 amending City of Salina Municipal

Code sections 2-206 through 2-211 and adding a new section 2-212.

(6.3b) Consider approval of Resolution No. 24-8264 updating the Design Guidelines and Design Review Matrix for Downtown Salina.

(6.4) Consider approval of Ordinances Nos. 24-11228 and 24-11229 correcting the annexation and zoning of the 80.42 acre tract of land at the southwest corner of Water Well Road and Centennial Road (Salina Airport Authority Project 80).

EXECUTIVE SESSION

(9.1) Request for Executive Session – Attorney/Client Privilege

(9.1a) I move that the City Commission recess into executive session for __ minutes to discuss with legal counsel the subject of legal considerations and points of

negotiation related to the City of Salina’s current and proposed agreements with the

Salina Area Chamber of Commerce based upon the need for consultation with an

attorney for the public body which would be deemed privileged in the attorney-

client relationship pursuant to K.S.A. 75-4319(b)(2). The open meeting will

resume in this room at ____ p.m.
