Proclamations, audit, bonds, and appointments on city agenda

Proclamations, the 2019 audit, a management agreement, industrial revenue bonds, and multiple board appointments are on the Salina City Commission agenda for Monday.

Commissioners are scheduled to begin with a study session at 2 p.m. in room 107 of the City-County Building, 300 West Ash Street. Following is the agenda for the study session.

2 p.m. -- Lower Smoky Hill Water Supply Access Annual Board Meeting(room 107 of the City-County Building)

2:30 p.m. -- Police Training Facility Tour (3770 Yost Drive)

3:45 p.m. -- Citizen’s Forum (room 107 of the City-County Building)

The regular meeting is scheduled to begin at 4 p.m. in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting.

Commissioners are being asked to consider the following two proclamation requests.

Proclaim the year of 2020 as the 19th Amendment Centennial Commemoration in the City of Salina. Ann Zimmerman, vice president of the Salina League of Women Voters is scheduled to read the proclamation. Read the proclamation

Proclaim September 2020 as National Recovery Month in the City of Salina. Don Greene, senior recovery coach, is scheduled to read the proclamation. Read the proclamation

Commissioners also are scheduled to consider an amended agreement with the Salina Athletic Partners (Salina Baseball Enterprises, Inc., USD 305, and Kansas Wesleyan University) concerning Dean Evans Stadium. After the original agreement was approved on July 27, legal counsel for USD 305 advised that the district was "statutorily precluded from entering into written agreements for the use of real or personal property with terms greater than 10 years. Consequently, they have requested that the agreement terms be amended to provide for a facility use agreement to be entered into between the city and the school district for a 10-year term with two optional 10-year renewal periods in order to comply with applicable statutes," according to meeting packet information.

Additionally, commissioners are scheduled to consider a resolution to replace the current operating agreement with SpectraXP and replace it with a new agreement to manage the Tony's Pizza Events Center through Feb. 28, 2030.

Other items on the city agenda for Monday include the following.

●Receive and review the 2019 Audit Report from Gordon CPA.

●Award of contract for the transmission water main for the south water treatment plant.

●Consideration of the discontinuation of the citizens forum component of city commission study sessions.

●Consideration of Resolution No. 20-7866 repealing and replacing Resolution No. 20-7864, removing references to Project Gemini and replacing them with Great Plains Manufacturing (DBA GPM No. 2., LLC) and determining the advisability of the City of Salina to issue its industrial revenue bonds in one or more series in the approximate principal amount of $20,000.000.

●Consideration of Resolution No. 20-7867 repealing and replacing Resolution No. 20-7865, removing references to Project Rise and replacing them with SFC Global Supply Chain, Inc.(Schwan’s Company) and determining the advisability of the City of Salina to issue its industrial revenue bonds in one or more series in the approximate principal amount of $600,000,000.

●Consider making appointments to the Accessibility Advisory Board, Animal Control Advisory and Appeals Board, Arts and Humanities Commission, Building Advisory Board, Business Improvement District No. 1 Advisory Board, Business Improvement District Design Review Board, Community Art and Design Advisory Committee, Convention and Tourism Committee, Disciplinary Advisory Board, Heritage Commission, Human Relations Commission, Library Board, Planning Commission, and Board of Zoning Appeals.
