The Salina City Commission will hold its regular meeting on Monday July, 27 2026. The meeting will begin at 4:00 pm inside Room 107 of the City-County Building, 300 West Ash Street.

1. Acceptance of Commissioner Ivey's resignation and discuss the process for filling the vacancy on the City Commission.

Public Hearings

1. Conduct a public hearing and consider approval of Ordinance 26-11290, vacating portions of Decatur Street and Chester Avenue in the areas described within the Ordinance.

2. Conduct a public hearing and consider approval of Ordinance No. 26-11288 vacating a portion of a 100 ft. platted utility easement located in Lot 8, Block 1, Schilling Subdivision No. 3 to the City of Salina, Saline County, Kansas and vacating a platted 30 ft. utility easement lying in portions of Lots 12 and 13, Block 1, in Schilling Subdivision No. 3.

Consent Agenda

1. Consider approval of the July 13, 2026 regular meeting minutes.

2. Consider approval of the July 15, 2026, special meeting minutes.

3. Consider approval of Resolution No. 26-8365 appointing members to the Saline County Community Corrections Advisory Board.

4. Consider authorizing the City Manager to sign a request from the Kansas Department of Transportation (KDOT) to exchange 2026 federal funds per the KDOT master agreement governing the annual use thereof.

5. Consider approval of Resolution No. 26-8361 accepting a Conditional Emergency Solutions Grant (ESG) Award from the Kansas Housing Resources Corporation (KHRC).

6. Consider approval of Resolution No. 26-8366 authorizing the City Manager to take necessary actions to complete the requirements to make the City of Salina eligible to receive a non-competitive implementation grant for the Pathways to a Healthy Kansas Multimodal Transportation and Recreational Trails Package.

1. Consider approval of a Change Order for Project No. 24041, Water Tower Maintenance Markley/Schilling/Wyatt, in the amount of $130,000.

1. Consider approval of a Change Order for Project No. 24041, Water Tower Maintenance Markley/Schilling/Wyatt, in the amount of $130,000.

2. Consider directing City Staff to develop and advertise a Request for Proposal for the Operation of the Salina Animal Shelter.

3. Consider granting an easement to property owners of certain property where ingress and egress are affected by the levee.

Development Business

1. Consider approval of Resolution No. 26-8363, a Resolution of Support for Building Kansas, LLC to submit a 2026 Kansas Housing Investor Tax Credit (KHITC) application to the Kansas Housing Resources Corporation (KHRC); and Resolution No. 26-8364 authorizing Amendment No. 2 to the Moderate Income Housing–American Rescue Plan Act (MIH-ARPA) Grant Agreement between the City of Salina and the Kansas Housing Resources Corporation (KHRC).
