Police Citizens Review Board discussion and a Magnolia Hike and Bike Trail project are among the items on the Salina City Commission agenda for Monday.
Commissioners are scheduled to begin with a study session at 2:30 p.m. in room 107 of the City-County Building, 300 West Ash Street. "Street Condition Assessment" is the topic of the study session.
The regular commission meeting is scheduled to begin at 4 p.m. Monday in room 107 of the City-County Building. A time for public comment is scheduled near the beginning of the meeting.
After input garnered from three public events and a review of other Citizen Review Board (CRB) models, city staff has compiled a list of CRB provisions for the commissioners to consider. Following are those provisions from the city commission meeting packet.

Staff noted that the point of the discussion is for the city commission to provide guidance about the items on the list so that staff knows how to proceed concerning the finalization of a proposed ordinance and bylaws for city commission consideration.
Commissioners also are scheduled to consider a resolution authorizing the mayor to sign a resolution declaring the eligibility of the City of Salina to submit an application to the Kansas Department of Transportation (KDOT) for use of transportation alternatives program (TAP) funds for the Magnolia Hike and Bike Trail project.
The hike and bike trail project would parallel Magnolia Road between South Ohio Street and South Ninth Street, according to information in the commission meeting packet. The new trail would be a 10-foot-wide path and would connect to the existing trail systems.

Should the project be selected, the city would be required to provide 20 percent of the funding for the project. According to the city, the preliminary estimate for the project is $478,000, making the city's share approximately $95,600. Staff is recommending paying for the city's share "out of the approximate $4.7 million annual maintenance program, likely starting with the money targeted each year for sidewalks and CIP hike bike trails."
Other items on the city commission agenda for Monday include the following.
●A presentation of a certificate of commendation from the Salina Fire Department.
●Awarding of the 2020 Street Markings Project No. 20008 to K&G Striping in the amount of $20,219.30 with a $4,780.70 (23.6 percent) construction contingency and a total project authorization of $25,000.
●Consider Resolution No. 20-7895 authorizing the mayor to execute a Ttransferee agreement with Salina, 2020, Inc. and Salina Downtown, Inc.
