Public hearings, housing among topics on City of Salina agenda

Two public hearings, housing, and an executive session are on the agenda for today's Salina City Commission meeting.

About the meeting

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

Citizens also can send written comments or questions to city commissioners via email at [email protected].

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Regular meeting

The commission's regular meeting is scheduled to begin at 4 p.m.

Commissioners are scheduled to conduct two public hearings. One is on the Salina/Saline County Solid Waste Management Plan and the other is on the issuance of $5 million in Taxable Industrial Revenue Bonds Series 2022 for the proposed Geoprobe expansion project.

Other items on the commission agenda for Monday include the following.

●Consider two proclamations for the ISIS Shrine. One would be in recognition of the 150th anniversary of Shriners International. The other in recognition of the 100th anniversary of Shriners Children's Hospital.

●Consider authorizing Amendment No. 1 to the loan agreement between the Kansas Department of Health and Environment and the City of Salina for the purpose of financing Markley/Magnolia Sewer System Improvements.

●Consider authorizing Amendment No. 2 to the loan agreement between the Kansas Department of Health and Environment and the City of Salina for the purpose of financing the South Well Field and Water Treatment Plant Project.

●Consider approving a proposed ordinance on second reading, levying Salina Business Improvement District No. 1 service fees for 2023.

●Consider approving a proposed ordinance authorizing the issuance of $270 million Taxable Industrial Revenue Bonds Series 2022 for the SFC Global Supply Chain Project.

●Consider approving an ordinance on first reading, changing the zoning classification of a 52.90 acre tract of land in the River Run Addition from A-1 (Agricultural) to PDD-R (Single-Family Residential)

●Consider approving a resolution concerning the Aero Plains Housing Development authorizing the preparation and submittal of an application to the Kansas Housing Resources Corporation (KHRC) for the 2022 Kansas Moderate Income Housing (MIH) grant program and authorizing the city manager to execute a grant agreement and associated implementation and administrative documents should funds be awarded.

●Consider approving a resolution waiving the residential building fees associated the Building Kansas, LLC Aero Plains Rural Housing Incentive District (RHID).

Commissioners also are scheduled to meet in executive session to discuss the subject of legal considerations relating to the Drever Partners, LLC development proposal with legal counsel.
