Housing, bonds, and Phase 1 of the Smoky Hill River Greenway Trail construction are among the items on the Salina City Commission agenda for Monday.
About the meeting
Study Sessions and City Commission meetings will take place in–person at the City/County Building in Room 107 and via Zoom until further notice. Meetings can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hand so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.
Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina’s website at www.salina-ks.gov and using the “Email City Commission” icon on the home page.
In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings
Special meeting
Commissioners are scheduled for a special meeting at 1:30 p.m. Monday to discuss Salina housing proposals. It is a continuation of the commission's special meeting last Wednesday.
On Wednesday, commissioners heard proposals from four housing developers as a part of the city's efforts to increase housing availability in Salina.
The Salina Market Rate Apartments project "relates to entering in to an agreement with a developer to construct 500 market rate apartment units and the provision of $25M of incentives secured from the State of Kansas, $1M of City funds dedicated for this particular purpose, possible $1M of County funds if the project is located in an eligible Low to Moderate Income census tract as well as the used of Industrial Revenue Bond financing to afford the project property tax and sales tax exemption," according to information in the commission meeting packet.
After Wednesday's presentations and commission deliberation, city staff was directed to compile comparative information for commissioners to continue their deliberations Monday.
Regular meeting
The Salina City Commission's regular meeting is scheduled to begin at 4 p.m. Items on the regular meeting agenda include the following, according to the commission meeting packet information.
●Consider approving on second reading a proposed ordinance unconditionally approving the issuance of General Obligation Bonds by the Salina Airport Authority for the purpose of financing the cost of capital improvements at the Salina Regional Airport and the Airport Industrial Center.
●Consider approving on second reading a proposed ordinance establishing a Turf Maintenance and Replacement Fund and authorize staff to make a $75,000 contribution to the fund in 2023.
●Consider approving on second reading a proposed ordinance (repealing and replacing Ordinance No. 22-11139) that would amend the PC-2 (Planned Neighborhood Shopping) district boundary and approve an amended site development plan for the former Town & Country Veterinary Clinic property at 1001 Schippel Drive.
●Consider awarding a bid for the Smoky Hill River Greenway Trail Construction Phase 1 in the amount of $270,889.19 with a five-percent ($13,544.46) construction contingency and consider authorizing the city manager to execute a contract with Ponton Construction, Inc.
●Consider approving a proposed resolution authorizing a 100 percent sales tax exemption on construction materials for Project Lee Lofts - Phase II.
