Salina commission to consider request for ambulance equipment

Fire department equipment and a right-of-way user's agreement for Nex-Tech are among the agenda items for today's Salina City Commission meeting.

About the meeting

Study Sessions and City Commission meetings will take place in–person at the City/County Building in Room 107 and via Zoom until further notice. Meetings can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hand so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina’s website at www.salina-ks.gov and using the “Email City Commission” icon on the home page.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study session

Commissioners are scheduled to meet in a study session at 3:30 p.m. The topic of the study session is Lower Smoky Hill Water Access District meeting.

Regular meeting

The regular Salina City Commission meeting is scheduled to begin at 4 p.m.

Commissioners are to consider authorizing the purchase of a new 2023 Ford F550 4x4 ambulance chassis and a Stryker Power Pro power EMS patient cot from Osage Ambulance via Emergency Services Supply, the authorized Osage Ambulance sales vendor for Kansas. Additionally, they are to consider approving the complete refurbishment and remounting of the ambulance patient module from an existing Salina Fire Department ambulance to the new Ford F550 ambulance chassis.

The cost would be $208,973.

In its request for action, the fire department noted that by refurbishing a current ambulance patient module and mounting it on the new chassis, it would essentially get a new ambulance at a savings of 30 percent over a new build custom ambulance.

Other items on the city commission agenda for Monday include the following.

●Consider approving a proposed resolution that would authorize the mayor to sign a vault closure agreement for an underground sidewalk vault located at 401 W. Iron Avenue. Additionally, the commission is to consider authorizing the city manager to sign an addendum to the city's storm sewer repair construction contract with Smoky Hill, LLC, of Salina and approve an additional 20 percent ($30,547.62) construction contingency for the city's storm sewer repair project.

●Consider providing policy direction on allowing access to the utility easement area for fiber, utility, and other service providers.

●Consider authorizing the city manager to execute a License (Right-of-Way User's) Agreement with Nex-Tech, LLC, to allow the installation of fiber optic and related facilities within the public rights-of-way and utility easements in the City of Salina for both commercial and residential services.

●Consider approving a proposed resolution authorizing staff to submit an application on behalf of eligible local recipient agencies for the 2023 Kansas Emergency Solutions Grant Program. Those local agencies are Ashby House, DVACK, and Salina Grace. A total of $418,700 will be requested in the application, with each agency requesting the following amounts, according to information in the commission meeting packet.
