Multiple proclamations, proposed ordinances, and an executive session are among the items on the Salina City Commission agenda for Monday.
About the meeting
Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. Meetings also can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

The meeting also can be accessed by phone at 1-346-248-7799. Enter Meeting ID:892 7598 4587 when prompted.
If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hands so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.
Study session
Commissioners are scheduled to begin with a study session at 3 p.m. "Property/Casualty Insurance RenewalProcess and State of the Marketplace" is the topic of the study session. To see the packet for the study session (nine pages), click here.
Regular meeting
The regular meeting is scheduled to begin at 4 p.m.
Commissioners are scheduled to consider the following four proclamation requests.
●Proclaim of the week of May 1-7, 2022, as National Travel & Tourism Week in the City of Salina. Sylvia Rice, director of Visit Salina, is scheduled to read the proclamation.
●Proclaim the month of May 2022 as Mental Health Month in the City of Salina. Julie Clayson, CBS coordinator for Central Kansas Mental Health Center, is scheduled to read the proclamation.
●Proclaim the month of May 2022 as Bike Month in the City of Salina. Michelle Griffin, director of mobility management at North Central Kansas Coordinated Transit District, is scheduled to read the proclamation.
●Proclaim the of the week of May 2-7, 2022, as Small Business Appreciation Week in the City of Salina. Leslie Bishop, executive director of Salina Downtown, Inc., is scheduled to read the proclamation.
Commissioners also are scheduled to consider awarding a bid for the city's 2022 Minor Concrere - Pavement Repair 2 project for $110,727.50 with a five-percent construction contingency for a total project authorization not to exceed $116,263.88 and authorize the City Manager to execute a contract with Lancaster Construction, Inc. of Salina upon fulfillment of all prerequisites under the bid documents.
Other items on the Salina City Commission agenda for Monday include the following.
●Consider approving a proposed ordinance on second reading, amending Ordinance No. 96-9738 that established the development standards and limitations in the Cedar Creek Manufactured Home Park.
●Consider approving a proposed ordinance on second reading amending Section 42-237 of the I-1 district regulations to add truck sales and service to the list of conditional uses in the I-1 district.
●Consider approving Charter Ordinance No. 41, exempting the City of Salina from the provisions of K.S.A. 13-1024a and providing for substitute and additional provisions on the same subject relating to general improvements and the issuance of bonds for the purpose of paying for said improvements and repealing Charter Ordinance No. 39.
●Consider authorizing the purchase and installation of a replacement gas boiler and associated controls for the City of Salina Police and Municipal Court facilities.
●Citizens Forum
Commissioners also are scheduled to meet in executive session to discuss with legal counsel the subject of legal considerations relating to the South Park property. Possible action to follow.
