Proclamations, outside agency proposed funding, and a variety of housing-related issues are on the Salina City Commission agenda for Monday.
About the meeting
Study Sessions and City Commission meetings will take place in–person at the City/County Building in Room 107 and via Zoom until further notice. Meetings can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas.

The meeting can also be accessed by phone at 1-346-248-7799. Enter Meeting ID: 892 7598 4587 when prompted.
If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hand so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium.
Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina’s website at www.salina-ks.gov and using the “Email City Commission” icon on the home page.
In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.
Study session
Commissioners are scheduled to meet in a study session at 2:30 p.m. Monday to review 2024 budget requests for outside agencies. Those agencies include the following.

Salina Downtown Inc.
Salina Community Economic Development Organization
Commissioners also will look at support for other outside entities, including the following.

Regular meeting
The commission's regular meeting is scheduled to begin at 4 p.m.
Commissioners are being asked to approve the following two proclamations.
●Recognition of May 21-27, 2023, as National Public Works Week in the City of Salina. Laura Houchin, administrative assistant for General Services, is scheduled to read the proclamation.
●Recognition of June 2, 2023, as National Gun Violence Awareness Day in the City of Salina. Cori Sherman North, co-leader of Moms Demand Action for Gun Sense in America, is scheduled to read the proclamation.
Other items on the Salina City Commission agenda for Monday include the following.
●Consider approving on second reading a proposed ordinance that would approve a home rule ordinance reassessing certain special assessments in the River Trail Second Addition.
●Consider approving on second reading a proposed ordinance that would abandon and repeal the approved preliminary and finaly development plan for the Pepper Tree Estates PDD and eliminate all common area and the homeowners association to create four independently owned residential building lots.
●Consider authorizing the city manager to execute an agreement with Blue Valley Public Safety for costs associated with upgrading 12 existing tornado sirens at a cost of $34,321.68.
●Consider awarding a bid for Phase Two of concrete improvements at various city parks to Seaton Construction Group, LLC, in the amount of $168,123.50 with a five percent contingency ($8,006) and authorizing the city manager to execute a contract with Seaton upon fulfillment of all prerequisites under the bid documents.
●Consider authorizing the mayor to execute an Encroachment Agreement and Grant of Easements among Storage Mart, LLC, the Salina Airport Authority, and the City of Salina.
●Consider a request from the Overland Property Group to have Phases II and III of the Lee Lofts project (renovation of the south building and warehouse building) designated by the Salina City Commission as a Project of Exceptional Community Significance, making it eligible for a 95-percent property tax rebate for 15 years.
●Consider approving a proposed resolution in support of South View Estates, LLC, with South View Estates Housing Development, to submit a Kansas Housing Investor Tax Credit application.
