A Salina man appearing to be under the influence and combative with officers was arrested twice.
According to the Salina Police Department (SPD) on June 23 at around 2:30 pm, officers responded to the 700 block of N 9th, to assist a Kansas Highway Patrol Trooper who had been flagged down by citizens
The citizens reported a male, identified as Phillip Ledesma (53) of Salina, approached a 22-year-old male in the 200 block of W. Grand. Ledesma was reportedly yelling that someone was being held in the man's house, but there was no one.
Ledesma then aggressively approached the victim and acted as if he was going to strike the victim. He appeared to be under the influence of an unknown substance, according to SPD.
SPD confirmed the victim did not know Ledesma.
The Trooper located Ledesma in the 700 block of N. 9th and he was uncooperative and aggressive towards officers.
Ledesma failed to comply with commands and began to walk away.
When officers attempted to secure Ledesma, he pushed an officer. Ledesma was then taken to the ground, where he continued to resist. He was eventually secured and transported to the hospital.
While at the hospital, Ledesma continued to be uncooperative.
He was medically cleared before being booked into the Saline County Jail in reference Assault, Battery, Criminal Restraint, Battery of a Law Enforcement Officer, and Interference with LEO.
He was then released at approximately 1:16 am on June 24, according to Saline County Sheriff's Office bookings.
However, at about 4:30 am, officers responded to Salina Regional Health Center in reference to a man who refused to leave hospital grounds.
Hospital staff advised that Ledesma went to the hospital seeking treatment. He was assessed and released, but refused to leave the hospital.
When Ledesma refused to leave, officers went to place him under arrest and he began to resist once more. Ledesma then head-butted an officer.
He was taken into custody and booked into the Saline County Jail in reference to Trespassing, Battery of a LEO, and Interference with LEO.
