Salina City Commission to discuss new zoning on North Ohio and fees on unsecured yard waste

The Salina City Commission meeting will take place in–person at the City/County Building in Room 107 and via Zoom.  Meetings can be viewed at the City of Salina YouTube channel, https://www.youtube.com/cityofSalinaKansas

To participate via Zoom, citizens will need to use the following link: https://us02web.zoom.us/j/89275984587

The meeting can also be accessed by phone at 1-346-248-7799. Enter Meeting ID: 892 7598 4587 when prompted. 

If citizens wish to speak, either during the public forum or when the mayor requests public comment on an item, citizens attending via Zoom must raise their hand so that the meeting host can allow them to speak. Those who attend the in-person meeting will have the opportunity to speak at the podium. 

Citizens can also send written comments or questions to City Commissioners by visiting the City of Salina’s website at www.salina-ks.gov and using the “Email City Commission” icon on the home page. 

In order for the commissioners to have an opportunity to review comments in advance of the meeting, please email your comments or questions by 5 p.m. the Sunday prior to the Monday meetings.

Study Session

The City Commission will meet for a study session preceding today's meeting at 2:30 p.m. regarding Salina's State of the Arts, reviewing the various art installations across town.

Consent Agenda

  1. Approve Resolution No. 23-8158 amending the 2024 Comprehensive Fee Schedule to include fees for unsecured or uncovered loads of residential yard waste.
  2. Approve Resolution 23-8160 authorizing the City Manager to permit Salina VFW volunteers to solicit in the City's rights-of-way.

Administration

  1. Approve Ordinance No. 23-11180 on second reading amending the boundary and effective area of North Ohio Street Gateway Overlay District to add a 19.80-acre tract of land on the west side of North Ohio Street that was recently annexed into the city to the overlay district area.

Development Business

  1. Approve Ordinance No. 23-11180 on first reading requesting a change in zoning district classification from R-2 (Multiple-Family Residential) district to C-3 (Shopping Center) district on property legally described as Lot 9, Block 6 of the Holiday Addition and addressed as 255 S. Chicago Street to allow for additional parking for the Salina Emergency Aid Food Bank.
  2. Discuss a boundary area amendment request received from F&W Tractor Company, Inc. and an update and five-year renewal to the City's Neighborhood Revitalization Plan and consider authorizing staff to distribute the updated Plan to the other local taxing jurisdiction.

Development Agreement Addenda

  1. Approve Resolution No. 23-8161 adopting an addendum to the South View Estates, LLC Rural Housing Incentive District Development Agreement originally adopted on Oct. 18, 2021.
  2. Approve Resolution No. 23-8162 adopting an addendum to the Building Kansas, LLC Rural Housing Incentive District Development Agreement originally adopted on Mar. 28, 2022.
