SYRIA – U.S. forces conducted a successful helicopter raid in eastern Syria at 2:57 a.m. local time on December 11, according to a statement from U.S. Central Command.

The raid&nbsp; killed two ISIS officials including Anas, an ISIS Syria Province Official who was involved in the group’s deadly plotting and facilitation operations in eastern Syria. Extensive planning went into this unilateral operation to ensure its success. Initial assessments indicate no civilians were killed or injured.

The United States remains committed to countering the global threat from ISIS in partnership with local forces. ISIS continues to pursue an aggressive operational agenda, including external attacks that threaten US allies and partners in the region and beyond.

“ISIS continues to represent a threat to the security and stability of the region. This operation reaffirms CENTCOM’s steadfast commitment to ensuring the group’s enduring defeat,” said Joe Buccino, a CENTCOM spokesperson. “The death of these ISIS officials will disrupt the terrorist organization’s ability to further plot and carry out destabilizing attacks in the Middle East.”

CASS COUNTY —Two inmates who escaped Monday from&nbsp;the jail in Cass County, Missouri south of Kansas City are still missing, according FBI.

The U.S. Marshals Service is offering a reward of up to $5,000 each for information that leads directly to the capture of 33-year-old Trevor Sparks and 43-year-old Sergio Perez- Martinez.&nbsp;&nbsp;

&nbsp;Perez-Martinez of Panorama City, California and Sparks of Kansas City escaped on Monay. Authorities did not know they were missing until Tuesday.

Perez Mertinez&nbsp; was being held for possession of dangerous drugs. Sparks was jailed on money laundering charges, according to the sheriff's office.

A third individual, Steven Lydell Williams, Sr., 64, Kansas City, has been charged&nbsp; with aiding or assisting in the escape.

KANSAS CITY, KAN. – A Kansas man was sentenced to 27 years in prison for engaging in sexual acts with a child while taking nude pictures and videos of the child, according to the United State's Attorney.&nbsp;

According to court documents, in September 2022, Joshua Courtney, 35, of Bonner Springs pleaded guilty to two counts of sexual exploitation of a child and four counts of possession of child pornography.

Acting on cybertips submitted to the National Center for Missing and Exploited Children, law enforcement agents found dozens of pornographic images in Courtney’s Google photos. 

Courtney admitted to investigators to taking nude photos of a 10-year-old child, filming while he engaged in sexual acts with the child, and sending these materials to others. He also admitted receiving child pornography of other children on his cell phone.

On Wednesday, members of the Topeka Police Department Narcotics Unit served a search warrants in the 1500 Block SW Tyler Street related to an ongoing investigation, according to Police Lt. Ronnie Connell.

While conducting the search warrant, officers located marijuana, drug paraphernalia, stolen property and a firearm.

As a result, Dyllon Tucker, 31, was transported to the Shawnee County Department of Corrections and booked on requested charges of Criminal possession of a weapon by a felon, Possession of stolen property and Possession of paraphernalia.

WASHINGTON —Kansas 3rd District Representative Sharice Davids on Thursday applauded bipartisan passage of legislation she help introduce to enshrine marriage equality in federal law. 

The&nbsp;<a href="https://rules.house.gov/sites/democrats.rules.house.gov/files/BILLS-117HR8404IH.pdf">Respect for Marriage Act</a>&nbsp;passed in the House 258-169 with almost 40 Republican votes. It also protects interracial unions by requiring states to recognize legal marriages regardless of “sex, race, ethnicity, or national origin.” Congresswoman Davids was the only member of the Kansas House delegation to vote in favor of the bill. Representatives Tracey Mann, Ron Estes and Jake LaTurner voted against the measure in addition to Missouri Representatives Sam Graves, Vicky Hartzler, Blaine Luetkemeyer, Billy Long and Jason Smith.

The Senate passed the bill last week with 12 Republican votes. Kansas Senators Jerry Moran and Roger Marshall and Missouri Senator Josh Hawley voted against the bill. Retiring Missouri Senator Roy Blunt voted with the Democrats.&nbsp; The legislation now heads to the President’s desk to be signed into law.

In July Davids joined her colleagues to introduce the&nbsp;Respect for Marriage Act&nbsp;following Justice Clarence Thomas’ concurring opinion in&nbsp;Dobbs v Jackson,&nbsp;in which he stated that the Supreme Court&nbsp;<a href="https://www.politico.com/news/2022/06/24/thomas-constitutional-rights-00042256">“should reconsider”</a>&nbsp;previous rulings codifying same-sex marriage protections.&nbsp;The&nbsp;Respect for Marriage Act&nbsp;repeals the discriminatory Defense of Marriage Act (DOMA) and provides additional legal protections from attempts to undermine marriage equality at the state level.

1 member of the Kan. delegation voted to protect same-sex marriage

&nbsp;KANSAS CITY —Law enforcement authorities investigating a fatal pedestrian accident have identified the victim as 47-year-old Troy J. Callahan.

Just after 8:30p.m. Wednesday, Callahan was attempting to cross the southbound lanes of SW Trafficway, south of Clark Avenue in the Westport district when he was initially struck by a Chrysler mini-van, according to Police Captain Leslie Foreman.

A short time later, a Honda CRV struck Callahan. EMS transported him to a local hospital where he was pronounced dead. Both drivers stopped at the scene and cooperated during the investigation. Police released no additional details.

TOPEKA —A federal grand jury in Topeka returned an indictment charging a Kansas woman and three Florida residents in connection with a scheme to defraud Medicare, according to the United State's Attorney.

According to court documents, Steven A. Churchill, 36, of Boca Raton, Florida, Samson K. Solomon, 25, of Margate, Florida, Elaine J. Balsamo, 58, of Boca Raton, Florida, and Fawn J. Lickteig, 42, of Lawrence, Kansas, are charged with one count of conspiracy to commit health care fraud, mail fraud, and wire fraud; eight counts of health care fraud; six counts of mail fraud; and four counts of wire fraud.

Churchill and Balsamo are also charged with four counts of money laundering.

Despite claiming to be a retail pharmacy, the defendants are accused of establishing a fraudulent mail order pharmacy. Between February 2020 and February 2021, the defendants allegedly used Freestate Pharmacy to submit false claims to Medicare for prescriptions for patients who had not spoken with the doctor and who had not requested the medication.

The U.S. Department of Health and Human Services – Office of Inspector General and the Federal Bureau of Investigation (FBI) are investigating the case.

Scott graduated from Hutchinson High School in 1978 and Kansas 
University with a Bachelors of Business Administration. He grew up 
working in the family business, Conklin Cars, started by his 
grandfather.

After graduating from KU, he returned to Hutchinson to work in the 
family business alongside his father and brothers, becoming a partner in
 1982. On July 23, 1983, Scott married Kathryn Meeks of Kirkwood (St. 
Louis), MO. They enjoyed 39 years of marriage.

Scott became the “face” of Conklin Cars around 2005, taking over the 
advertising after his father passed away, though never becoming 
comfortable with the attention that brought. He served in various ways 
in the community, most recently serving on the board of the Hutchinson 
YMCA. While the family had a dealership location in Kansas City, MO, he 
served as president on MainCor, a revitalization and economic 
development board in the area. Gardening was a passion of Scott’s; he 
loved all kinds of plants and landscaping. Scott was an active member of
 Grace Bible Church, Hutchinson, where he led the ministry of Grace for 
Orphans. The church was where he most desired to serve due to his strong
 faith in the Lord Jesus Christ.&nbsp;

Scott is survived by: his wife, Kathryn “Kathy” Conklin of 
Hutchinson; children and grandchildren, Sarah Lill (Jeremy) and their 
children, Genevieve and Kate of Lawrence, KS, Mary Hoover (Tony) and 
their children, Emme and Penelope of Hutchinson, Scott Conklin, Jr. 
(Paige) and their children, Scott David III, Eloise, Josephine, and 
Arthur of Hutchinson; and Ann Conklin of Bentonville, AR; mother, Mary

US to spend another $275M to aid Ukraine in war with Russia

HUTCHINSON, Kan. — The impact of the pipeline outage resulting from the leak in Kansas on Wednesday isn't known yet, according to Shawn Steward with AAA Kansas.

"The closure in the Keystone pipeline that we've seen the last few days due to the leak in northern Kansas has certainly got the industry watching," Steward said. "We're not sure exactly what the impact of that will be yet. It will certainly depend on how long that pipeline is shut down."

Before the leak, fundamentals were looking really good to keep gas prices dropping across the country.

"Demand has been low for a while," Steward said. "We're at about 7% lower than where we were a year ago in terms of gasoline demand. Total domestic gasoline stocks rose significantly in the most recent reporting period. You couple those things together and you're seeing a pretty strong decline in gas prices over the last month or two. We're at $2.94 a gallon on average in Kansas today, that's down five cents just from Monday."

The drop in demand is what was typical pre-pandemic.

"That's what we're seeing this year," Steward said. "We tend to have fewer people out driving, especially when we start seeing winter weather. We haven't seen much of that yet in Kansas."

AAA: Pipeline leak in Kansas hasn't reached pumps yet

WINFIELD, KAN. –&nbsp;Winfield Correctional Facility (WCF) resident Juan Manuel Torres died Thursday, according to a statement from the Kansas Department of Corrections. 

He was found unresponsive in his housing unit. Staff began life-saving measures immediately and continued after emergency medical services arrived. The cause of death is pending the results of an independent autopsy. A preliminary assessment indicates the death was not related to COVID-19.

Torres, 31, was serving a 63-month sentence, based on convictions in Ford County, Kansas of Possession of drugs, Fleeing law enforcement, DUI – 2nd&nbsp;conviction, and two counts of Violation of the Kansas Offender Registration Act. He was registered as a violent offender for convictions in 2013 of violent crimes in aid of racketeering, attempted murder.

Per protocol, when a resident dies in the custody of the KDOC, the death is under investigation by the KDOC and the Kansas Bureau of Investigation.&nbsp;

The Winfield Correctional Facility's (WCF) capacity is&nbsp;632 minimum-security adult male residents.&nbsp;

Violent registered Kansas offender found dead in prison

KANSAS CITY —Just after 7p.m. Friday, police thanked the public for t assistance and they had been able to identify the injured, unconscious individual hospitalized in a Kansas City-area hospital.

KANSAS CITY —Law enforcement authorities are seeking the public's assistance in identifying a Hispanic male who was injured late Thursday night and transported to an area hospital, according to a statement from the Kansas City, Kansas Police Department.

He is currently unconscious and has no identification. He is described as being between 17 to 25 years-old with brown eyes and approximately 5-foot-8 and 170 pounds. 

He has a tattoo on his right forearm . It appears to be the initials L.L.D. in red ink.

Anyone who believes they know the identity of this individual should call KCKPD Non-Emergency at 913-596-3000.

KCPD asks for help to ID hospitalized, unconscious man

SEDGWICK COUNTY —Administrators at Valley Center and Topeka high schools issued a joint statement Friday about the&nbsp; investigation of alleged racial taunting during the Dec. 3 basketball game at Valley Center.

Topeka High School Coach Geo Lyons said his team was&nbsp;<a href="https://apnews.com/article/sports-basketball-education-race-and-ethnicity-racial-injustice-2e222bee3a9bbf91fa6d42b1d39c8700">subjected to “racial slurs, threats and disgusting taunts"</a>&nbsp;by students from Valley Center High School at the game. He also said Valley Center students taunted his team with a naked Black baby doll.

According to the statement from Valley Center principal&nbsp;Bruce Lolling and Topeka High principal Rebecca Morrisey,&nbsp; administrators from both schools thoroughly investigated reports following the game that included reviewing game&nbsp;footage and collecting statements from attendees, and the information was shared between the two schools. 

After&nbsp;conducting the investigations, several students at Valley Center received consequences for their behavior. Federal&nbsp;law (FERPA) prohibits the sharing of specific details regarding those consequences.

Valley Center High School and Topeka High School recognized the student-athletes for the manner in which&nbsp;they handled themselves during and immediately following the game given the circumstances. 

Additionally, Valley Center&nbsp;High School apologized for the students in the student section who acted&nbsp;inappropriately.&nbsp;

Both schools acknowledge that although some information that began circulating following the game was factual, there&nbsp;have been numerous reports that are exaggerated and/or inaccurate.

"This has led to responses from both communities&nbsp;that have become inflamed and disappointing. This is not appropriate, does not provide for a productive environment&nbsp;where true change can occur, and is currently being addressed by the schools and communities appropriately."

Topeka High School's team was subjected to “racial slurs, threats and disgusting taunts,” during a game on Saturday with Valley Center High School, Coach Geo Lyons said in a Change.org petition. He also said Valley Center students used a Black baby doll to taunt his team during the game.

Lyons has started a petition asking that Valley Center High School fans be removed from sporting events.

Lyons told KSN-TV that his son was shooting a free throw when the Valley Center student section chanted an expletive. He also alleged that racial epithets were used and his team was told they were going to be hanged.

"I had a down locker room, I’m talking about tears were flowing in that locker room,” Lyons said.

Valley Center officials issued an apology Monday to Topeka High School for “inappropriate language and behavior” by students during the game.

The district said in a statement that Topeka and Valley Center officials spent much of the weekend studying videos and interviewing people in attendance. As of Tuesday, the officials had not found evidence of specifically racist taunts but Valley Center acknowledged that students acted inappropriately.

It said students who chanted the expletive at the Topeka student were immediately removed and Valley Center officials worked to prevent any other negative interactions when the game ended.

The Black baby doll was part of a class assignment that requires students to “parent” the baby for a few days, the district said. It was not brought to the game intentionally to taunt Topeka High School but “without context, seeing the baby and images of the ‘baby’ caused hurt and concern to many, and for that we are very sorry,” the statement said.

Valley Center Superintendent Cory Gibson had a “fruitful” conversation about the incident with representatives of the NAACP on Tuesday, spokeswoman Amy Pavlacka said. Gibson and Valley Center High School Principal Bruce Lolling also visited with patrons from both cities to discuss the situation.

“As a district, we sent a letter to all VCHS families and students explaining there would be follow-up consequences for those students involved, and that we, as a community, should learn and grow from this experience,” the statement said.

On Tuesday, Valley Center called off school for Wednesday, Dec. 7 as a result of threats. "Out of an abundance of caution for all of our students and staff and after consulting with local law enforcement, all USD 262 buildings and schools will be closed, and all activities will be canceled, according to a statement sent from Dr. Gibson."&nbsp;

"Staff members are not to report to work unless specifically requested by their supervisor.&nbsp;The difficult decision to close our schools was a result of online threats received by our district this evening. Law enforcement is investigating these threats."

Topeka schools Superintendent Tiffany Anderson said in a letter to district patrons that the incident has been reported to the Kansas State High School Activities Association.

She said the Topeka district appreciated Valley Center's apology but they hope the district will take appropriate steps to address what occurred with those involved.

“I am so grateful for our coaches, principal (Rebecca) Morrisey and the mighty Trojans at Topeka High who modeled the conduct we expect from our students and we hope that it sets the example of what excellence looks like for others to learn from moving forward,” Anderson wrote.

An unknown suspect entered the annex building and spray painted the walls and other property inside the building. The estimated total loss associated with this is $6,000.&nbsp;

WASHINGTON (AP) — President Joe Biden's administration on Thursday announced the infusion of nearly $36 billion to shore up a financially troubled union pension plan, preventing severe cuts to the retirement incomes of about 350,000 Teamster workers and retirees across the United States.

“It’s about everything you worked for,” Biden said, with union officials standing behind him. “It’s about finding a dignified retirement.”

The money for the Central States Pension Fund is the largest amount of federal aid provided for a pension plan, the Biden administration said. It comes from&nbsp;<a href="https://apnews.com/article/biden-covid-business-health-congress-310542ef5cddc914104960a00ae356e0">the American Rescue Plan,</a>&nbsp;a $1.9 trillion coronavirus relief package that he signed into law in 2021.

“This matters,” Biden said. “This matters for workers ... This matters for their spouses, this matters for their mothers and fathers who they're taking care of ... It matters for the country.”

Many union retirement plans have experienced financial pressure because of underfunding and other issues. Without the federal assistance, Teamster members could have seen their benefits reduced by an average of 60% starting within a couple of years.

“Union workers and their families are finally able to breathe a huge sigh of relief, knowing that their hard-earned retirement savings have been rescued from steep cuts,” said Lisa Gomez, assistant labor secretary for employee benefits security.

While bargaining for contracts in past years, union members chose to forgo raises and other benefits on the assumption they would would have “a prosperous retirement,” Teamsters General President Sean M. O'Brien said in a written statement. But when the retirement fund faltered, union members turned to lobbying the federal government for help.

“This is an issue of fairness — of this country keeping its word to hardworking, honest people who did everything they were supposed to do in life,” O'Brien said.

Multiemployer pension funds are created by agreements between unions and companies and are partially insured by the federal government's Pension Benefit Guaranty Corporation. The insurance program was on track to become insolvent in 2026, but the pandemic relief money is expected to keep it on firm footing through 2051.

Biden traveled to Ohio in July to&nbsp;<a href="https://apnews.com/article/biden-ohio-donald-trump-cleveland-bdef01e8e39628951433ea0f984e4133">highlight the final rules for the pension relief program</a>. Before Thursday, the program had awarded aid to 36 troubled pension plans, but none of those had received more than about $1.2 billion.

The amount going to the Central States Pension Fund represents somewhere between one-third and one-half of the total estimated cost of the federal aid program.

The retirement plan has participants in almost every state, with the largest concentration in the Midwest. BARTON COUNTY —Law enforcement authorities arrested a suspect in the 1980 homicide of 23-year-old Mary Robin Walter, according to Barton County Sheriff Brian Bellendir.

The suspect, Steven L. Hanks, 68, Burden, Kansas, is being held on a $500,000 bond and is expect to make his first court appearance Friday.&nbsp; Authorities&nbsp; arrested him Thursday at Oxford in Sumner County.  Hanks has previous convictions in 1983 for rape, aggravated robbery, aggravated burglary and aggravated battery, according to the Kansas Dept. of Corrections.

Just before 7p.m. January 24, 1980, the Barton Co. Sheriff’s Office received a call from an individual reporting a homicide at the Nelson Trailer Park, RR1 Lot 9, according to Bellendir.&nbsp;

The location of the incident was at that time was near the intersection of SW. 40th Ave. and Anchor Way adjacent to the Great Bend Municipal Airport complex. The trailer park no longer exists.

&nbsp;This was about 10 years before there was a 911 system or locator addresses in Barton County.&nbsp;

Deputies and investigators located the body of&nbsp; Mary Robin Walter who had been shot multiple times. She was married with one child and a nursing student at Barton County Community College.

Hanks was a person of interest in the case, according to Belendir.

Adam Hales of the Barton County Sheriff’s Office reopened the Mary Robin Walter homicide case. After taking a fresh look at the case, it became evident that some information had been initially overlooked and some had been added at a later date. This was unknown to the original investigators. After reviewing the case with Sgt. Hales, Bellendir directed that the other two detectives, Detective Alex Lomas, Detective Bryan Volkel as well as patrol Sgt. Travis Doze be assigned to the case as time allowed. Lieutenant David Paden supervised the operation. The Sheriff’s office tracked down numerous individuals that had been involved in the case in the 1980s and many interviews were conducted as far away as the Pacific Northwest. Several meetings were held with the KBI who assisted with this investigation.In October of this year, new evidence was obtained that allowed the Sheriff’s Office to submit the case to Barton County Attorney Levi Morris for review. After approximately four weeks of review, Morris obtained an arrest warrant for murder in the 2nd degree for Hanks arrest.&nbsp; He was a neighbor to the victim at the time.At 42-years and 10 months, Bellendir believes this is the oldest homicide arrest in the State of Kansas, it may be one the oldest homicides cleared by arrest in the United States.
