Our weekend looks to be warm with a slight chance of storms.

According to the National Weather Service (NWS) in Wichita, a few isolated showers and storms are possible late tonight through Friday morning, mainly northwest of the Kansas Turnpike. Severe weather is not expected. 

For late Friday night through early Monday, there is a small chance for an isolated thunderstorm or two across the region. 

Forecast high temperatures will climb into the 90s for most by the weekend.

When a warning is issued, KDHE recommends the following precautions be taken:

●Lake water is not safe to drink for pets or livestock.

●Lake water, regardless of blue-green algae status, should never be consumed by humans.

●Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded.

●If lake water contacts skin, wash with clean water as soon as possible.

●Avoid areas of visible algae accumulation.

A watch means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water. During the watch status, KDHE recommends the following precautions be taken:

●Water may be unsafe for humans/animals.

●Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.

●Swimming, wading, skiing and jet skiing are discouraged near visible blooms.

●Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.

●Clean fish well with potable water and eat fillet portion only.

KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.

Kansans should be aware that blooms are unpredictable. They can develop rapidly and may float around the lake, requiring visitors to exercise their best judgment. If there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

KDHE: Milford, Lovewell still under blue-green algae warnings

The City of Salina has announced the closing of a section of Schilling Road.

On Monday, Davis Concrete Construction of Salina will close Schilling Road west of Interstate 135 (I-135) to remove and replace a section of pavement.

Schilling Road will be closed to all traffic between Georgia and Royal where the repairs are being made. Schilling Road will be closed to trucks from Centennial to Marcella, which will be strictly enforced. 

Motorists are encouraged to use Magnolia and/or Water Well to travel between I-135 and Centennial and allow extra time to reach their destinations during the closure.

The repairs should be complete and the road reopened to all traffic on Aug. 28.

Tony’s Pizza Events Center announced today that The Texas Tenors concert scheduled for Sept. 19 will be moved to the arena in order to allow for socially distanced seating.

“We know that the public is missing live entertainment. By moving The Texas Tenors into a larger area, we are able to keep the original show date, and keep our guests socially distanced,” said Susan Trafton, general manager at Tony’s Pizza Events Center. “The safety and well-being of our guests, performers and staff is our top priority.”

The Texas Tenors performance in Salina is a fundraiser for Shriners Hospitals for Children and is being brought to you by the ISIS Shrine. Since 1922, the mission of Shriners Hospitals for Children is to provide the highest quality care to children with neuromusculoskeletal conditions, burn injuries, and other special healthcare needs within a compassionate, family-centered, and collaborative care environment. They also provide for the education of physicians and other healthcare professionals and conduct research to discover new knowledge that improves the quality of care and quality of life of children and families. This mission is carried out without regard to race, color, creed, sex, disability, national origin, or the ability of a patient or family to pay. The ISIS Shrine has been a viable part of the central and western Kansas communities since June 1887. A teen was injured Wednesday night in a two-vehicle accident in south Salina.

Casey Hartman, 40, of Salina, was southbound on South Ohio Street in a 2002 Nissan Xterra when he made a left-hand turn onto Albert Avenue and turned in front of a northbound 2001 Suzuki motorcyle ridden by a 17-year-old Salina male, causing the motorcycle to strike the Xterra, Salina Police Captain Paul Forrester reported this morning. The accident occurred at approximately 8:50 p.m. Wednesday.

Hartman then pulled into the Kwik Shop parking lot and fled from the scene on foot, Forrester explained. Hartman was later located at his residence, Forrester added.

The teen sustained injuries to the head, chest, arms, and legs, and was transported by EMS to Salina Regional Health Center, according to Forrester.

Hartman was cited for expired registration, failure to yield the right of way, and leaving the scene of an accident, Forrester reported. The teen was cited for no proof of insurance and no valid driver's license, he added.

The Xterra had rear passenger side damage and the motorcycle had disabling damage, Forrester noted. Both were towed from the scene.

City: School zone speed limit signs will be activated next week

LAWRENCE – Kevin Willmott knows well how old the story of anti-Black police brutality is. More than 20 years ago, he began writing a screenplay about the so-called Houston race riot of 1917, when Black soldiers rose up against racist cops.

He couldn’t have known that that film, “<a href="https://www.youtube.com/embed/Jv9cjDwrNdk" target="_blank">The 24th</a>,” would premiere during this summer of #GeorgeFloyd, #PortlandProtest and #DefundThePolice. But he knew it would be relevant whenever it came out.

“One bad police officer could destroy a city then, and you can destroy a city like that today,” said the University of Kansas professor of film &amp; media studies and Oscar-winning (“BlacKkKlansman”) screenwriter. “Years later, we're still dealing with the results of a bad police force that accepts racist policing — and it's one guy that creates the incident. Like the George Floyd thing, it's that one guy that makes the other three guys go along with it.”

“The 24th” is Willmott’s second film about Black soldiers to premiere this summer. “Da Five Bloods,”&nbsp;which was set in Vietnam and which Willmott co-wrote with director Spike Lee, premiered June 12 on Netflix. Willmott directed, co-wrote and co-produced “The 24th,” which premieres on-demand Aug. 21 via independent distributor&nbsp;<a href="https://www.vert-ent.com/" target="_blank">Vertical Entertainment</a>.

Willmott, who graduated from Marymount College in Salina, grew up in Junction City, near the U.S. Army's&nbsp; Fort Riley, sees commonalities between the two films’ groups of soldiers.

“I think the Buffalo Soldiers, the Black soldiers that sacrificed in all of these campaigns, believed that somehow their sacrifice was going to make things better,” he said. “They truly believed in the hope of tomorrow. And one of the major courageous elements of their legacy has been that their whole service was about hope for the future.”

Willmott said “The 24th” deals mainly with the lead-up to the 1917 riots and secondarily with its aftermath, which included the largest murder trial in American history – a court-martial of 64 members of the 24th&nbsp;Infantry Division accused of taking part in the uprising that led to the deaths of 21 policemen, soldiers and civilians.

No one today disputes that Houston police officers’ brutality, first against Black citizens and then against the soldiers of the 24th&nbsp;who stood up to defend their honor, touched off the spasm of violence.

It’s been the stuff of song, but precious few books and no movies.

“The Leadbelly song ‘Midnight Special’ has a line in it that refers to the police in Houston,” Willmott noted, quoting, “‘If you ever go to Houston, you better walk right. You better not gamble, and you better not fight.’ Houston was known as a brutal police force.”

Willmott said that nearly 30 years ago, “I stumbled across this photograph of the trial. There's only one photograph of the trial. And that trial of 64 guys all together just blew my mind. The caption said, ‘The largest murder trial in American history.’ So I had to look and see what the story was there. There was one book on it. There's been a lot more in the last few years about it. I wrote a script that, at that time, was called ‘Colored Men,’ and that script would get me jobs, but I couldn’t find a way to get that movie made.”

Nevertheless, Willmott said, “I always thought Trai Byers would be really good as the lead in this film.” Byers, a Kansas City, Kansas, native and University of Kansas graduate, portrayed the crucial role of jazz music student and Wilt Chamberlain’s friend, Nathan Davis, through whose eyes Willmott’s 2014 film, “<a href="https://www.amazon.com/Jayhawkers-Justin-Wesley/dp/B08CD96ZSW" target="_blank">Jayhawkers</a>,”&nbsp;is told.

And so last year, with Willmott’s Oscar cred and Byers’ cachet from his role as&nbsp;Andre Lyon&nbsp;on the Fox Broadcasting Co. TV series “Empire,”&nbsp;and after the two worked together on a re-write of the script, resulting in Byers’ first writing credit, the film got made during Willmott’s summer break.

The 18-day shooting schedule in North Carolina required “all my low-budget-movie-making tricks,” Willmott said.

The history buff is happy with the finished film’s fidelity to the facts of its inspiration.

“We fictionalized some things about the main character and his love relationship, and we create stories within the group of men,” Willmott said. “But the event itself, I think we're very accurate to what happened and how it happened and those things that really matter.”

History of police brutality informs Willmott’s ‘The 24th'

If you have a college-bound teen, you’re probably both a little stressed out right now. And your teen might even be feeling downright sad if their college plans aren’t shaping up the way they’d hoped because of the pandemic. That’s okay. Change can be hard.

MANHATTAN – The state coordinator for Kansas 4-H shooting sports says the program is on target to host state contests in several disciplines this fall.&nbsp;

“The state matches are going to look a little different this year,” Rogge said. “How different depends on the location and the discipline and how many kids that we normally expect in a year. With COVID-19 restrictions, we are changing how all of that will look a little bit.”&nbsp;

Right now, she said, the schedule of state matches this fall includes:&nbsp;

Oct. 3 – hunting skills, muzzle loading and small bore (Topeka)

Oct. 17-18 – Western heritage (location TBD)

“A lot of things haven’t gone as planned (since the pandemic began) but we are doing our best to have those state matches this year,” Rogge said. “We are still in the process of finalizing those plans and will get that information out soon to counties and local coordinators.”&nbsp;

“Our program is very structured because of the need for increased safety with the youth,” Rogge said. “They learn how to appropriately handle the firearm and archery equipment, but in that process, they also learn a lot about self-discipline and goal-setting. The actual shooting or using a bow is the fun part, but our instructors are very good about teaching everything that leads up to that point.”&nbsp;

Each qualifying and state contest has certified instructors, Rogge said. “When kids are not safe, they can’t learn,” she said. “Safety first, then we can do the learning and the fun stuff.”&nbsp;

Persons interested in becoming certified to teach shooting sports in Kansas are encouraged to contact their local extension office. A statewide training for instructors is scheduled Nov. 7-8 in Cimmaron, Rogge said.&nbsp;

“Instructor training is important for the future of our shooting sports program,” she said. “And we need to renew our volunteer base every year.”&nbsp;

McPherson Co. Health Dept. investigating COVID-19 exposure

MANHATTAN – The economic pain being felt in small towns across the United States during the COVID-19 pandemic is not something most people want to talk about. &nbsp;

“I wish we didn’t have to talk about this, but it’s something that’s on all of our minds right now,” said McCray, co-founder of&nbsp;<a href="https://saveyour.town/" target="_blank">Save Your Town</a>, a consulting business that guides people toward making their small towns a better place to live.&nbsp;

“All small towns are facing the challenge of rebuilding their local economy. And the advice we hear is often meant for cities or big business districts. It doesn’t meet our small town reality.”&nbsp;

McCray was the featured speaker Aug. 7 during K-State Research and Extension’s monthly online series,&nbsp;<a href="http://www.ksre.k-state.edu/community/business/entrepreneurship" target="_blank">First Friday e-Calls</a>, which helps to nurture small businesses and inspire entrepreneurship in Kansas.&nbsp;

A highly sought-after speaker, McCray noted that rural communities are usually pretty resilient, having survived dips in the agriculture markets, oil busts, recessions and more.&nbsp;

“The current crisis is different for a couple reasons,” she said. “This time, we have lost a lot of jobs and even entire businesses. The businesses that remain are not in great shape. And it’s not just locally, but the whole country and the whole world.”&nbsp;

“Right now,” McCray added, “we can’t depend on help from the outside, so we are going to have to focus on what you can do with what you already have locally.”&nbsp;

She said that being resilient in challenging times will require that towns develop an “idea-friendly” attitude.&nbsp;

“We need to be more open to new ideas,” McCray said. “Iowa State University studied 99 small towns over 20 years and found that the communities that survived the best were the ones that were open to new ideas. And it makes sense. If you are open to new ideas, you can deal with new challenges.”&nbsp;

McCray said three ways to be ‘idea-friendly’ include:&nbsp;

Support participation in business by many people.&nbsp;Start a community-wide email list to promote all businesses in town. “Your goal is to build a huge, combined list that reaches as many people as possible. What you’re trying to do is rally everybody in the community to support local businesses and keep up to date with what’s going on.” Use the list to share photos, videos and other information; and to communicate which businesses are providing delivery, curb-side pickup, phone orders, special hours and more.

Connect businesses to each other.&nbsp;Fellow business owners can often help more than experts. Find others in the community who may already be successful at selling products online, grant writing, or marketing on social media. “You’re going to find ways to connect and re-circulate money in your local economy so that it can do more good in your community.” In the short term, money circulating because of business partnerships helps the local economy. Longer term, the partnerships formed help the local economy become more resilient to future shocks.

Take small steps, rather than high-risk bets.&nbsp;Businesses should seek ways to help customers, such as offering flexible payments or by offering smaller items and budget-friendly options for products. Loyalty programs, Buy One/Get One deals and small giveaways are incentives for local residents to support local businesses.&nbsp;

“Don’t forget to talk about how you’re giving back,” McCray said. “Tell people about it. Put it in that new community-wide email that you’re starting. You and your local businesses are the ones doing something for your people, so talk about it. These small steps build feelings of pride and community, and you are building your social capital.”&nbsp;

As of today, 342 of Saline County’s cases have recovered. Sadly, we have been notified of 2 additional deaths.

We do have an additional 7 positive cases that have been identified since the Monday, August 17 report. The total for the county is now 423, with 72 cases that are actively being monitored by the Health Department, and a total of 9 deaths. Salina Regional Health Center reports that they have 2 hospitalized COVID-19 patients.

Salina Regional is a regional hospital, the COVID-19 patient total is not specific to the number of Saline County residents who may be hospitalized. Our dashboard is updated with the latest information.
