Look back at the three hours of theatrics that led to the essential approval of the continuation of Gov. Laura Kelly’s COVID-19 pandemic emergency declaration by the State Finance Council, and what words might come to mind? Maybe “acting out.”

It was entertaining for a time, but depending on how long you want a Republican candidate for the House or Senate standing on your doorstep or shouting through his/her mask from the sidewalk in front of your home that they have “saved” your job or schools or health, it probably lasted a little longer than necessary.

The issue last week, just days before expiration of the governor’s declaration of an emergency that enables the state to receive federal funds to battle the pandemic and for the governor to issue executive orders to reduce the spread of the deadly disease, she was forced to say she doesn’t intend to close businesses in the state to reduce transmission of the disease.

Hmmm… It came down to the governor adding language to the extension of her executive order that says…well, that she doesn’t want to close businesses. Now, of course, neither does anyone, but Republicans sought that language that is pretty much implicit in life in Kansas.

It’s a little like having the governor -- in order to respond to the pandemic – being forced to say she sure hopes that business closures won’t be necessary to prevent more deaths from the disease.

But Republican legislative leaders wanted to hear her affirm it and see it written down in an official state document (filed with the Secretary of State) that is notarized. That way, they can say that they have forced the governor to declare she doesn’t want to close businesses, with the ensuing loss of jobs, paychecks and such.

The leaders wouldn’t settle for Kelly stating that intention not to close businesses in a press release, or at press conferences. They wanted to see it in that new executive order. Nope, legislative leaders didn’t demand that the governor’s intent not to close businesses be printed in bold face type in that new order, just that it be printed there above her signature. They might require it be printed in bold face type on Oct. 15, when the just-approved order expires and has to be renewed.

Practically, when Kelly this spring issued the executive order that closed all “nonessential” businesses and gatherings, she wasn’t happy about it. In June, the Legislature passed a law which allows county commissions to overturn provisions, such as business closings, in Kelly’s executive orders. But her overall pandemic executive orders are vital, because with no emergency, well, there are no federal funds to help Kansas respond to the pandemic. It essentially turns a deadly virus into a mere “inconvenience.”

After the Finance Council meeting, Republicans touted that they had forced the governor to officially hope she doesn’t have to close businesses again. Democrats? They basically said, of course, that they were shocked and offended that Republicans forced that concession by the governor, likely for political purposes—meanwhile, Republicans said the power to close businesses is a political power.

We’re now going to be listening to see how thrilled voters are as Republicans campaign for election and re-election in the next couple months. Will that change your vote? Would you vote for a candidate who doesn’t want the governor to shut down businesses if they become dangerous locations for the spread of the pandemic?&nbsp; Or who doesn’t say she is disappointed that she may have to?

And…do those Republicans remember that if they don’t continue to approve the governor’s emergency powers that her executive orders under the emergency go away? Like the one that permits drive-through purchase of margaritas as long as there is an emergency?

AT THE RAIL: 'Acting out' and drive-through margarita purchases



MANHATTAN — A pair of studies at Kansas State University is bringing new insight to farmers and producers seeking to incorporate industrial&nbsp;hemp&nbsp;in cattle feed.

After the 2018 Farm Bill legalized&nbsp;hemp&nbsp;production in the U.S., interest has grown in industrial&nbsp;hemp&nbsp;as an agricultural commodity, including as feed for animals. FDA approval, however, through the Association of American Feed Control Officials would be required before&nbsp;hemp&nbsp;could be fed to livestock or pets.

"Although&nbsp;hemp&nbsp;can be legally cultivated under license in Kansas, feeding&nbsp;hemp&nbsp;products to livestock remains prohibited because the potential for cannabinoid drug residues to accumulate in meat and milk has not been studied," said Hans Coetzee, professor and head of the anatomy and physiology department in the&nbsp;<a href="https://www.vet.k-state.edu/" target="_blank">College of Veterinary Medicine</a>.

A team of K-State researchers recently received a $200,000 Agriculture and Food Research Initiative Competitive Grant from the U.S. Department of Agriculture's National Institute of Food and Agriculture to establish concentrations of cannabinoids in livestock after exposure to industrial&nbsp;hemp.

"Industrial&nbsp;hemp&nbsp;is typically grown to produce oil, seed, fiber and medicines," said Michael Kleinhenz, assistant professor of beef production medicine. "While varieties of&nbsp;hemp&nbsp;may be planted for a single or dual purpose, such as for seed and fiber, byproducts consisting of leaves, fodder and residual plant fibers remain after harvest. These byproducts could serve as potential feedstuffs for animals. Because these are predominantly cellulose-containing plant materials, the ideal species for utilizing these feeds are ruminant animals, specifically cattle."

While there is interest in the use of&nbsp;hemp&nbsp;for cattle feeds, there are questions about whether the feed can be used safely because of concerns about tetrahydrocannabinol, or THC, intoxication and the presence of other bioactive cannabinoids. Kleinhenz noticed that most research was focused on humans, mice and swine, but not on cattle.

"This is surprising because cattle can readily utilize industrial&nbsp;hemp&nbsp;byproducts as they can digest cellulose plant materials in their rumens," Kleinhenz said.

Kleinhenz is part of a multidisciplinary research team consisting of pharmacologists, toxicologists, analytical chemists and horticulture experts. The&nbsp;hemp&nbsp;used in the studies was grown at K-State's John C. Pair Horticultural Center near Wichita. Other K-State researchers involved include Geraldine Magnin, Zhoumeng Lin, Steve Ensley, Jason Griffin, Katie E. Kleinhenz, Shawnee Montgomery, Andrew Curtis, Miriam Martin and Coetzee. The research team also included John Goeser and Eva Lynch, Rock River Laboratories.

"We observed that the acidic cannabinoids, such as CBDA and THCA, are more readily absorbed from the rumen than other nonacid cannabinoid forms, such as CBD and CBG," Kleinhenz said. "Now that we have found that some cannabinoids are readily absorbed from the rumen, the next steps are to study the tissue and milk residue depletion profiles of these compounds after animal feeding experiments. The effects of cannabinoids on cattle are also unknown."

Follow-up experiments will include pilot studies to examine the effect of feeding&nbsp;hemp&nbsp;on animal behavior and immune function.

"Our goal is to fill in the knowledge gaps," Kleinhenz said. "Until feedstuffs containing&nbsp;hemp&nbsp;are established as safe in animals, our data will assist producers in managing situations involving intentional or unintentional&nbsp;hemp&nbsp;exposures."

The two published studies are "<a href="https://www.sciencedirect.com/science/article/pii/S2590286520300859?via%3Dihub" target="_blank">Nutrient concentrations, digestibility, and cannabinoid concentrations of industrial&nbsp;hemp&nbsp;plant components</a>," which can be found in the journal Applied Animal Science, and "<a href="https://www.nature.com/articles/s41598-020-69768-4" target="_blank">Plasma concentrations of eleven cannabinoids in cattle following oral administration of industrial&nbsp;hemp&nbsp;(Cannabis sativa)</a>," which was published in Scientific Reports.&nbsp;

Today in History -- Sept. 15

To say that 2020 has been a crazy year would be an understatement! It feels like our world has been turned upside down.

Some of you have lost income, hours, or even your jobs because of the pandemic. Those financial goals you made on January 1st&nbsp;are out the window, because you’re focused on covering your basic needs. I know it might feel like there’s no point in setting new goals for yourself, but here’s the thing: There&nbsp;are&nbsp;things you can control when it comes to getting your finances in order.

Wherever you are and whatever you’re feeling about this year, you have plenty of time to get back on track. Here are a few ways to reach your financial goals before 2020 comes to an end.

Maybe your New Year’s resolutions weren’t realistic, or maybe your income has been impacted because of COVID-19. Sometimes life just happens. And when life happens, you need to adjust your goals to reflect that.

Look at where you are with your money&nbsp;today,&nbsp;and decide where you want to be by the end of the year. Just factor in the amount of time left, and make sure your goals reflect the situation you’re in. You have the power to say, “Hey, my reality at the start of this year is not my reality now. But I’m going to start making progress toward my future today.”

By the way, if you’ve lost part or all of your income, your goal now is to get a job—any job. Money flows two ways: It flows in, and it flows out. You can cut down on expenses, but that’s only part of the equation. You need money flowing in. You may need to take a job outside of your field in order to stay afloat right now. And that’s okay!

No matter where you’re at financially, a budget is the most important thing when it comes to being successful with money. If you don’t tell your money where to go, you’ll wonder where it went.

To get started, assess how you’ve spent your money over the past few months. Look for areas where you can cut back, like dining out, groceries, and monthly subscriptions. Now, reassign that money to your bills or goals. I know it’s a bummer to cancel Taco Tuesday and Target runs, but trust me on this. You’ll feel so much less stressed knowing you’re making progress.

●Positive case #245 is a symptomatic male in his 60s with unknown exposure at this time and is hospitalized.

A variety of emergency management and human resources items, as well as the emergency radio communications project are among the items on the Saline County Commission agenda for Tuesday.

The regular commission meeting is scheduled to begin at 9 a.m. Tuesday in room 107 of the City-County Building, 300 West Ash Street. A time for public comment is scheduled near the beginning of the meeting.

Michelle Barkley, emergency management director is scheduled to ask the commissioners to approve agreements for emergency sheltering with Webster Conference Center and First Covenant Church.

"Emergency shelter is a place for people to live temporarily when they

cannot live in their previous residence due to a disaster. Emergency sheltering can be utilized by the county and region if needed when a disaster displaces families or restricts their access to their basic needs like running water and electricity. Both facilities are unique in their differences allowing emergency management to have more options in providing the best emergency shelter for those in need," according to emergency management information in the commission meeting packet.

Additionally, Barkley is scheduled to ask the commissioners to declare a state of local public health emergency for the county due to the COVID-19 pandemic.

Other items on the county commission agenda for Tuesday include the following.

●A request to approve a KWORCC trustee at large nomination -- Marilyn Leamer, human resources director

●Consider AFLAC group plan options -- Leamer

The Salina Art Center is offering a studio art-making class for adults ages 55 and older. 

According to the art center, this is a great opportunity to build on previous art experiences or learn new skills with a group of adults with similar interests.&nbsp;

Creating art improves quality of life and well-being. Studio classes give participants time and space to dive deep into learning new mediums and techniques.&nbsp;

Senior Studio is Thursdays from 10 a.m.-noon.&nbsp;&nbsp;Each three-week section will focus on a different art medium.&nbsp;Sections include drawing, painting, 3-D media, papermaking, and printmaking. Drawing begins in October.&nbsp;

A few months ago, we told you that the Coronavirus Aid, Relief, and Economic Security (CARES) Act gave some flexibility to federal student loan borrowers. Understanding these options can help you make more informed decisions about <a href="https://www.consumer.ftc.gov/blog/2020/04/managing-your-bills-during-covid-19">paying your bills and prioritizing your debts</a>. The benefits <a href="https://www.ed.gov/news/press-releases/secretary-devos-fully-implements-president-trumps-presidential-memorandum-extending-student-loan-relief-borrowers-through-end-year">have been extended</a> until Dec. 31, 2020.

So, just to recap, what does the CARES Act mean for you if you have a federal student loan?

1. The CARES Act gives <a href="https://studentaid.gov/announcements-events/coronavirus">temporary payment relief</a> to borrowers with qualifying federal student loans. But some federal student loans don’t qualify – for example, older Family Federal Education Loan (FFEL) program loans or Perkins Loans that are owned by the school you attended. Contact your <a href="https://studentaid.gov/manage-loans/repayment/servicers#your-servicer">federal loan servicer</a> online or by phone to find out if your loans are eligible.&nbsp;

2. If your federal loans are covered, the U.S. Department of Education has automatically placed your loans into what’s called “administrative forbearance.” That means you can stop making payments on those loans right away, up through Dec. 31, 2020. If your payments automatically come out of your bank account, check if any payments have been processed since March 13, 2020. If they have, you may be able to <a href="https://studentaid.gov/announcements-events/coronavirus#borrower-questions">get a refund</a> as part of administrative forbearance.&nbsp;

3. If you want to keep making payments on your qualifying federal student loan through Dec. 31, the interest rate is now 0%. So any payments you make during the forbearance period may help you pay off your debt faster. If you’re on an income-based repayment program and/or a forgiveness program, you should check out <a href="https://studentaid.gov/announcements-events/coronavirus#borrower-questions">Federal Student Aid's Coronavirus page</a> to see which option makes sense for you.

4. If your federal student loans are in <a href="https://studentaid.gov/manage-loans/default#understanding-default">default</a>, the U.S. Department of Education has stopped making collection calls, and sending letters or billing statements through Dec. 31, 2020. And if your federal loans were in default and your employer continues to garnish your wages, you’ll get a refund.&nbsp;

This program only applies to federal student loans. Not sure what kinds of student loans you have? Here are two things you can do to find out:

●Get a complete list of your private and federal student loans by&nbsp;pulling your credit report. (In fact, you can get your report for free&nbsp;every week.)&nbsp;Read through it&nbsp;and find your student loans, taking note of the companies that are your lenders or loan servicers. Compare it to the full list of&nbsp;federal loan servicers found here.

●Confirm which of your loans are federal.&nbsp;Log into FSA&nbsp;or call the Federal Student Aid Information Center (FSAIC) at 1-800-433-3243.

One more thing: you don’t need to hire a company to help you get this student loan payment relief. The program is already in place and there’s nothing you need to do to enroll.

If you have federal student loans, read this

Police are looking for a pickup that was stolen from a local auction lot over the weekend.

Salina Police Captain Paul Forrester reported this morning that unknown persons entered the lot at Salina Auto Auction, 2845 Centennial Road, sometime between noon on Saturday and 2:50 p.m. Sunday and stole a black 2014 Chevrolet Silverado pickup valued at $17,800. The pickup did not have a license plate on it but it did have a white "Salina Auto Auction" sticker on the bottom of the driver's side windshield, he added.

Forrester explained that it appeared the subject(s) climbed the fence to get to the pickup, which had the keys in it. The subject(s) then were able to open the gate and drive the pickup from the lot, he noted.

The pickup did not have a license plate on it but it did have a white "Salina Auto Auction" sticker on the bottom of the driver's side windshield, he added.Forrester explained that it appeared the subject(s) climbed the fence to get to the pickup, which had the keys in it. The subject(s) then were able to open the gate and drive the pickup from the lot, he noted.

POW/MIA ceremony set for The Temple this week



In 1971, there were about 2400 doctorates in engineering awarded to U.S. citizens and a little more than 500 awarded to foreign students studying in the United States. But the numbers of American students were rapidly dropping and many engineering departments became worried over whether they would have enough students to sustain their program. By 1980, the number of U.S. citizens gaining doctorates had dropped below 1200, but the number of foreign university students was starting to grow and by 1983 surpassed American students in engineering doctorates. They did not force U.S. students out; they took up empty seats. And ever since, we have relied on foreign students to fill out our engineering programs and for many to remain and fill our shortage of engineers.

Similar graphs can be drawn for physics, chemistry and molecular biology where increasing numbers of foreign students are filling empty seats in graduate programs. Only in organismic biology is there a slight majority of American students earning graduate degrees because that is a field where experience with local wildlife provides an advantage.

In 1999, the Taiwan scientist Wen Ho Lee who was working at the Los Alamos National Laboratory on nuclear research was falsely charged with 58 out of 59 counts of stealing information.&nbsp; Lee eventually was awarded $1.6 million from the government and media in a civil settlement.&nbsp; What the American public never learned was that other scientists from Taiwan who held U.S. citizenship recognized the anti-Asian nature of this action and packed up their families and passports and returned to Taiwan. I only know of this from having two former student teachers teaching in Taiwan’s Hsinchu science city high school.

Meanwhile the Director of Los Alamos National Laboratory was called before a Senate investigative committee and asked why there were any “foreigners” working at our nuclear lab. The answer was simple; without foreign scientists, we would have to close down the lab.&nbsp; The director clearly explained how foreign scientists were not in a position to steal any secrets, but were central to the lab’s operation.

Long ago the U.S. gave up its lead in particle accelerators, astronomy, artificial intelligence, and many other fields. The Sabin oral polio vaccine was conducted in Russia in the 1950s, and much drug research today is conducted overseas due to American litigation risks. An increasing number of medical students are foreign born.

There are two major drivers of this decline in American production of scientists. One is the trivial amount of science taught in our K-12 schools. Since the 1970s, science education has failed to expand, unlike schools in Asia and Europe. Some of this is due to the AAAS “Less Science, Not More” movement that still today depresses high school science curricula. Part of our high-cost health care and ignorance on COVID-19 rests with a population never taught the instruction manual for our own bodies.

The other factor is lack of research funding. According to OECD data, the U.S. is now 28th of 39 nations in government funding of university research as a share of GDP. The 12 top governments invest over double the U.S. investment per GDP.

On August 28, the journal&nbsp;Science&nbsp;reported that China was again boosting research spending by more than 10 percent. Science research is published in open journals and the number of Chinese authors surpassed U.S. authors in 2017. China surpassed the U.S. in patents in 2019. Half of Chinese college graduates major in science. Less than 20 percent of American college graduates major in sciences.

The illusion that the U.S. is superior in science is partly due to Nobel Prizes. For instance, in 2009, we claimed eight of the nine science Nobel Prizes were swept by “United States scientists.” In truth only three received their early school education here. Most winners were educated elsewhere and came to the U.S. for better equipment and living standards. With the economic rise of Asia and Europe, we no longer have that equipment or economic advantage.&nbsp;&nbsp; &nbsp;

It would take a full generation to increase our science literacy if we increased science teaching. Meanwhile, the reduction in foreign students that has now begun will accelerate our decline in science graduates.

Smoky Hill Education Service Center is seeking candidates for the position of Accounting Assistant.&nbsp; This person will be responsible for assisting the CFO with accounts payable, and other accounting related tasks.&nbsp; This person will assist consultants with copying, training room cleaning and setup, lunch setup as needed and other related tasks.&nbsp; The successful candidate will be motivated, hardworking, comfortable using technology as an accounting and communication tool, knowledgeable in accounting practices, and able to function in a dynamic environment while working on various projects simultaneously.&nbsp;

Position Responsibilities Include:&nbsp;

·Monitoring and processing accounts payable.

·Assisting with office operations such as answering phones, greeting guests, and hosting events.&nbsp;

·Performing other duties as assigned by Smoky Hill ESC leadership.

·Proficiency in the use and operation of Microsoft software (Excel, Word, etc.).

·Ability to work both independently and effectively as a member of a team.

 </figure>Smoky Hill Education Service Center is seeking candidates for the position of Accounting Assistant.&nbsp; This person will be responsible for assisting the CFO with accounts payable, and other accounting related tasks.&nbsp; This person will assist consultants with copying, training room cleaning and setup, lunch setup as needed and other related tasks.&nbsp; The successful candidate will be motivated, hardworking, comfortable using technology as an accounting and communication tool, knowledgeable in accounting practices, and able to function in a dynamic environment while working on various projects simultaneously.&nbsp;Position Responsibilities Include:&nbsp;·Monitoring and processing accounts payable.·Assisting with the bank deposits.·Assisting with office operations such as answering phones, greeting guests, and hosting events.&nbsp;·Performing other duties as assigned by Smoky Hill ESC leadership.Additional Requirements:·Proficiency in the use and operation of Microsoft software (Excel, Word, etc.).·Ability to work both independently and effectively as a member of a team.·Ability to provide excellent customer service and maintain positive working relationships with staff members and customers.·Strong aptitude for learning new skills, adapting to new technologies, and implementing new practices.·Effective organization and time management skills.·Strong interpersonal and communication (both oral and written) skills with the ability to present accounting subject matter to leadership.·Production of accurate work within time constraints.·Effective working relations with clients and other agency employees.·Prioritizing, problem-solving, and multi-tasking skills.Part-time and full-time applicants will be considered.To be considered for this position visit&nbsp;<a href="http://www.smokyhill.org/">www.smokyhill.org</a>, and apply by clicking on the employment application link.&nbsp; The link can be found under the About Us/Employment Opportunities section of the website.
