Lunchtime in China lasts for two hours, from noon to 2pm. Students and parents then return to finish their 8-hour day from 2pm until 6pm. This is a prime time to watch television. China also seizes this time to educate about new developments.

China is expanding the use of cameras in public spaces, although still somewhat behind England and other highly monitored European countries. However, while eating lunch last year in China, I was able to watch footage on CCTV of an older man extorting money from passing motorists.

China has more cars than any other country and there is a shortage of parking. Many side streets are just one lane with cars parked along both sides and a narrow single lane down the middle.

Unaware that there had been a camera installed on this street, this older gentleman walked alongside the driving lane, rather than on the sidewalk. He walked in the same direction as the cars that would have to slowly squeeze by him from behind. At the moment he detected the car coming from behind was alongside, he leaned out slightly so the mirror would hit his arm. He then dramatically acted as if it had hit him and pushed him against the parked car.

The motorist would immediately stop, hop out and console this poor man that he had apparently struck with his mirror. Insofar as any car-pedestrian collisions can result in hefty fines, the older man acting in pain and holding his shoulder suggests that a few hundred yuan would suffice for his injuries and avoid filing a report. Of course he is not injured at all, but good at acting.

This roadside extortion is called “peng ci” or a pretend crime and it was becoming common. It worked until more cameras were installed. Now, by showing this on noon television, it soon brought this extortion to a halt. The driver could merely say “I’ll wait to see the camera footage.” If the criminal states that there is no camera on that street, it reveals that he has checked that beforehand and is trying to extort money.

My Chinese colleagues appreciate the fact that outside public behaviors are subject to cameras recording street scenes and apartment entrances. China is nearly five times more crowded than the U.S. This helps the unarmed police monitor public places and see more than if they were walking the beat. My colleagues also ask me why Americans do not want surveillance cameras in public places? It is hard to explain why we would not want to be able to detect and record criminal activity. &nbsp;&nbsp; &nbsp;

But once they enter their homes, they expect privacy.&nbsp; And that is where Americans are giving up far more privacy than in China. We purchase Echo, Alexa and other “virtual assistant” devices so we can ask it to play certain music or answer some factual question. But companies that produce them can listen in on in-home conversations for various technical reasons.&nbsp; And that is an invasion of privacy that my Chinese colleagues would not like.

Our assertion of a right to privacy when we are out in public strikes them as strange. That is where many harmful acts occur and where they can be stopped with cameras. The old man pretending to be hit by a car mirror would not do that if a policeman was present, and the camera serves as a witness. Why do we fear cameras in public but then give away our privacy at home?

And when a West Coast terrorist was killed by police after shooting many victims, why would the cell phone company not unlock his phone so police could see if he was communicating with other dangerous terrorists? Fortunately, with time the police were able to hack into the phone, but without the help of the company.&nbsp;&nbsp;

You have undoubtedly noticed that if you search online for a product, that within a short time your screen is bombarded with a gadzillion ads about that product. While Americans demand privacy, the big online services are making millions tracking our online actions and selling that information. What we deny to government we give away to businesses.

The Sept. 4 issue of “The Week,” describes how the Secret Service bought location data generated by smartphone apps.&nbsp; “Law enforcement agencies must get a warrant to ‘compel a company to provide location data,’ but there is nothing that bars an agency from ‘simply buying the data instead.’”

EDUCATION FRONTLINES: Different standards of privacy

LAWRENCE — A University of Kansas astronomer played a key role on the team that this past week announced the first-ever discovery of a planet orbiting a white dwarf star. 

The finding, published in Nature, shows the likely presence of a Jupiter-sized planet, named WD 1856 b, orbiting the smaller star remnant every 34 hours.

“This planet is roughly the size of Jupiter, but it also has a very short orbital period — a year on this planet is only 1.4 days, so it’s quickly whipping around its white dwarf star,” said Ian Crossfield,&nbsp;assistant professor of physics &amp; astronomy at&nbsp;KU, who is a co-author on the paper.&nbsp;

A white dwarf is the vestige of a star, like our sun, that has ballooned into a red giant then collapsed back into a dense, dim core that’s often about the size of Earth; so this planet is much larger than what’s left of its star. The process usually devours orbiting planets — but not in the case of WD 1856 b, which appears somehow to have avoided destruction.

“This tells us white dwarfs can have planets, which is something we didn’t know before,” Crossfield said. “There are people who now are looking for transiting planets around white dwarfs that could be potentially habitable. It’d be a pretty weird system, and you’d have to think about how the planets actually survived all that time. But it’s a big universe. Now we at least know some kinds of planets can survive and be found there, so that gives greater support and greater interest in continuing the search for even smaller planets around these white dwarfs.”

At first, WD 1856 b captured astronomers’ interest when they noticed a possible transiting object with&nbsp;<a href="https://www.nasa.gov/tess-transiting-exoplanet-survey-satellite" target="_blank">NASA’s TESS Space Telescope</a>&nbsp;survey.

“TESS finds a planet by looking at a star, and it measures how bright the star is continuously for weeks,” he said. “If a planet is orbiting the star, and if the planet passes between you and the star, some of that star’s light is going to be blocked. Then the star will get brighter again as the planet passes — we call this the ‘transit’ of the planet. And so, TESS looks for transiting exoplanet satellites. It tells you that something is there — but it doesn’t necessarily tell you what it is because it could be another dim star passing in front instead of a planet.”

To help the international team of scientists confirm if WD 1856 b indeed was a planet orbiting the white dwarf, Crossfield studied the object’s infrared emissions with NASA’s now-defunct&nbsp;Spitzer Space Telescope&nbsp;in the months leading up to the satellite telescope’s decommission.

“For this white dwarf object, it’s tough to measure the mass of it — so we knew how big it was, but not how heavy it was,” he said. “This new object could have been a small star or a big planet. The way we could tell the difference was to look and see — is this thing emitting infrared light as well? If it’s a star, stars are generally hotter than planets and it should be glowing in the infrared. But if it’s just a planet, planets are generally colder than stars and so there should be a little or no infrared light. What our Spitzer data showed is there’s basically no infrared light at all. And the depths of these transits are identical between the TESS data and our Spitzer datasets. That really put the final nail in the coffin that this thing is almost certainly a planet, rather than a star.”

WD 1856 b is located about 80 light years away in the northern constellation Draco. The team behind the paper believes the gaseous planet was pulled in by the white dwarf’s gravity long after the star had dwindled down from its red giant phase — otherwise the planet would have been obliterated in its current orbit.

Asked if the discovery of the first planet orbiting a white dwarf meant the Earth stood a chance of surviving the sun’s red-giant phase in the distant future, Crossfield said it remained unlikely.

“In around five billion years our sun will become a white dwarf. There’s a lot of open questions about whether planets can survive the process of a star inflating up to become a red giant, swallowing up some of the inner planets, and then shrinking back down and just being left over as the white dwarf again. Can planets actually survive that — or is that impossible? And until now, there weren’t any known planets around white dwarfs.”

📹KU astronomer plays key role in unique celestial discovery

Proclamations, a presentation about the jail, and the emergency communication system are among the Salina City Commission agenda for Monday.

Proclamations, an SPD presentation, and jail presentation on city agenda

This letter is to express my opinion regarding the Monday hearing for the Sunflower Coalition. I would like to attend but will be taking care of my patients and earning money so I can pay my taxes. I am very concerned about this issue.

I have very deep appreciation and respect for the Salina Law Enforcement staff. Their help was needed and always welcome when I called them over the years. I was always treated with respect and courtesy. I have also provided health care for several law enforcement officers and have been impressed with their professional conduct.

It is my opinion that mechanisms are in place to investigate and take care of any real or imaginary improper conduct. Salina does not need any outside self appointed board to judge and interfer with our police and judicial system.&nbsp;

Salina does need a way to educate the community on how to respond to law enforcement when police are risking their lives to enforce laws and keep us safe. All people need to understand that resisting police actvity will produce confrontatinal consequences. If law breakers cooperate with the police rather than resist, there will be a good outcome.&nbsp; A good place to start is an educational program&nbsp; in the schools.&nbsp; Young people need to be taught to obey the laws for the benefit of everybody.

Salina has some free military equipment. If the&nbsp; Federal Government can give Salina more that will save the tax payers and the city money for other priorities.&nbsp;

With growing violence across the country our police and law enforcement&nbsp; and first responders may need some of this free equipment to protect us and save lives. It is unwise to wait until a disaster strikes to go out and spend tax money for new equipent that Salina can have for free.&nbsp;

As a property owner and tax payer I want our law enforcement to have the equipment they need. I really think it only fair to ask the members of the Sunflower Coalition&nbsp; if they own property&nbsp; in Salina and pay taxes in Salina? Non residents should have&nbsp;ABSOULUTELY &nbsp;NO RIGHTS&nbsp;to tell the city and the rest of us what we should be doing.&nbsp;

“Food fight!” Don’t worry, I’m not referring to a riot in the school cafeteria. This food fight is a friendly challenge to generate more food for local families who need a hand. This worthwhile competition went so well that it won recognition as an Ag Hero.&nbsp;&nbsp;&nbsp;

Matt Case is the manager of the Farmers Co-op in Columbus, Kansas. He grew up working on farms around Columbus and married his high school sweetheart. After being trained in precision machining, he worked in industry and then had the opportunity to come back and work for the Farmers Co-op in his hometown. In 2016, he became general manager.&nbsp;

The Farmers Co-op generates around $80 million in annual sales with seven locations in Cherokee County. It is also community spirited, hosting an annual food drive, for example.&nbsp;

One day in spring 2020, Matt got a call from Christina Holmes, the family and consumer sciences agent for K-State Research and Extension in Cherokee County. Christina explained that food pantries in the county were largely depleted due to the pandemic. A county-wide food drive was being planned to gather donated, non-perishable food items for the pantries. She asked if they could use the co-op’s truck scales to weigh the pounds of donated food. The more Matt learned about the project, the more he wanted to get involved.&nbsp;

“After she explained it, I said, ‘The only way you can use our truck scales is if I’m part of it,’” Matt said. He volunteered that the co-op would match up to the first 2,000 pounds.&nbsp;&nbsp;“Oh, there’s no way we’ll get that much,” Christina said. Matt said to put them down to match 2,000 pounds anyway.&nbsp;

This first-time event was called the Cherokee County Food Fight. It was a challenge between the towns in the county. Each town had two weeks in which to collect and donate food. The one with the most donations would win the first-place trophy.&nbsp;

“I like a little friendly competition,” Matt said. &nbsp;

“It was an amazing opportunity,” Christina said. &nbsp;

Collection points were set up in each community. The project took off.&nbsp;

The towns in Cherokee County got into the competition. “People were posting pictures of piles of cans in their towns,” Christina said. “One organization was willing to go door-to-door to pick up donations.” &nbsp;

In the end, donations exceeded expectations by nearly five times. More than five tons, or 10,780 pounds, of foodstuffs were donated to food pantries in eight locations in Cherokee County. “When we pulled in with a trailer to deliver the donations, some of those ladies would just cry,” Christina said.&nbsp;

Columbus won the competition by donating 3,480 pounds. Baxter Springs was second with 2,760 pounds. On a per-capita basis, the smaller towns in the community did even better. The rural community of Weir donated 1,880 pounds. Weir has a population of 686 people. Now, that’s rural. This community was definitely punching above its weight class.&nbsp;

“Our local people and churches really respond where there’s a need,” Matt said. “The extension office came up with this idea and they knocked it out of the park. &nbsp;

“When the rules of the pandemic kept (extension staff) from getting out to do things in person, I could help. I credit Christina; she’s a rock star,” he said.&nbsp;

“The co-op was great, and everyone stepped up,” Christina said. “It wouldn’t have been possible without all the partners.”&nbsp;

The results were so remarkable that Matt Case of the Farmers Co-op was recognized by the Kansas Department of Agriculture as an Ag Hero during the 2020 Kansas Ag Summit. We’ll feature more of these Ag Heroes in coming weeks.&nbsp;

Now That’s Rural: Matt Case, Cherokee County Food Fight

EMPORIA -- Medical settings - including support centers, clinics, and hospitals - can benefit through a program to put patients at ease using art therapy.

Arts in Medicine, a partnership between the Kansas Creative Arts Industries Commission and Emporia State University, is accepting applications until Oct. 5 from associations, agencies and organizations providing medical services to Kansans to benefit patients as well as to agency personnel.

This is the third year of this collaboration which offers opportunities for medical agencies and organizations in Kansas to introduce unique psychosocial programming.

"The global pandemic is changing the way medical services are provided and compounding stress levels; patients feel the strain, and medical staff do as well," said Dr. Gaelynn Wolf Bordonaro, director of Emporia State University's Art Therapy Program.

"The graduate art therapy interns and art therapy supervisor will work with agencies to design programming for patients, staff, caregivers, and/or families to meet CDC and agency guidelines and protocols, including online sessions, online drop-in studio groups, outdoor workshops, and more," explained Wolf Bordonaro.

If accepted, the applicant agency will work with Emporia State art therapy faculty and two second-year graduate art therapy students to build medical arts programming and scheduling to meet the needs of specified populations and the agency.

Applicants should be interested in offering patients, clients, or staff art therapy services such as, but not limited to:

●Group art therapy programming designed to meet the psycho-social needs of patients, care givers or medical personnel. 

●Individual art therapy for patients receiving treatment (i.e. cancer treatments or transfusions). 

●Art-based workshops for medical personnel or clinicians in training (stress relief, group bonding, etc.). 

●Arts-based programs at special events (grief camps, open houses, etc.)

Applicants must be Kansas-based institutions, organizations or associations that provide medical services to Kansas residents. Applications are welcome from agencies that serve all age and developmental levels. Art experience and art skills are not necessary.

Art therapy can be used in a variety of medical settings, including support centers, clinics, and hospitals (Czamanski-Cohen, 2012). Patients express themselves while exploring issues regarding their hospitalization and illness, including impact on daily living, relationships, treatment concerns, belief systems, support systems, etc. (Medical Art Therapy, 2014; Minar, 1999; Nainis et al., 2006; Schriener and Wolf Bordonaro, 2012; Wolf Bordonaro, 2003). Benefits of art therapy include:

But shameless scammers want to help themselves to your money. And they’re competing with legitimate charities, taking advantage of your generosity. So, as you open your heart and wallet to help people and causes, be sure to consider the following tips for safe giving.

●Never let anyone rush you into donating. Pressuring you to act right away is something that scammers do.

●Don’t assume the charity appeals you see&nbsp;online or on social media&nbsp;are legitimate, even if someone you know sends them to you. Even if a group sounds legit, know that some scammers use names that sound like real charities, only they’re not. 

●Before you donate,&nbsp;research the name&nbsp;of the organization or cause. Search their name online, plus the words “scam,” “fraud,” or “complaint.”

●Find out if the charity or fundraiser is registered in your state. Check with your&nbsp;state’s charity regulator&nbsp;to find out. If the charity isn’t registered, consider donating elsewhere.

📹Scammers prey on your kindness during disasters

PRATT – It could be time to reduce the daily creel limit for striped bass at Wilson Reservoir, but for anglers who are familiar with the recent history of the 9,040-acre impoundment – this proposed reduction could be considered good news; it signifies the lake’s gizzard shad and striped bass populations are once again healthy.

In 2017, Wilson’s population of gizzard shad ­– a critical food source for many of Kansas’ sportfish – crashed as a result of drought conditions in previous years. Subsequently, the health and growth rates of the lake’s prized striped bass population tanked from lack of available forage.

Kansas Department of Wildlife, Parks and Tourism Fisheries biologists raised the striped bass daily creel limit from two, as it had been for decades, to five to allow the gizzard shad population to recover more quickly. That would eventually mean more food, and better health, for the lake’s remaining stripers, too.

Thanks to the compliance of Kansas anglers, the strategy worked so well that Wilson’s shad population has fully recovered. The lake’s stripers have regained their health, but the population has dropped low enough to warrant protection.

The proposed daily creel limit change from five to two would begin Jan. 1, 2021, if passed by the KDWPT Commission. Commissioners will vote on the matter during their next public hearing via Zoom on Thursday. Public comment regarding the proposed regulation change is encouraged, and can be shared with:

When healthy, Wilson Reservoir’s striped bass population provides a trophy fishery for anglers, to include the current state record striped bass that weighed in at 44 pounds.

Striped bass also help control invasive species such as white perch, which if left unchecked, can overpopulate and decimate a sport fishery.

Wilson’s striped bass are raised at KDWPT’s Milford Hatchery and usually thrive in the impounded waters of the Saline River, growing upwards of 21 inches within just three years.

Located in Russell County – amid the Smoky Hills of northcentral Kansas – Wilson Reservoir is also home to excellent largemouth and smallmouth bass fishing, as well as walleye and white bass.

KDWPT fisheries staff seek input on Wilson Fishery

On Sept. 20, 2017, Hurricane Maria, the strongest hurricane to hit Puerto Rico in more than 80 years, struck the island, wiping out as much as 75 percent of the power distribution lines and causing an island-wide blackout.

At the Emmys, the HBO series "Game of Thrones" won a record 12 awards; Viola Davis became the first Black woman to win an Emmy for best drama series actress for "How to Get Away with Murder." Poet C.K. Williams, 78, died in Hopewell, New Jersey. Actor Jack Larson, 87, TV's Jimmy Olsen in "Adventures of Superman," died in Los Angeles.

One year ago: President Donald Trump angrily defended himself against a complaint from an intelligence official over his contacts with the president of Ukraine; he said the complaint came from a "partisan whistleblower," even though Trump also said he didn't know who had made it. HARVEY COUNTY—One person died in an accident just after 10p.m. Saturday in Harvey County.

The Kansas Highway Patrol reported a 2014 Lexus driven by&nbsp; Daniel T. Cosgrove, 61, Wichita was southbound on Interstate 135 twelve miles north of Wichita in the right lane.

A pedestrian identified as Kalub J. Rowson, 20, Minneapolis, ran across the interstate in front of and struck the right front corner of the vehicle.

Rowson was pronounced dead at the scene and was transported to the Sedgwick County Forensics Center.

&nbsp;Cosgrove and two occupants in the Lexus were properly restrained and not injured, according to the KHP.

"As soon as we became aware of the FAA's initiative to establish a UAS-CTI, we knew we wanted to be a part of the program."The FAA's Unmanned Aircraft Systems-Collegiate Training Initiative recognizes institutions that prepare students for careers in unmanned aircraft systems, commonly referred to as drones.
