A woman was transported to Salina Regional Health Center (SRHC) after a two-vehicle accident on North Broadway Boulevard Wednesday morning.

Salina Police Captain Paul Forrester reported this morning that a 2002 Toyota Tundra driven by Todd Linenberger, 56, of Salina, was was northbound in the 300 block of North Broadway Boulevard at 7 a.m. when it lost traction. The rear of the Tundra slid across the center dividing line and struck a southbound 2017 Nissan Rogue driven by Stephanie Cardinal, 44, of Salina, he explained.

Cardinal was transported to SRHC with facial injuries from the airbag deployment, Forrester noted. 

The Rogue had damage to the entire left side and had to be towed, while the Tundra had left rear damage and was removed by the owner, he added.

Linenberger was cited for limitations on speed and no proof of insurance, according to Forrester.

McPHERSON – Nearly 300 students from 14 area high schools and a middle school participated in the McPherson College Jazz Festival. 

The festival, which has drawn hundreds of young musicians to campus for the past seven years, was a virtual event this year.

Jazz bands submitted video performances that clinicians adjudicated to determine ratings and awards. This year’s clinicians included Kyle Hopkins, director of bands and associate professor of music at McPherson College; Brad Shores, retired music educator and adjunct of percussion; and Gregg Walker, retired music educator and adjunct of woodwinds.

Participating schools include Abilene High School, Arkansas City High School, Dodge City High School, Junction City High School, Lansing High School, McPherson High School, McPherson Middle School, Newton High School, Riley County High School, Salina Central High School, Scott Community High School, Smoky Valley High School, and Sterling High School.

Hopkins said the idea for the annual jazz festival came from area band directors asking for a quality jazz festival in the fall to support jazz education at a time of year when marching band tends to overshadow other aspects of a public school’s band program. The festival is held annually in the fall and continues to grow in size each year.

“Jazz is the quintessential American art form,” Hopkins said. “In studying jazz, you can’t separate the music from the history of jazz, which is American history. What a great thing to teach our kids, especially in a time when co-curricular classes are experiencing a squeeze, forcing many of them out of school curriculums! With the pandemic, band directors have faced huge challenges in how to engage their students musically while keeping them safe and healthy. So I’m particularly proud of the schools that were able to find creative ways to participate in the jazz festival this year.”

The board will likely be created to review the investigatory findings of the Salina Police Department in response to complaints of (a) excessive use of force and/or (b) racial or other biased-based policing.

The Law Enforcement Citizen Review Board will serve as a community advisory board and a training advisory board to:

The CRB will be appointed by the mayor with the consent of the City Commission. The CRB membership will likely include seven (7) persons who have (a) demonstrated interest or experience in police and/or community relations and (b) reflect the racial and ethnic diversity of the city of Salina with a goal of overrepresentation of minority populations in comparison with local demographics.

The CRB will meet as needed and at least quarterly. Timely review of complaints of excessive use of force and/or racial or other biased-based policing will require flexibility in the scheduling of special meetings of the CRB.

Crimestoppers seeks tips about vehicle burglaries in Assaria

MANHATTAN&nbsp; – Researchers at four U.S. universities have embarked on a five-year study that capitalizes on one of the Central Plains’ most abundant natural resources – wind – to store energy in ammonia.&nbsp;

They say their work – which is funded by the National Science Foundation – could help stunt the population drain that is common in many rural communities by tying together crop production, energy production and water use.&nbsp;

Vincent Amanor-Boadu, a professor of agribusiness economics and management at Kansas State University, said the project combines expertise of researchers at K-State, the University of Kansas, Washington State University and Western New England University.&nbsp;

Together, they form a&nbsp;<a href="https://ipsr.ku.edu/FEWtures/" target="_blank">project known as FEWtures</a>,&nbsp;focusing on food, energy and water needs for rural communities. The group includes experts in engineering, hydrology, agricultural economics, business, political science, sociology and education.&nbsp;

Many parts of Kansas and surrounding states have benefitted from wind energy to power their communities. “The problem with wind is that you can generate electricity, but if you don’t use that electricity right away, you lose it,” Amanor-Boadu said.&nbsp;

Amanor-Boadu said the FEWtures project will capitalize on nitrogen taken from the air; use the energy from wind; combine it with hydrogen from water; and use all that to make ammonia, a compound made of nitrogen and hydrogen.&nbsp;

“When you do that, you are actually putting energy into the bonds between the nitrogen and hydrogen,” Amanor-Boadu said. “Then, when you want that energy back, you just split the nitrogen from the hydrogen. So, basically, you can think of ammonia as batteries.”&nbsp;

Peter Pfromm, a chemical engineer formerly at K-State but now working at Washington State University, is leading the ammonia-as-battery initiative of the FEWtures project. Amanor-Boadu said the ammonia produced through this process is more environmentally friendly than that produced using the industry standard Haber-Bosch process.&nbsp;

“When the energy stored in the ammonia is not needed, it will become available as fertilizer in food production,” he said. “Farmers could pay less for ammonia produced this way.”&nbsp;

Amanor-Boadu said K-State electrical engineers, led by Hongyu Hu, are working on methods to optimize production of wind captured at the local level. &nbsp;

“Extra energy left from the production of electricity could be used to treat wastewater that is generated in the community,” Amanor-Boadu said. “Depending on how clean you want the wastewater to be, the more energy you will need. If you treat water to the point of being able to use it for irrigation, then you are also reducing the draw of water from the aquifer.”&nbsp;

Amanor-Boadu and his colleagues in agricultural economics and the College of Business will be working on a decision support system to help local officials determine what is the most economical use of ammonia for their community. A livestock community may direct more of the resource toward treating water for cattle, while a crop community may choose to treat more wastewater to increase the amount of water available for agriculture.&nbsp;

The project is one year old, with four more to come.&nbsp;

“A lot of the science is already complete,” Amanor-Boadu said. “The rest of our work is calibrating these ideas to fit certain regions. The ball is in our court to build a decision support system in a way that it doesn’t have to be customized in every community, but rather you … get people’s specific realities into the model for them to make their own decisions.”&nbsp;

Research is currently being conducted in Kansas, Colorado, Oklahoma, Texas and New Mexico, involving 75 counties. Amanor-Boadu said the research team is seeking farmers and ranchers living in the region to participate in a&nbsp;<a href="https://kusurvey.ca1.qualtrics.com/jfe/form/SV_0HeVc5yanIcf3md" target="_blank">short survey that is available online</a>.&nbsp;

That means using strong passwords and limiting the information they share. Following is the Saline County COVID-19 update for Wednesday.

Sadly, we have been notified of 3 additional deaths related to COVID-19.&nbsp; There are 131 new positive COVID-19 cases in Saline County since our last update on Monday, November 23rd.&nbsp; The total number of positive cases for Saline County is now 2,277 with 599 cases that are actively being monitored by the Health Department, 1,658 that have recovered, and a total of 20 deaths. Salina Regional Health Center notified us that they have 34 hospitalized COVID-19 patients.&nbsp; Our dashboard has been updated with the latest information:

Health Department staff continue to be overwhelmed and several days behind with contacting new positive cases and close contacts.&nbsp; We have added staff and some cases being routed to contact tracers at KDHE, but still, we are behind.&nbsp; Please, we ask for your patience.&nbsp; If you have tested positive or you are known to be a close contact, please do not call the Health Department unless at least 3 days have passed and you have not heard from us.&nbsp; We understand that for both employees and employers, quarantine or isolation documentation may be necessary to verify a leave of absence.&nbsp; However, with being several days behind, we are unable to produce the necessary documentation immediately.&nbsp;&nbsp;&nbsp;

According to the Kansas Department of Health &amp; Environment, there are now 147,797 cases and 1,503 deaths statewide. This information can be found at&nbsp;<a href="https://www.coronavirus.kdheks.gov/" target="_blank">https://www.coronavirus.kdheks.gov/</a>.&nbsp;

UPDATE: Entry to all state parks free on Friday; selfie contest for all

Saline County this afternoon issued the following statement concerning mass gatherings and mask mandates in the county.

Actions have recently been taken by the governing bodies of Saline County and the City of Salina to stop the spread of COVID-19 in the community.&nbsp; The Saline County Public Health Order limiting mass gatherings went into effect on Sunday, November 22nd.&nbsp; Both the City and County made changes to the mask mandate earlier this week that will go into effect this coming Saturday, November 28th.

The Public Health Order limits gatherings to 15 individuals or less in any indoor space.&nbsp; The order also limits the hours that a bar or restaurant can be open to the public.&nbsp; Bars and restaurants may not open to the public before 5:00 a.m. and must close by 12:00 midnight.&nbsp; There are certain types of establishments named in the order that have exceptions to the gathering limit, depending on the type of business.&nbsp;&nbsp; It is important to note that this order is not about shutting down businesses, it is about limiting large group gatherings.&nbsp; Several of the hundreds of cases that the Health Department has seen over the past few weeks are the result of gatherings, spreading COVID-19 further in our community.&nbsp; A list of common questions about the order as well as the order can be found on the county website&nbsp;<a href="http://www.saline.org/coronavirus" target="_blank">www.saline.org/coronavirus</a>.&nbsp;

The most recent amendments to the mask mandate for both the City of Salina and Saline County include the following changes:

●The definition of “room” was added to define a room as a part or division of a building enclosed by full-height walls, floors, and ceiling.

●Language was updated to read that if you are in a public space, regardless if you can distance yourself from others or not, you must wear a mask that covers your mouth and nose.

●An additional exemption was added for persons who are in a room with no other persons present.

Two complete probationary period at Salina Fire Department

A woman is missing $1,950 worth of televisions after a burglary in central Salina earlier this week.

Salina Police Captain Paul Forrester reported this morning that sometime between 2 p.m. Monday and 4:45 p.m. Tuesday someone entered a residence in the 100 block of South 11th Street and stole a 65-inch Roku television valued at $1,930 and a 32-inch TCL television valued at $20.

A woman is missing $1,950 worth of televisions after a burglary in central Salina earlier this week.Salina Police Captain Paul Forrester reported this morning that sometime between 2 p.m. Monday and 4:45 p.m. Tuesday someone entered a residence in the 100 block of South 11th Street and stole a 65-inch Roku television valued at $1,930 and a 32-inch TCL television valued at $20.According to Forrester, a 25-year-old Salina woman reported that she had been staying at a friend's house and returned home to find the backdoor to the residence shut, but unlocked. She reported that the door was locked when she left. There were no signs of forced entry, Forrester noted.
