On this historic day for downtown Salina, Steve Howard was filled with gratitude.

As Howard's Cozy Inn celebrated its 100th anniversary Saturday, Howard did a little bit of everything. He greeted people. He checked on orders. He delivered bags of burgers to hungry customers waiting outside. A large part of his day, however, was spent thanking people for being customers and for participating in the little downtown burger joint's 100th anniversary celebration.

The festivities kicked off about 8:30 a.m. as Hurts Donut of Wichita made an appearance with its Emergency Donut Vehicle.

"We love Cozy Inn! We love the people, the atmosphere, and especially the food! We make sure we stop every time we are in the area. Over the past few years we have gotten to know Steve and his family. We have shared several laughs by their grill while talking business. We were honored to be apart of their 100th birthday," Jenni Courtney of Hurts Donut told Salina Post.

Courtney, her husband, Aaron, and her son, Judah, made the truck run from Wichita to Cozy Inn. She said they sold 120 dozen donuts, 100 bacon bars, and 75 apple fritters.

Even as the donuts were being sold, the aroma of onions cooking on the Cozy Inn's historic grill wafted through the air as Cozy Inn staff prepared to begin selling burgers at 9 a.m. Burger sales were scheduled to run until 9 p.m. Saturday.

At about 6 p.m., Howard said that Cozy Inn had started the day with 300 pounds of hamburger. At that point, they had 75 pounds left. A Cozy Inn employee noted that thousands of burgers had already been sold.

From the time donut sales began, hundreds of people flocked to the Cozy Inn to be part of the 100th anniversary celebration. Many were locals, but a number had come from out of town to participate in the festivities.

People took selfies in front of the 100th anniversary sign or under one of the Cozy Inn sign. Some even requested photos with Howard.

At noon, the Salina Area Chamber of Commerce conducted a ribbon-cutting ceremony.

Eric Brown, chamber president and CEO, told those assembled that 100 years ago "the population of Salina was 25,000. Warren G. Harding was president. The price of gas was 26 cents a gallon. You could get a sedan for $1,400. A loaf of bread was five cents. A Cozy burger was five cents." 

"If you take away a thousand days, give or take, for weekends, the Cozy Inn has been open about 27,500 days," Brown continued. "And if you averaged simply a thousand burgers a day, which they do, easily, that's over 27.5 million Cozy sliders the last 100 years!"

"And keep in mind, that's the same grill from day one, seasoned to perfection," Brown added.

Brown then thanked Cozy Inn and all of its owners, current and past, for what they have done to help put Salina on the map.

Howard said the celebration was "pretty overwhelming."

"Great turnout. The weather's awesome. A little chilly this morning, but it will warm up. I just thank everybody for their patience and being part of this celebration," Howard told Salina Post at lunchtime.

After the ribbon-cutting, the celebration continued with prizes, and, of course, Cozy burgers. Special 100th anniversary T-shirts also were for sale.

As the sun began to set on Salina Saturday evening, people were still lining up at the carryout window to place or pickup orders or were sitting on one of the six stools inside. Business was still brisk enough at 6 p.m. that there was an approximate 45-minute wait on burger orders. Nonetheless, people waited and continued to place orders.

After all, Salinans do love their Cozy burgers!

Cozy Inn: A day of gratitude and thousands of burgers

Two small quakes rattle part of far southern Saline County

Freedom Forum First Amendment specialist&nbsp;Kevin Goldberg&nbsp;breaks down why two key free speech cases&nbsp;<a href="https://www.freedomforum.org/2021/10/06/4-key-first-amendment-cases-to-watch-this-supreme-court-term/" target="_blank">before the Supreme Court</a>&nbsp;this term matter to you — and predicts how the court will rule.

Austin, Texas, has a code that places additional limits on signs that aren’t located on the premises of the businesses they advertise.

Reagan National Advertising argues this violates the First Amendment because one must read and consider the business, product or service advertised on the sign in order to classify it as on-premises or off-premises, making it a “content-based” regulation of speech.

The City of Austin says the regulation is “content-neutral,” designed only to reduce the overall number of signs on the landscape by simply looking at the location of the sign, not its message.

A ruling in favor of the advertisers would reach far beyond signs, massively expanding the definition of “content-based” regulations, which are much more likely to be struck down as unconstitutional (<a href="https://twitter.com/1stForAll/status/1452360589230190594" target="_blank">learn more about the difference here</a>).

A ruling in favor of the City of Austin would allow greater regulation of signs based on location, even potentially what you are allowed to put up in your own yard.

<a href="https://www.scotusblog.com/case-files/cases/city-of-austin-texas-v-reagan-national-advertising-of-texas-inc/" target="_blank">City of Austin, Texas v. Reagan National Advertising of Texas, LLC</a>&nbsp;will likely be a strong victory in favor of the City of Austin, with most justices demonstrating confusion, if not outright skepticism, over the idea that the on-premises/off-premises distinction is content-based.

WHOSE EXPRESSION IS IT WHEN FLAGS FLY AT CITY HALL?

Between 2005 and 2017, Boston approved all 284 requests it received from outside organizations to fly flags including for LGBTQ pride, Juneteenth, Cuba and China outside city hall next to the U.S. and Massachusetts flags. It rejected request number 285 from Camp Constitution, whose stated mission is “to enhance understanding of the country’s Judeo-Christian moral heritage.” The city feared that flying the National Council of Churches’&nbsp;<a href="https://www.christianitytoday.com/history/2008/august/do-you-know-history-of-christian-flag.html" target="_blank">Christian flag</a>&nbsp;would constitute an endorsement of Christianity in violation of the First Amendment’s Establishment Clause.

Attorneys for Camp Constitution’s director&nbsp;Harold Shurtleff&nbsp;argued that the city was not endorsing religion or anything else in approving requests to raise private flags – especially since the flag corresponded to a planned event by the group. Boston simply had created a public forum for speech by opening not just its grounds but its flagpoles to all. As a result, the city cannot reject requests based on the message. If the city flies a Red Sox flag, it must approve a request to fly a Yankees flag as well (assuming someone has the guts to do that in Boston).

Attorneys for the City of Boston argued that the flag program is an example of “government speech” because these are city flagpoles in front of a city building. A passerby would believe the government endorses each flag and its message. Where government speech is involved, the government can pick and choose what is said without limitation.

During&nbsp;<a href="https://www.scotusblog.com/case-files/cases/shurtleff-v-boston/" target="_blank">Shurtleff v. City of Boston</a>&nbsp;arguments, some justices took the practical view that most people would see the flags as government speech. Some expressed concern that calling this a public forum would result in some pretty horrible flags flying in front of government buildings all over the country. But at least seven, if not all nine, were most worried about granting even more control over speech to government bodies.

We can expect a ruling in favor of Shurtleff. The court will also more clearly define government speech, and Boston will revise the rules for its flag program accordingly to ensure the city can have more leeway to reject flags.

FIRST FIVE: How the Supreme Court could rule on key free speech questions

Choosing a career can be a tough decision and one that many people make more than once, but for Kermit Dorf, vice president, security officer and compliance specialist at First Bank Kansas, the choice was easy. 

He entered the banking industry in 1972, 50 years ago this month, and he still enjoys coming to work each day.

Dorf’s career began at Planters State Bank and Trust Company in downtown Salina before joining the team at First Bank Kansas in 1998. He has served in many different areas of the bank including head teller, loan operations, loan officer, compliance and security. “Computers have really changed the industry,” said Dorf, “but banks remain a well-respected and important part of communities.” He believes banks help people achieve their goals.

Those that work with Dorf appreciate his experience and draw from his knowledge. 

“His work ethic, dedication, and loyalty throughout his long career are an inspiration to us all,” said Dustin Schroller, compliance manager and BSA officer. “I feel very privileged and honored to work alongside someone who has dedicated 50 years of his life to helping customers and co-workers achieve their success.” 

First Bank Kansas President and Chief Executive Officer Kent Buer described Dorf as one of the nicest people he knows and said he has a “vast knowledge of banking and has always been willing to step in and help wherever needed. First Bank Kansas employee celebrates 50 years in banking

TOPEKA — Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 2.6% in January. This was a decrease from 2.8% in December and a decrease from 3.8% in January 2021.

Central Kansas counties showed a slight uptick in unemployment, although the majority remain below 2 percent. Saline and Dickinson Counties saw an increase from 2.2 percent in December to 2.7 in January.&nbsp; Ellsworth County, at 2.1 percent in January, saw a similar increase.&nbsp;

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 8,500 from December. Total nonfarm includes private sector and government employers. Private sector jobs increased by 5,100 over the month, while government increased by 3,400.

“The unemployment rate continued to trend downward, reaching 2.6% in January,” said Labor Economist Emilie Doerksen. “While the unemployment rate has now fallen below pre-pandemic levels, it is important to note that the labor force participation rate has also declined in Kansas.”

Since January 2021 Kansas seasonally adjusted total nonfarm jobs have increased by 17,100. This change is due to an increase of 16,200 private sector jobs and an increase of 900 government jobs.

The February 2022 Labor Report will be released March 25.

K-State horticulture expert says seed potatoes will produce best results&nbsp;

MANHATTAN, Kan. – Savvy gardeners know that St. Patrick’s Day is the traditional date for planting seed potatoes. But Kansas State University horticulture expert Ward Upham said March 17 isn’t a hard-set rule for planting in Kansas.&nbsp;

“Actually, any time from mid- to late-March is fine for potato planting,” Upham said.&nbsp;

The key, he adds, is that gardeners buy seed potatoes, rather than potatoes for cooking. “Seed potatoes are certified disease free and have plenty of starch to sprout as quickly as soil temperatures allow,” Upham said.&nbsp;

“Most seed potatoes can be cut into four pieces, though large potatoes may yield more, and small potatoes less. Each seed piece should be between 1.5 and 2 ounces; and will have more than one eye.”&nbsp;

As a rule of thumb, each pound of potatoes yields 8-10 pieces. Upham said the seed potatoes should be cut 2-3 days before planting so that freshly cut surfaces have a chance to suberize – or toughen – and form a protective coating. “Storing seed in a warm location during suberization will speed the process,” he said.&nbsp;

Plant each seed piece 1-2 inches deep and 8-12 inches apart in rows.&nbsp;

Upham said seed potatoes emerge slowly. “It is often mid- to late April before new plants poke their way through the soil,” he said. “As the potatoes grow, pull soil up to the base of the plants. New potatoes are borne above the planted seed piece, and it is important to keep sunlight from hitting the new potatoes.”&nbsp;

Potatoes that have been exposed to too much sun will turn green and produce a poisonous substance called solanine. Upham said keeping the potatoes covered will prevent this.&nbsp;

Planting potatoes? Window of opportunity opens in mid-March 

CLAY CENTER – A Clay Center man has been sentenced to more than nine years in prison for sex crimes committed between April and November 2018, Kansas Attorney General Derek Schmidt announced today.

Jonathan Moore, 29, was sentenced Thursday in Clay County District Court by Judge John Bosch on one count of criminal sodomy, one count of indecent liberties with a child and one count of sexual exploitation of a child. Bosch sentenced Moore to 109 months in a Kansas Department of Corrections facility. Moore pleaded no contest to the charges on January 10, 2022.

The case was investigated by the Clay Center Police Department, Marysville Police Department, the Topeka Police Department, the Marshall County Sheriff’s Office, and the Kansas Bureau of Investigation. &nbsp;

Salina police are investigating the theft of multiple power tools from a residential construction site.

Sometime on Wednesday or Thursday, someone kicked in the front door of a house being constructed in the 2600 block of Stebe Court and stole multiple power tools belonging to three contractors working at the site, Salina Police Captain Paul Forrester said this morning. The power tools include those made by Milwaukee and DeWalt.

Total loss and damage was estimated at $3,000, Forrester said.

Police are checking surveillance video from neighboring residences with Ring doorbells, he added.

Multiple power tools stolen from residential construction site

A Salina man who went to the Saline County Jail to visit a friend Thursday afternoon ended up in jail himself.

Anthony Harris, 59, of Salina, went to the Saline County Jail to visit a friend at approximately 1:30 p.m. Thursday. While he was there, the corrections officers learned that Harris had an outstanding warrant, Saline County Sheriff Roger Soldan said this morning.

When the corrections officers went out to the jail lobby to arrest Harris, Harris allegedly threw a marijuana pipe in the trash, Soldan said. Additionally, when Harris was taken back to the booking area, he allegedly tossed a baggie of marijuana onto the floor. Corrections officers also allegedly found a baggie of methamphetamine among Harris' possessions, Soldan said.

In addition to the warrant, Harris was arrested on the following requested charges, Soldan said.

The Salina Airport Authority issued Friday morning the following statement concerning the termination of United Express service in Salina.

SkyWest Airlines has notified the U.S. Department of Transportation (USDOT) that the airline intends to terminate United Express service at Salina and twenty-eight other United Express communities.&nbsp;

The SkyWest decision also impacts essential air service at the Kansas communities of Hays, Dodge City, and Liberal.

The decision is not driven by any failure in the USDOT’s Essential Air Service Program (EAS) or the communities. The ongoing national pilot shortage has resulted in service cuts by all U.S. airlines. SkyWest lacks the pilots needed to meet demand and is reducing flying across its network.&nbsp;

USDOT Hold-in Order The USDOT will issue a Hold-In Order prohibiting SkyWest from terminating service at the Salina Regional Airport until a replacement airline is selected and begins operations. During the hold-in period SkyWest is expected to maintain the current daily schedule for regional jet service to Denver and Chicago. Salina will work with the USDOT to have a replacement airline selected by summer 2022. A suspension of scheduled air service at Salina is not expected to occur.&nbsp;&nbsp;

TOPEKA — The Kansas Chamber announced its 2022 Leadership Kansas class, which includes a man from Salina.

As one of the oldest and most prestigious statewide leadership programs in the country, Leadership Kansas, or LK, is focused on developing and motivating Kansas leaders from across the state.

Kansas Chamber President and CEO Alan Cobb said the Kansas Chamber is excited to welcome the newest Leadership Kansas class — a great representation of the state's demographics.

"Leadership Kansas has a long history of fostering greater awareness and understanding of statewide economic, business, and political issues. The program helps develop our state leaders to make Kansas a stronger and more vibrant business engine," said Cobb. "Graduates of the LK program have gone on to take on key leadership roles at the local, state, and national levels."

Leadership Kansas received more than 600 nominations for the 2022 program. After a thorough&nbsp;and thoughtful application and selection process, the selection committee chose 40 individuals for the 2022 class.&nbsp;

The committee and the Leadership Kansas Board of Advisors make every effort to ensure the class reflects the state in regard to geographic, ethnic, occupational, and gender diversity.&nbsp;

The program begins in April with an orientation session in Lawrence and ends with graduation in October after the completion of seven sessions.

The other cities the 2022 class will visit for this year's program include Garden City, Liberal, Overland Park, Olathe, Lenexa, Kansas City, KS, Leavenworth,&nbsp;Hays, Pittsburg, Hutchinson, Wichita, El Dorado,&nbsp;Manhattan, and Topeka.&nbsp;

&nbsp;Throughout the seven-month program, the class interacts with a variety of experts and community leaders through three-day educational training sessions. The diverse discussion topics include business, education, agriculture, public policy, societal health, economic development, and government.

Salina's Mendez selected for 2022 Leadership Kansas

On Feb. 25, an individual reported to the Salina Police Department that they used his/her ATM card at Central National Bank at 2900 S. Ninth Street. The individual forgot the ATM card in the machine after using it. When the victim returned to retrieve their card, the card was gone. 

The victim discovered the financial card had been used at three businesses within Salina soon after the card was taken from the ATM machine.

Surveillance video from the businesses where the card was used showed a male subject making purchases with the stolen financial card.

Gaining evening light but losing sleep: AAA cautions drivers to stay alert as they spring forward

WICHITA –&nbsp;Springing forward can mean falling back into a bad driving habit – drowsy driving. 

The arrival of Daylight Saving Time this weekend means one less hour of sleep, a darker morning commute and the potential for more sleepy drivers on the road.&nbsp;AAA is reminding drivers to adjust their sleeping habits along with their clocks, to stay alert behind the wheel&nbsp;and to look out for pedestrians, especially children who will be on their way to school and may be hard to see.

“When the time changes, sleep cycles are interrupted and drivers can be more tired than they realize,” said Shawn Steward, AAA Kansas spokesman. “Losing one hour of sleep takes an adjustment, and drivers need to prepare by getting more rest, especially on Sunday.”

The Centers for Disease Control and Prevention says that 35% of U.S. drivers sleep less than the recommended minimum of seven hours daily. Previous&nbsp;<a href="http://aaacluballiance.pr-optout.com/Tracking.aspx?Data=HHL%3d9%2c75%404-%3eLCE59.%3c5%3a%26SDG%3c90%3a.&amp;RE=MC&amp;RI=5430239&amp;Preview=False&amp;DistributionActionID=517018&amp;Action=Follow+Link" target="_blank">AAA research</a>&nbsp;indicates that&nbsp;nearly all drivers (96%) say they view drowsy driving as a serious threat to their safety and a completely unacceptable behavior. However, 29% admitted to driving when they were so tired they had a hard time keeping their eyes open at some point in the previous month before the survey.

“Knowing the warning signs of drowsiness can help drivers avoid dozing off behind the wheel,” said Steward. “Symptoms include having trouble keeping your eyes open, drifting from your lane and not remembering the last few miles driven.”

Drivers however should not rely on their bodies to provide warning signs for drowsiness and should instead prioritize getting at least seven hours of sleep before hitting the road.

To avoid drowsy driving, AAA recommends that drivers:

●Travel at times of the day when they are normally awake

●Prioritize sleep, getting at least seven hours a night

●Avoid medications that cause drowsiness or other impairment

●Schedule a break every two hours or every 100 miles. 

●Travel with an alert passenger and take turns driving. 

●Do not underestimate the power of a quick nap. Pulling into a rest stop and taking a quick catnap ― at least 20 minutes and no more than 30 minutes of sleep ― can help to keep you alert on the roads
