Appointments, a proposed pay schedule change, bonds, and a proposed special improvement district are among the items on the Salina City Commission agenda for Monday.

Study sessions and city commission meetings will take place in–person in room 107 of the City-County Building, 300 West Ash Street, and via Zoom until further notice. These proposed changes were first recommended in the Fire Department Staffing Assessment and Report presented to commissioners on Feb. 28.

As it is currently, the battalion chief position is a salaried position with no possibility of overtime. The hourly rate range is $21.27 to $33.95.

According to information in the city commission meeting packet, the recommended move to a lower pay grade "takes into account the added potential earnings due to the ability to earn overtime" should the entire proposed amendment be approved. The hourly rate range for the S9* pay grade is $20.22 to $32.28.

Commissioners also are being asked to appoint the following two people to fill unexpired terms on the Business Improvement District Advisory Board.

●Consider appointing John Reber to fill the unexpired term of Jenn Reitz until Aug. 31, 2023

●Consider appointing Emily Brandt to fill the unexpired term of Michelle Jensen until Aug. 31, 2024

Other items on the city commission agenda for Monday include the following.

●Consider awarding a bid for the city's ultrathin bonded asphalt surface project to APAC Kansas, Shears Division of Salina in the amount of $965,046.15 with a five-percent construction contingency for a total project authorization not to exceed $1,013,298.46 and authorize the city manager to execute a contract with APAC Kansas, Shears Division of Salina upon fulfillment of all prerequisites under the bid documents.

●Consider approving a resolution accepting and approving a grant agreement with the Kansas Housing Resources Corporation for the 2021 Kansas Moderate Income Housing grant program and authorizing the mayor to execute the grant agreement and associated implementation and administrative documents.

●Consider approving on second reading an ordinance amending the zoning ordinance to add travel center and/or truck stop, short term recreational vehicle parking area accessory to hotel, motel, truck stop or travel plaza and mini-warehouses to the list of conditional uses allowed in the S. Ninth Street Corridor Overlay District. Action on this item was postponed from the March 14 meeting to Monday's meeting so it could be considered by all members of the city commission.

●Consider approving a resolution related to the establishment of a special improvement district in Lakeview Estates Addition No. 2 and authorize the mayor to execute an Improvement District Development Agreement between the city and Stanley C. Byquist.

●Consider approving a resolution authorizing the offering for public sale of general obligation bonds; consider approving an ordinance on first reading that would authorize the issuance and delivery of approximately $8,200,00 principal amount of general obligation internal improvement bonds; and consider authorizing the city manager to enter into an agreement with Stiefel, Nicolaus &amp; Company, Inc., to provide financial advisor services for the City of Salina for the issuance of the 2022 general obligation bonds. If approved, the bonds would retire a portion of the city's General Obligation Temporary Note Series 2021-1, which matures on May 1, 2022, and permanently finance the following projects.

●Consider approving a resolution setting the date for a public hearing to consider whether dangerous structures at 244 E. Diamond Drive, 615 S. Ninth Street, and 619 S. Santa Fe Avenue shall be condemned and ordered demolished or repaired.

Additionally, commissioners are scheduled to meet in executive session with defense counsel to discuss legal aspects of a suit asserting claims against the city on the basis of allegations of defamation and violation of Kansas common law whistleblower protection and the Fair Labor Standards Act.

Pay scheduled  change, bonds among items on city agenda

A pair of brothers from Russell stopped at the Cozy Inn restaurant during the afternoon of March 5, 2010, aiming for some fame.

They announced to owner Steve Howard their intention to break a record of eating 55 Cozy Burgers in 45 minutes. No one knows who owns the record or when it was set at 54.

Cecil Brooks III, 24 at the time and an employee at the Russell Sonic drive-in, devoured 21 of the sliders before bowing out, 11 minutes to the deadline.

His brother, Derrick Williams, 19, then a worker at the Russell McDonald’s, gulped down 22 of the small burgers before bowing out with six minutes to go.

On one occasion since that day, possibly in 2011, a younger man took the challenge and ate 23 Cozy Burgers, Howard said, so the record still stands.

When the last attempt resulted in the contestant’s credit card being denied, a policy change ensued.

“If anybody wants to try, there’s gonna be a 30-dollar cover&nbsp; charge,” Howard said.

Cozy: Legendary record yet to be broken

A strong storm system will spread widespread rain with embedded thunderstorms across the region late Monday morning through Tuesday morning.

Most locations will see at least one inch of rainfall, with locally higher amounts likely.

Additionally, there is a slight chance for snow with this storm system.

As colder air moves in, rain should mix with or even change to all snow late Monday night through Tuesday morning. Light, slushy accumulations are possible.

NWS: Incoming storm system bringing plentiful precipitation

Red flag warnings for grassland fire danger have been issued across the state of Kansas for Sunday.

A red flag warning means that critical fire weather conditions are either occurring now, or will shortly, during the warning period, according to the National Weather Service. A combination of strong winds, low relative humidity, and warm temperatures can contribute to extreme fire behavior.

The National Weather Service in Wichita has issued a red flag warning in effect from noon to 8 p.m. Sunday that includes the following counties in our area.

South winds increasing to 20 to 35 mph, with gusts up to 45 mph, and relative humidity as low as 16 percent are forecast.

Any fires that develop will likely spread rapidly and become very difficult to control, the weather service noted. Outdoor burning is not recommended.

Additionally, the National Weather Service in Wichita has issued a red flag warning in effect from noon to 8 p.m. Sunday that includes the following counties in our area.

NWS issues red flag warnings across the state for Sunday

It's almost time for Match Madness, the annual giving day to benefit the Salina community.

The Greater Salina Community Foundation will host Match Madness on Thursday. The event at the Salina Fieldhouse, 140 N. Fifth Street, will include competitions, information, food trucks, and, of course, donations.

On Match Madness day, donations to any of the 88 participating charities with funds at the Greater Salina Community Foundation will be matched up to 50 percent. The list of participating charities can be found online at <a href="http://www.matchmadnessgscf.org">www.matchmadnessgscf.org</a>.

Since the event’s inception in 2012, 5,499 donors have contributed a record-breaking total of $2,178,784.55 to 88 charities. The event's match and bonus grants total $926,819.41 and the total benefit exceeds $3.1 million to the community. 

All donations made on March 24 will go to each charity’s endowed fund held at the Greater Salina Community Foundation. These funds are permanently invested to produce a steady stream of income charities can count on every year, which eases the pressure to raise annual funds, according to the community foundation.

Additionally, every gift to a nonprofit’s endowed fund will be matched proportionally up to 50 percent with a cash grant that the non-ptofit can access immediately to meet immediate needs. This year, there are $250,000 in matching funds, thanks to the generosity of private donors.

“This event is a win-win for everyone, and a great example of community collaboration. Donations of all sizes are pooled together to provide long-term support for our charities, and the match given can be used instantly by the charities to meet urgent needs,” said Jessica Martin, executive director of the Greater Salina Community Foundation.

Donors can give in one of the following three ways.

●In-person from 7 a.m. to 7 p.m. at Salina Fieldhouse, 140 N. Fifth Street.

●Online at <a href="http://www.matchmadnessgscf.org">www.matchmadnessgscf.org</a> from midnight to 11:59 p.m. Thursday.

●By mail donations postmarked by March 24 to GSCF, PO Box 2876, Salina, KS 67402-2876.

●Bill Grevas Memorial Nonprofit Free Throw Contest, sponsored by Salina Regional Health Foundation, during which nonprofit representatives will have one minute to shoot free throws for a chance to earn $100 in bonus cash for their organization. Competition starts at 11 a.m. and will run until 5 p.m. Come down to the fieldhouse and cheer on your favorite nonprofits.

●BE Wealth Half-Court Shot for Charity, in which nonprofit representatives will attempt to make a shot from half-court, and the winner will receive an extra $1,000 for their organization. Competition starts at 5:30 p.m. Come down to the fieldhouse and cheer on all the nonprofits.

●Food trucks, including Saddle Jack’s BBQ, Food by Bonnie, and Taco’s Food Truck will be serving food from 11 a.m. to 6 p.m. outside of the Salina Fieldhouse.

●Nonprofit booths will be set up from 10 a.m. until 7 p.m. Visit the nonprofit booths and participate in the Greater Salina Community Foundation's Around the World booth contest. Get a stamp at five or more booths and be entered to win a special prize at the end of the event.

HERINGTON - A small earthquake rattled part of Dickinson County Saturday morning.

According to the Kansas Geological Survey, a 2.1 magnitude quake struck at 11:35 a.m. Saturday west of Herington. The quake was centered just north-northeast of the 600 Avenue/Trail Road intersection.

Local, area students earn academic honors at Wichita State

Learn about the basics of Medicare during an upcoming presentation.

K-State Research and Extension is offering a free, educational, Medicare Basics: New to Medicare workshop online via Zoom on April 7 at noon.

 Learn the basics of Medicare, including eligibility, how and when to apply, costs, what is covered by the various parts, and how to fill the gaps. Programs available to assist low-income individuals will also be discussed. Anyone interested in learning more about the Medicare maze would benefit from the program, particularly those who are nearing age 65 or who help aging parents with insurance and financial matters.

The program is scheduled to be presented by extension educator Deb Wood, CFP®, Central Kansas Extension District, and local SHICK counselor.&nbsp;

South winds at 20 to 30 mph, with gusts up to 40 mph and relative humidity as low as 21 percent are forecast.

South winds sustained between 20 and 25 mph, with gusts approaching 40 mph and humidity between 18 and 22 percent are forecast.

Any fires that develop will likely spread rapidly, the weather service noted. Outdoor burning is not recommended.

“The right to speak and the right to print, without the right to know, are pretty empty.”

These are the words of Harold Cross, author of “The People’s Right to Know,” a book largely regarded as inspiration for the&nbsp;<a href="https://www.foia.gov/" target="_blank">federal Freedom of Information Act (FOIA)</a>, which Congress passed in 1967.

The FOIA – and its state-level counterparts – guarantees us the right to request records from any government agency, allowing the public to oversee the activities of government. It not only enhances our exercise of the rights to free speech and freedom of the press (as well as the other three freedoms – religion, assembly and petition) but also directly benefits society by potentially exposing government waste, abuse and corruption.

That’s why the News Leaders Association, formerly the American Society of News Editors, created&nbsp;<a href="https://www.newsleaders.org/sunshine-week-about" target="_blank">Sunshine Week</a>&nbsp;in 2005. (Full disclosure: I was general counsel to that organization for more than 20 years.)

It coincides with the March 16th birthday of&nbsp;James Madison, who, along with drafting the First Amendment and the other nine amendments of the Bill of Rights, is considered the “father of freedom of information.” Sunshine Week is a celebration of all things open government.

In addition to media stories and commentaries about the importance of open government, there are often conferences and other events convened by organizations around the country to discuss these issues. There’s also a lot of fun stuff too: trivia nights, happy hours and other social events. The Madison, Wis., chapter of the Society of Professional Journalists celebrated Sunshine Week 2015 by&nbsp;<a href="https://www.spjmadison.com/post/sunshine-wheat-for-sunshine-week" target="_blank">partnering with a local brewery on a “Sunshine Wheat” beer</a>. Even federal, state and local officials get involved, often with symbolic gestures, but sometimes beyond mere lip service, with hearings, resolutions, and legislation designed to make government more open and accessible to the public.

The Freedom Forum has previously hosted a&nbsp;<a href="https://www.youtube.com/c/FreedomForum/search?query=%22National%20Freedom%20of%20Information%20Day%20Conference%22" target="_blank">National Freedom of Information Day Conference</a>&nbsp;and continues to celebrate Sunshine Week. You should too.

That’s because while many view the FOIA as a federal law for journalists to use in their role as watchdogs of government activity, access to records provides an ongoing benefit to all of us.

Reporters from the&nbsp;<a href="https://www.nytimes.com/2018/07/21/insider/information-freedom-reporters-pruitt.html" target="_blank">New York Times&nbsp;used FOIA to track the expenses and meetings of Scott Pruitt</a>, the former head of the Environmental Protection Agency, who resigned in 2018 amid allegations of corruption. A blog associated with the&nbsp;Times&nbsp;also used FOIA to learn that the&nbsp;<a href="http://localeastvillage.com/2011/09/02/hot-dogs-horror-stories/" target="_blank">Department of Agriculture received 64 complaints from 2007 to 2009</a>&nbsp;about foreign objects such as glass, a rubber glove and an insect found in hot dogs sold to the public. (I can hear some of you saying, “Actually, I’d rather not know that.”)

At the local level, the Associated Press used FOIA in the wake of Hurricane Katrina to determine that&nbsp;<a href="https://www.nbcnews.com/id/wbna16932664" target="_blank">122 other levees built by the Army Corp of Engineers around the country contained deficiencies</a>. That FOIA request brought the issue to the attention of the residents of those 122 communities, allowing them to take steps to protect themselves and their homes from flood risk and resulting in repairs where necessary.

But it’s not just reporters who use FOIA. Ordinary people –&nbsp;<a href="https://www.freedomforum.org/2022/03/02/5-things-to-know-about-gen-z-and-the-first-amendment/" target="_blank">even those who are skeptical of the role of the media in overseeing government</a>&nbsp;– use the law to great effect. In 2019,&nbsp;<a href="https://www.afsc.org/blogs/news-and-commentary/chicago-youth-use-foia" target="_blank">students at Back of the Yards High School in Chicago used public records</a>&nbsp;to learn that the two white police officers at their mostly minority school each had substantial misconduct complaints against them, including allegations of use of force, false arrest and verbal abuse, often against people of color. The students then used this information to ask for the removal police officers from their public schools.

Other Gen Zers have used their digital skills to access and analyze public records, especially large datasets, through technology.

Jack Sweeney, a freshman at the University of Central Florida, has used publicly available flight information to track SpaceX founder&nbsp;Elon Musk’s&nbsp;private jet – which he then reported via Twitter @ElonJet. As Russian forces invaded Ukraine,&nbsp;<a href="https://www.fox5dc.com/news/florida-teen-who-tracked-elon-musks-plane-now-tracking-jets-of-russian-billionaires" target="_blank">Sweeney launched @RUOligarchJets, which tracks the movement of Russian oligarchs.</a>

A blog associated with the&nbsp;Times&nbsp;also used FOIA to learn that the&nbsp;<a href="http://localeastvillage.com/2011/09/02/hot-dogs-horror-stories/" target="_blank">Department of Agriculture received 64 complaints from 2007 to 2009</a>&nbsp;about foreign objects such as glass, a rubber glove and an insect found in hot dogs sold to the public. (I can hear some of you saying, “Actually, I’d rather not know that.”)At the local level, the Associated Press used FOIA in the wake of Hurricane Katrina to determine that&nbsp;<a href="https://www.nbcnews.com/id/wbna16932664" target="_blank">122 other levees built by the Army Corp of Engineers around the country contained deficiencies</a>. That FOIA request brought the issue to the attention of the residents of those 122 communities, allowing them to take steps to protect themselves and their homes from flood risk and resulting in repairs where necessary.But it’s not just reporters who use FOIA. Ordinary people –&nbsp;<a href="https://www.freedomforum.org/2022/03/02/5-things-to-know-about-gen-z-and-the-first-amendment/" target="_blank">even those who are skeptical of the role of the media in overseeing government</a>&nbsp;– use the law to great effect. In 2019,&nbsp;<a href="https://www.afsc.org/blogs/news-and-commentary/chicago-youth-use-foia" target="_blank">students at Back of the Yards High School in Chicago used public records</a>&nbsp;to learn that the two white police officers at their mostly minority school each had substantial misconduct complaints against them, including allegations of use of force, false arrest and verbal abuse, often against people of color. The students then used this information to ask for the removal police officers from their public schools.Other Gen Zers have used their digital skills to access and analyze public records, especially large datasets, through technology.Jack Sweeney, a freshman at the University of Central Florida, has used publicly available flight information to track SpaceX founder&nbsp;Elon Musk’s&nbsp;private jet – which he then reported via Twitter @ElonJet. As Russian forces invaded Ukraine,&nbsp;<a href="https://www.fox5dc.com/news/florida-teen-who-tracked-elon-musks-plane-now-tracking-jets-of-russian-billionaires" target="_blank">Sweeney launched @RUOligarchJets, which tracks the movement of Russian oligarchs.</a>On a larger scale, FOIA requesters should applaud&nbsp;<a href="https://www.cjr.org/innovations/gumshoe-foia-data-dumps-ai.php" target="_blank">the recent creation of Gumshoe by graduate students at NYU’s Center for Data Science</a>. Gumshoe is an artificial intelligence tool that sorts through large swaths of information. This is more necessary than ever given the explosion of information that is created by the government every year and the hundreds, if not thousands, of pages of text that one might receive via a public records request. The Gumshoe team has already received funding including a $200,000 grant from the Patrick J. McGovern Foundation to build out the product for widespread distribution.You don’t have to be a journalist or computer genius to use public records laws – and certainly not to benefit from their use.
