Today in History - October 2

CONCORDIA - Cloud County Community College will be offering adult education and GED classes in October in Concordia and Junction City.

The Adult Education program at CCCC offers an adult learning atmosphere to gain skills necessary for success at home and in the workplace. The classes are open to individuals 16 and older who are not enrolled in school. Basic skills and diploma preparation classes are offered afternoons and evenings in Concordia, and mornings, afternoons, and evenings in Junction City to accommodate working adults’ schedules. Classes are small with both classroom and computer instruction.

Those who attend can also improve on basic skills in everyday reading, math and English, as well as learn employability skills while earning WorkReady Credentials. Computer skills are also a part of the courses, where students can gain basic Microsoft Word and Internet skills, and also earn technology certificates.

GED test preparation instruction is also available at both locations. The centers are located at CCCC’s Concordia campus and at the Geary County campus in Junction. All students must attend orientation before enrolling in classes. Students are to call for an orientation appointment. For Junction City, orientation appointments can be made for October 11 and 12, and for Concordia, orientation appointments can be made for October 12 and 13. The first day of classes at both locations is October 17.

There’s no shortage of passionate opinions about cancel culture.

●Cancel culture is&nbsp;<a href="https://www.city-journal.org/cancel-culture-generational-divide">on the rise</a>. Cancel culture&nbsp;isn’t real.

●Canceling&nbsp;<a href="https://www.vice.com/en/article/8xb9x5/logan-paul-and-the-myth-of-cancel-culture">has little to no effect on the canceled</a>. Canceling&nbsp;<a href="https://www.goodmorningamerica.com/living/story/canceled-destroyed-life-68311913">ruins lives</a>.

●Cancel culture is&nbsp;<a href="https://www.thebulwark.com/what-cancel-culture-is-and-isnt/">a threat to free speech</a>. Cancel culture <a href="https://thehill.com/opinion/civil-rights/542711-cancel-culture-is-just-free-speech-holding-others-accountable/">is&nbsp;just speech holding others accountable</a>.

There isn’t agreement on what “canceling” means.

Cancel culture, as defined by Dictionary.com, is “the popular practice of withdrawing support for (canceling) public figures and companies after they have done or said something considered objectionable or offensive.”

It’s a simple but extremely broad concept, and it’s difficult to determine its limits.

Does any kind of public backlash or reputational damage count as being canceled, or does it need to rise to a certain level? Does it have to be permanent? Can you be canceled by just a few people? Does cancellation have to involve an organized campaign, or can the term just apply to widespread, uncoordinated criticism? Can you cancel someone who has no public reputation? Can you cancel someone who’s already dead?

All of these questions and more mean that many discussions about cancel culture devolve into arguments over whether or not a particular person was really canceled — which side steps questions of whether, and under what circumstances, cancellation is right or wrong.

Cancel culture can be hostile to free speech — but it also is free speech.

To be clear: Cancel culture doesn’t violate the First Amendment, because the First Amendment only protects against the government punishing speech and doesn’t apply to what private individuals do. But it impacts something the First Amendment is meant to protect: free expression. If a fear of being canceled causes people to self-censor, that harms the public discourse.

A good example of this would be the case of&nbsp;David Shor, a polling researcher who sent a tweet in May 2020 summarizing an academic paper that compared the effects of nonviolent and violent protests on election turnouts.&nbsp;Ari Trujillo-Wesler, co-founder of deep canvassing app OpenField, criticized the tweet for “minimizing black grief and rage to ‘bad campaign tactic for the Democrats’” and later said the academic paper’s analysis was “sloppy and underwhelming.” Regardless of whether you agree with Shor, Trujillo-Wesler, neither, or both, this Twitter conversation enriched the public dialogue about the intersection of race, politics, social movements and public opinion. But because&nbsp;<a href="https://nymag.com/intelligencer/2020/06/case-for-liberalism-tom-cotton-new-york-times-james-bennet.html" target="_blank">Shor was fired from his job</a>&nbsp;shortly afterward, discussions like these are less likely to occur in the future. People like Shor will hesitate to weigh in on current events, and the public discourse will be poorer for it.

More than four in 10 people (45%) say they have, at least once, not expressed an opinion for fear of punishment, the Freedom Forum found in its&nbsp;<a href="https://survey.freedomforum.org/speech/" target="_blank">Where America Stands survey</a>. Nearly half (49%) have never shared a political opinion on social media.&nbsp;&nbsp;

At the same time, I’m not ready to declare that cancel culture is the enemy of free speech. It is, in essence, speech responding to other speech.&nbsp;<a href="https://www.vox.com/culture/2019/12/30/20879720/what-is-cancel-culture-explained-history-debate" target="_blank">To quote internet culture reporter&nbsp;Aja Romano’s&nbsp;excellent explainer on the topic</a>: “To many people, this process of publicly calling for accountability, and boycotting if nothing else seems to work, has become an important tool of social justice — a way of combatting, through collective action, some of the huge power imbalances that often exist between public figures with far-reaching platforms and audiences, and the people and communities their words and actions may harm.”

Viewed in this light, cancel culture can actually play an important role in the democratic process. For instance, former New York governor&nbsp;<a href="https://www.vanityfair.com/news/2021/03/andrew-cuomo-cancel-culture" target="_blank">Andrew Cuomo&nbsp;described it as cancel culture when people called for him to resign</a>&nbsp;after reports were released that he covered up COVID-19 nursing home deaths and that several women had made allegations of sexual misconduct against him. Under the dictionary definition of cancel culture, Cuomo was right, but it’s hard to argue that exposing the wrongdoing of an elected official and holding him accountable cuts against the values of free expression. If anything, it’s exactly the kind of discourse the First Amendment was meant to protect.

It’s hard to gauge how prevalent or how powerful cancel culture really is.

Writers like&nbsp;Michael Hobbes&nbsp;have&nbsp;<a href="https://michaelhobbes.substack.com/p/moral-panic-journalism" target="_blank">argued that the panic about cancel culture is overblown</a>&nbsp;and that media coverage of cancellations make them seem much more common than they actually are. This is a fair point. Incidents of cancel culture are probably overrepresented in the news because, let’s face it, cancel culture is more fun to read and write about than say, the politics of judicial elections (<a href="https://www.brennancenter.org/our-work/research-reports/politics-judicial-elections-2019-20" target="_blank">which you should probably read about after this</a>). Still, that heightened awareness of cancel culture is likely to end up feeding its chilling effect on speech.

It’s also been argued that&nbsp;<a href="https://www.thedailybeast.com/2021-proved-once-and-for-all-that-cancel-culture-is-total-bullshit?ref=scroll" target="_blank">canceI culture is a myth, because cancellations don’t stick</a>. People like&nbsp;Dave Chappelle,&nbsp;Louis C.K.&nbsp;and&nbsp;Morgan Wallen&nbsp;are often trotted out as examples of supposedly canceled celebrities who are still making a good living. But social media has made it possible to cancel even people who are not famous, and these people tend to have fewer resources to defend themselves or recover from cancellation. It can also depend on who is doing the canceling. Being canceled by liberal groups only made conservative provocateur&nbsp;Milo Yiannopoulos’&nbsp;brand stronger, but cancellation by the Conservative Political Action Conference effectively ended his career.

Just over a third (37%) of people say there’s nothing wrong with celebrities or others with strong opinions getting boycotted or “cancelled” for making controversial comments online or in public, the&nbsp;<a href="https://survey.freedomforum.org/speech/" target="_blank">Where America Stands survey</a>&nbsp;found. Nearly three in 10 weren’t sure.&nbsp;&nbsp;

Canceling individuals won’t create real, lasting change — but holding institutions accountable might.

Separate from the debate over whether cancel culture is right or wrong or pro- or anti-free speech, is the question of whether it works as a tool for political and social change.&nbsp;<a href="https://freddiedeboer.substack.com/p/canceling-is-powerless" target="_blank">As writer&nbsp;Freddie deBoer&nbsp;asks</a>: “What is a plausible scenario through which [canceling] actually impacts the issues people claim to care about? How do you actually cancel your way to a better world? …If problems are structural they can’t be fixed with the removal of individuals.”

The examples of cancellations that created lasting change that come to my mind are the civil rights movement’s boycotts of segregated businesses and government institutions like Montgomery’s bus system and New York City’s schools. There’s a lesson in that: Structural problems need structural solutions. Firing or shaming a few people is unlikely to even put a dent in those problems.

For instance, former New York governor&nbsp;<a href="https://www.vanityfair.com/news/2021/03/andrew-cuomo-cancel-culture" target="_blank">Andrew Cuomo&nbsp;described it as cancel culture when people called for him to resign</a>&nbsp;after reports were released that he covered up COVID-19 nursing home deaths and that several women had made allegations of sexual misconduct against him. Under the dictionary definition of cancel culture, Cuomo was right, but it’s hard to argue that exposing the wrongdoing of an elected official and holding him accountable cuts against the values of free expression. If anything, it’s exactly the kind of discourse the First Amendment was meant to protect.It’s hard to gauge how prevalent or how powerful cancel culture really is.Writers like&nbsp;Michael Hobbes&nbsp;have&nbsp;<a href="https://michaelhobbes.substack.com/p/moral-panic-journalism" target="_blank">argued that the panic about cancel culture is overblown</a>&nbsp;and that media coverage of cancellations make them seem much more common than they actually are. This is a fair point. Incidents of cancel culture are probably overrepresented in the news because, let’s face it, cancel culture is more fun to read and write about than say, the politics of judicial elections (<a href="https://www.brennancenter.org/our-work/research-reports/politics-judicial-elections-2019-20" target="_blank">which you should probably read about after this</a>). Still, that heightened awareness of cancel culture is likely to end up feeding its chilling effect on speech.It’s also been argued that&nbsp;<a href="https://www.thedailybeast.com/2021-proved-once-and-for-all-that-cancel-culture-is-total-bullshit?ref=scroll" target="_blank">canceI culture is a myth, because cancellations don’t stick</a>. People like&nbsp;Dave Chappelle,&nbsp;Louis C.K.&nbsp;and&nbsp;Morgan Wallen&nbsp;are often trotted out as examples of supposedly canceled celebrities who are still making a good living. But social media has made it possible to cancel even people who are not famous, and these people tend to have fewer resources to defend themselves or recover from cancellation. It can also depend on who is doing the canceling. Being canceled by liberal groups only made conservative provocateur&nbsp;Milo Yiannopoulos’&nbsp;brand stronger, but cancellation by the Conservative Political Action Conference effectively ended his career.Just over a third (37%) of people say there’s nothing wrong with celebrities or others with strong opinions getting boycotted or “cancelled” for making controversial comments online or in public, the&nbsp;<a href="https://survey.freedomforum.org/speech/" target="_blank">Where America Stands survey</a>&nbsp;found. Nearly three in 10 weren’t sure.&nbsp;&nbsp;Canceling individuals won’t create real, lasting change — but holding institutions accountable might.Separate from the debate over whether cancel culture is right or wrong or pro- or anti-free speech, is the question of whether it works as a tool for political and social change.&nbsp;<a href="https://freddiedeboer.substack.com/p/canceling-is-powerless" target="_blank">As writer&nbsp;Freddie deBoer&nbsp;asks</a>: “What is a plausible scenario through which [canceling] actually impacts the issues people claim to care about? How do you actually cancel your way to a better world? …If problems are structural they can’t be fixed with the removal of individuals.”The examples of cancellations that created lasting change that come to my mind are the civil rights movement’s boycotts of segregated businesses and government institutions like Montgomery’s bus system and New York City’s schools. There’s a lesson in that: Structural problems need structural solutions. Saline County has announced drainage work that will necessitate the closing of parts of two roads beginning Monday.

The Saline County Road and Bridge Department plans to close S. Woodward Road between E. Cloud Street and E. Crawford Street, as well as S. Muir Road between W. Smolan Road and W. McReynolds Road Monday through Friday so that crews can replace drainage structures in those areas.

The department encourages motorists to allow a few extra minutes of travel time to reach their destinations. Local and emergency traffic will always have access to private property within the sections of the closed road from the side upon which the property lies, the department noted.

"The Road and Bridge Department understands the public’s frustration and inconvenience with closing a road. However, road closures are necessary to maintain the county’s infrastructure so that Saline County can have a reliable road network," the department wrote in a news release. "Driving around road closure barricades is not just unlawful but extremely unsafe. For your safety and the safety of the construction workers, please obey all traffic signs. Thank you for your patience and understanding."

Some grass species benefit from mowing at higher end heading into winter

MANHATTAN — While opinions vary on how high to mow the home’s lawn as the fall temperatures lower, Kansas State University horticulture expert Ward Upham shares the science behind why certain species of grass should be kept short in the cold temperatures.&nbsp;

He said winter tolerance differs among warm-season and cool-season grasses, but both benefit from healthy maintenance practices, including fertilizing, watering and mowing during the spring, summer and fall. &nbsp;

“Cold tolerance is improved by increasing the health of the plants going into the winter, and healthy plants are a result of a sound management program,” Upham said.&nbsp;

The recommended lawn height (in inches) for homeowners in Kansas is as follows.

“The lawn will benefit more from continuing to mow at the recommended height than from trying to gain some insulation against winter cold by allowing it to grow tall,” Upham said.&nbsp;

Some variability in the recommended lawn height is beneficial to certain grasses throughout the year. &nbsp;

“For example, it is a good practice to mow warm-season grasses at the higher end of recommended heights during late summer and early fall because this practice should help them store more carbohydrate reserves for the winter, and it may reduce the incidence of certain cool-weather diseases,” he said.&nbsp;

Lewis grew up in Oklahoma, taught and completed her PhD in Nebraska, and has lived in Lindsborg since 1987. During her 27-year tenure in Bethany's Department of English, she taught a smorgasbord of courses - mostly in writing and British literature. During that time, she authored four books and many scholarly articles on English authors and literary texts. Three years ago, she published&nbsp;Ensemble, her first collection of poetry.

Andrea Swisher is the owner of Swisher Law LLC. She is active in the legal community with her membership in the Saline-Ottawa County Bar Association and the McPherson County Bar Association. Swisher earned her juris doctor from the Washburn University School of Law.

I have practiced in the 28th Judicial District my entire career and have built strong relationships with court personnel, colleagues, and the communities within the Judicial District,”&nbsp;Swisher said.&nbsp;“I look forward to continuing my service as a judge.”&nbsp;

Amy Taylor Norton is an Assistant Attorney General for the Kansas Attorney General Office’s Criminal Litigation Division. She earned her juris doctor from the Washburn University School of Law.

“As an attorney who has dedicated my career to public service, I believe it is of utmost importance that a judge ensures that all those who come before the Court are treated with equal dignity, fairness, and respect,”&nbsp;Norton said.&nbsp;“I am incredibly humbled to have been selected and look forward to this opportunity to use my skills and experience to continue to serve my community from the bench.”

District court judges in the 28th Judicial District are appointed by the governor and selected from nominees chosen by a district nominating commission. Judges in nominating commission districts are subject to retention elections every four years.

The other nominees selected by the district nominating commission were Samantha Angell and W. Brad Sutton.

Local area bodies of water still under blue-green algae advisories

Two reels of copper wire that were stolen from the Evergy facility in Salina in September of 2021 were found southeast of the city Thursday.

Salina Police Captain Paul Forrester said this morning that a Saline County Sheriff's deputy located the two reels of No. 4 copper wire Thursday in the 7400 block of S. Simpson Road. The reels, valued at $500 each, were returned to Evergy.

The reels were among the items stolen from the Evergy facility at 1001 Edison Place between Sept. 8-10, 2021, when someone cut the chain link fence on the west end of the Evergy property, Forrester said in a briefing Sept. 13, 2021. In addition to the reels, items stolen included the following.

●250 feet of No. 4 copper wire with heavy insulation

Total loss at the time of the report in 2021 was estimated in excess of $3,800.

Beginning later this week, phones will be ringing across USD 305 as a comprehensive survey of patron opinion will begin.

District officials say the survey will provide insight into what residents think about the district’s strengths, challenges, and other important issues.

“This survey will give us an outstanding opportunity to hear from a cross-section of our patrons their opinions about our performance, and what they think about a variety of issues,” said Linn Exline, superintendent of schools. “We’ll hear from all geographic parts of the district, people of all different ages, and everyone from newcomers to long-term residents.”

The calling will be done by Market Research Associates, a Kansas City firm, which uses only professional researchers. Participants will be selected totally at random, and all responses will be kept completely confidential.

In general, calls will be placed between 7 and 9 p.m. on weekdays, and noon to 6 p.m. on Saturdays. The caller ID may show “Market Research Associates,” or it may simply show an 816 or 913 area code, because the company uses calling facilities in both Missouri and Kansas.

For those who are not contacted at random on the phone, an online version of the survey will be available on the district’s website.

The survey process will take about two weeks to complete, and the district is asking patrons to listen for their phones to ring. The phone survey was designed by ExcellenceK12, a Kansas City-based market research firm that has worked with school districts across the Midwest.

Salina Public Schools to survey patrons beginning this week

On Sept. 26, 2022, officers with the Salina Police Department responded to Gleason and Son Signs, 2440 N. Ninth Street in regard to a vehicle theft. 

An employee reported a company truck was stolen from the business. The vehicle is described as a red and white 1995 Dodge Ram 3500 flatbed pickup, bearing Kansas license plate 398BRC. Surveillance video shows a suspect stealing the vehicle the morning of Sept. 24.

Crimestoppers seeks tips about business' stolen pickup

A local woman was injured early Thursday afternoon in a two-vehicle collision in south Salina.

Corey Born, 29, of Abilene, was northbound on Wesley Street in a 2007 Chevrolet Tahoe when he failed to stop at the Belmont Boulevard stop sign and collided with a southbound 2018 Dodge Durango driven by Katrina Etris, 53, Salina, Salina Police Captain Paul Forrester said this morning.

The wreck occurred at approximately 12:20 p.m. Thursday.

Etris sustained injuries and was transported by EMS to Salina Regional Health Center, Forrester said.

The Tahoe sustained passenger-side damage. The Durango sustained extensive front-end damage and was removed by wrecker.

Born was cited for failure to stop at a stop sign, Forrester said.

City of Salina closing Lakewood Park playground for construction

After 40 years with Dickinson County - 16 of those serving as county administrator - Brad Homman will retire later this year.

Homman’s last day with Dickinson County will be Dec. 17, 2022.

Commission Chairman Lynn Peterson said he knew Homman would retire eventually, but was somewhat surprised it would happen this soon.

“Brad’s an outstanding county administrator. He tells it like it is, he’s a straight shooter, he gets a lot of things accomplished and does it in a very professional way,” Peterson said. “One of the things I noticed immediately when I joined the county commission and went to state meetings was how often they would direct a question to Brad to answer. He is held in high regard throughout the state as a ‘go to’ person for surrounding counties and other counties.”

“I always like to think a person should want to leave things better than the way they found them and Brad definitely did that,” Peterson added. “He has continued to move us forward in a positive way.”

As for a successor, Peterson said the commission would decide how to proceed.

“We have always tried to place emphasis on succession planning,” Peterson said. “I’m looking forward to having some of those conversations with Brad and the other commissioners in the immediate future.”

Homman, a lifelong Solomon resident, spent much of his Dickinson County career working in law enforcement, starting as a part-time jailer and dispatcher in 1982 for the sheriff’s department. On Jan. 12, 1985, he joined the sheriff’s office full time as a deputy following the election of Sheriff Steve Britt.

Over the years, Homman held a number of key positions with Dickinson County, including creating the county’s drug task force which eventually became the I-135/I-70 Drug Task Force. He also was Dickinson County’s first 911 Dispatch Center director and was the person responsible for setting up, building and staffing the county’s emergency communications center.

In 2006, then-county commissioners felt the county needed to be run “more like a business” and named him director of the Department of Administration. Soon after, commissioners changed the title to county administrator.

During his tenure as administrator, Homman oversaw the creation of the countywide Emergency Medical Service, which involved moving ambulance services out of the two county hospitals and under the county umbrella; was in charge of the recent jail addition/courthouse renovation project; and led numerous other projects and initiatives.

Commissioner Craig Chamberlin said Homman’s knowledge about county government is outstanding.
