This time of year marks the period when vehicle-deer&nbsp;collisions increase, and Kansas roadways are no exception. That’s why the Kansas Highway Patrol, Kansas Department of Transportation, Kansas Department of Wildlife and Parks, and AAA Kansas are offering helpful tips to assist drivers as they navigate Kansas roadways, including what to do if motorists have a collision with a&nbsp;deer.&nbsp;

“As the breeding season for&nbsp;deer&nbsp;approaches, and last year’s offspring disperse to find new home ranges,&nbsp;deer&nbsp;movement will soon increase at an exponential rate,” said Nadia Marji, chief of public affairs and engagement officer for KDWP. “During the rut, Kansans should expect&nbsp;deer&nbsp;to be present on and near roadways at any time of day, but especially at dusk, dawn, and in areas with adequate food, water, and shelter.”&nbsp;

While the vast majority of vehicle-deer&nbsp;collisions do not result in serious injury, data collected by KDOT indicates that in 2021, six people were killed and 622 were injured in collisions involving&nbsp;deer.&nbsp;

“If you are unfortunate enough to have a&nbsp;deer&nbsp;enter the roadway in front of your car, it is best to hit the animal and not swerve to avoid it,” said KHP Lieutenant Candice Breshears. “Often, we find more serious crashes occur when you swerve to miss the&nbsp;deer, potentially losing control of your vehicle, leaving the road or veering into oncoming traffic.”

To avoid incurring costly vehicle repairs, or worse, state experts offer these helpful safety tips:

●Be especially watchful at dawn and dusk when&nbsp;deer&nbsp;are more active.

●If you see one&nbsp;deer, expect others, as&nbsp;deer&nbsp;seldom travel alone.

●Be extra vigilant and reduce vehicle speeds near wooded areas or green spaces, such as parks and golf courses, and near water sources such as streams and ponds.&nbsp;

●Deer&nbsp;crossing signs show areas where high numbers of vehicle-deer&nbsp;collisions have occurred in the past; be extra cautious in these areas.

●Do not swerve to avoid hitting a&nbsp;deer. The most serious crashes can occur when motorists veer into oncoming traffic and collide with another vehicle; or run off the road, hit objects, or overturn.

●Always wear a seatbelt and use appropriate child safety seats, as these are the best defenses in any collision.

●Use bright headlights when there is no oncoming traffic and scan the roadways ahead for the reflective eyes of&nbsp;deer.

●If a collision occurs, move your vehicle to the shoulder of the roadway, if possible, and call law enforcement – KHP dispatch at *47, the Kansas Turnpike at *KTA or local law enforcement at 911.

●Remain in your vehicle with your seatbelt fastened. If a secondary collision would occur, motorists are better protected when inside their vehicles and properly restrained.

“In addition to potentially causing human injuries and loss of life,&nbsp;deer&nbsp;collisions often cause significant vehicle damage that can lead to large expenses for the vehicle owner if not properly insured,” said Shawn Steward, public and governmental affairs manager for AAA Kansas. “Of the animal strikes reported by Kansas AAA Insurance policy holders in 2021, the average cost per claim was nearly $6,100, an increase of more than 11% per claim from 2020.”

Steward attributes the higher repair costs to advanced driver assistance technology and sensors and calibration requirements in newer vehicles. Insurance for animal collisions is part of the comprehensive portion of auto insurance policies. To make sure that your policy includes comprehensive insurance or to add it, consult with your agent or provider.&nbsp;

Anyone involved in a collision with a&nbsp;deer&nbsp;resulting in personal injury or property damage that totals $1,000 or more is required to immediately report the incident to the nearest law enforcement agency.

To remove a&nbsp;deer&nbsp;carcass, or any part of a&nbsp;deer, from a collision site, a salvage tag must first be obtained.&nbsp; Salvage tags can be issued by KDWP game wardens, sheriff’s deputies, or KHP Troopers.

This fall season, remain as safe as possible in your vehicle by staying alert, slowing down, and eliminating distractions while driving.

Motorists urged to use extra caution during deer rut season

An unmarked Dodge Durango is attempting to pull individuals over, according to a statement from the the Cloud County Sheriff's Department.

The man is identifying himself as Deputy Hawthorn. The sheriff's office does not have anyone by that name working for the agency. All Cloud County patrol vehicles are marked stating it is a Cloud County Sheriff's Department vehicle. 

If you question the validity of an attempted traffic stop, please contact the dispatch at 785-243-3131. They can verify that a Cloud County deputy is attempting to make the stop.

 If you are concerned for your safety please continue driving until you are in a safe location and call dispatch.

Man impersonating an officer reported in north-central Kansas

Interim Salina Police Chief Sean Morton issued the following Friday afternoon.

On 10-20-2022, after school was dismissed for the day, Salina Police received information that during lunch at Salina South High School, 730 E. Magnolia, a student made a statement to three other boys regarding shooting up the school. Then all four boys were seen putting their hands together, seemly indicating they were all in agreement to participate. The statement and handshake were witnessed by another student who was alarmed and reported it to their parent. The four male students were identified after the school resource officers, and school officials reviewed the video recording from the school cafeteria.

Through their investigation, police detectives and the school resource officer established probable cause to make arrests and have requested the charge of Aggravated Criminal Threat, a severity level 5 felony person felony, for each of the following students.

●Colten Penn, age 17, South High Student

●Kaydence Muchow, age 16, South High Student

●Derek Eustice, age 15, South High Student

●Aidan Bingham, age 15, South High Student

An arrest affidavit for such charges has been submitted to the Salina County Attorney’s Office. All were booked into juvenile detention.

This is an example where a citizen’s tip has led to the quick arrest of individuals involved in criminal acts committed at Salina South High School. As a reminder, citizen tips are often instrumental in helping clear criminal cases. Parents, please talk to your children about reporting suspicious activity or criminal acts they may be aware of to you, a school official, and/or the police. If students see or hear something, they should say something.

Since the beginning of the school year, the police department has investigated at least 14 criminal threats cases at Salina middle and high schools. Some cases have resulted in arrests, and some have not, but the Salina Police Department takes these threats seriously and will work to identify suspect(s) and make an arrest as quickly as possible when probable cause exists. With that said, these incidents of school related threats is a drain on the police department and USD305 resources. The police department is already working with reduced staffing and these frequent threat cases is consuming an enormous amount of time by our police detectives. Time that could be spent investigating violent crime in our community.

As your Chief of Police and a parent, I strongly encourage all parents to have a conversation with their children about the seriousness of making these types of threatening statements. Whether it is a written message on a bathroom stall, a posting on social media, a chat message, or verbally, no one knows the actual intent behind the threat. There also needs to be an understanding the Kansas criminal threats statute includes language that if a threatening statement is made with reckless disregard of the risk of causing fear or evacuation, lockdown or disruption in regular ongoing activities, it is a violation of the law. This also include the act of calling in a false threat of an activate shooter at any location. So, this isn’t a joke, and it is serious.

Before doing something that students think would be funny or they think would be a joke, students need to think about the consequences; being handcuffed, being fingerprinted, having a mug photo taken, being booked into juvenile detention, being involved in the juvenile criminal justice system, having a criminal record, fines, attorney’s fees, possibly being ineligible for college scholarships or being unable to enlist in the military.

Every person accused of a crime is presumed to be innocent unless and until his or her guilt is established beyond a reasonable doubt in a court of law.

Interim police chief issues statement about latest alleged threat at Salina South

The 2022 Exporter of the Year winner,&nbsp;Textron&nbsp;Aviation, is home to Beechcraft, Cessna,&nbsp;and Hawker brands. With warm temperatures come concerns about fire weather issues this weekend.

Warm, dry, and breezy conditions forecast for Saturday are causing fire weather concerns on Saturday, the National Weather Service noted. The highest fire weather concerns are expected to be across southeast Kansas.

Fire weather concerns will ramp up on Sunday.

"Very windy conditions paired with unseasonably warm temperatures will create critical fire weather conditions on Sunday. Be aware of anything that may cause a spark as fires may be able to start easily and spread quickly," the National Weather Service noted.

Additionally,&nbsp; windy conditions and dry soils may lead to some blowing dust across portions of central and south-central Kansas, according to the National Weather Service.

Dry, warm, windy forecast brings weekend fire weather concerns

A Salina dealership is out an $80,000 pickup after someone arranged online to purchase and ship the vehicle using a stolen ID.

Salina Police Captain Paul Forrester said this morning that on Sept. 29, someone pretending to be Howard Dunbar contacted Long McArthur, 3450 S. Ninth Street, about purchasing a 2021 Ford F150 pickup valued at $80,000. The person sent to Long McArthur the required documents and was approved for the purchase, which was finalized on Oct. 6.

The person made arrangements to have the pickup delivered to a business location in Virginia, and the pickup was delivered on Oct. 10, Forrester said.

On Tuesday, the real Howard Dunbar, 48, of Alabama, received a letter from the Ford Motor Company about the pickup purchase. Dunbar reported that he had not purchased the pickup.

It was determined that somone had stolen Dunbar's identification and used it to purchase the pickup, Forrester said.

Kansas Wesleyan University has announced the concept unveiling for its next significant project, one that will change the landscape of KWU. 

The university planned to have a ceremony recognizing the new project late Thursday afternoon at Highland Avenue and Claflin Avenue as a part of its Homecoming and Family Weekend activities.

The project, known as Coyote Village, will consist of a series of small homes on Highland Avenue that will house five students apiece. The homes will be two-story structures and will contain kitchenettes, laundry and other accommodations to help students create a home away from home.

Seven homes will be built in this phase of construction.

“This project marks a tremendous moment for Kansas Wesleyan,” said Matt Thompson, KWU president. “We say that we are both a university and a community, and that marks part of The Power of AND. Community, however, begins where people live. By providing our students new housing, including community gathering spaces in Coyote Village, we move our application of community forward. That, in turn, advances our mission as we live and learn together. In short, building these houses is a fantastic moment not just for our students, but for our entire campus.”

“Building these small homes allows us to grow our campus at the same pace as our enrollment,” said Ken Oliver, vice president of Advancement and university operations. “It’s not only fiscally responsible, but it’s a tremendous improvement in the student experience. These sorts of homes are what students are looking for, and we’re proud to integrate them into our campus.”

The university’s last build for new student housing was Wesley Hall, which was completed in 1969. The groundbreaking took place Feb. 24, 1967.

I am 33, I live in Los Angeles, and I average around $30,000 a year doing behind-the-scenes work in the entertainment industry. My total debt is about $10,000. Can you give me some advice?

I know you’re in a scary place right now, brother. But I’m glad you’re getting on board and that you want to move in the right direction with your finances.

Before you start the Baby Steps, you should get current on all your bills. Make a list of all the bills you’re late on and how much it will take to get current on each one. Then, create a&nbsp;<a href="https://www.ramseysolutions.com/budgeting/how-to-make-a-budget" target="_blank">written, monthly budget</a>. Once that’s done, and all your expenses and income are accounted for, you’re going to squeeze every penny you can from there and work your late list from smallest to largest until everything’s current. You’re going to feel a sense of relief—and&nbsp;accomplishment—every time you flip one of these bills. And believe it or not, the act of simply making a list will help reduce the stress you’re feel, because just by doing that you’ve established the size of the dragon. This dragon&nbsp;must&nbsp;die, and&nbsp;you&nbsp;are the knight who’s going to kill it.

But listen, there are two sides to this equation—income and outgo. No offense, but $30,000 a year as an income in Los Angeles stinks. You’ve got to do something to make&nbsp;more money. Hey, $10,000 would literally change your life. Not everyone can say that. The bad news is, you’ve got $10,000 worth of debt. The good news is, you’ve got only $10,000 worth of debt. I’m not talking about some little minimum wage deal, either. I want you making some real money. Don’t do anything illegal, or something that would compromise your morals, but get after making some good money.

And long term? Dude, you might want to think about taking a step up in your industry or even a&nbsp;<a href="https://www.ramseysolutions.com/career-advice/how-to-switch-careers-when-in-debt" target="_blank">full-blown career change</a>. I mean, you don’t want to be making $30,000 a year and still working a side job when you’re 50, right?

Local, area bodies of water still under blue-green algae advisories

Under Knopp's direction, K-State Salina students have found success at the K-State Salina Writing Center, which is dedicated to mentoring students with their written class assignments, scholarship applications and career documentation to help them succeed in the classroom and beyond. Mentorship and dedication to students are guiding principles of Knopp's teaching career. Knopp receives K-State Salina's annual Marchbanks Award

One person was injured in an accident just after 11 a.m. Thursday in Saline County.

The Kansas Highway Patrol reported a 2017 Buick Enclave driven by Marcia Lee Demuth, 58, Salina, was westbound in the 500 block of E. Iron Avenue in Salina.

The SUV rear-ended a 2006 Buick Lucerne driven by Ann Marie Weaver, 53, Salina, who was stopped in the road at a crosswalk.

EMS transported Weaver to Salina Regional Health Center. Demuth was not injured. Both drivers were properly restrained, according to the KHP.

Salina woman hospitalized after rear-end crash

ABILENE - Dickinson County Commissioners have selected Janelle Dockendorf to serve as county administrator, beginning in mid-December.

Dockendorf has served as budget director since joining the county 15 years ago and in January 2022 she also was named assistant county administrator.

Dockendorf will become county administrator following the Dec. 17 retirement of long-time county administrator Brad Homman.

Commissioners made the announcement during their Thursday meeting.

“We have put an emphasis on succession planning and developing people for career advancement,” said Commission Chairman Lynn Peterson. “Janelle has a great knowledge of the county and what is involved administratively.

“Personally – and I think the other commissioners also felt this way – we didn’t think there was any merit to have a head hunter come in and pay that extra money because we felt it would lead us right back to the decision we’re making now,” Peterson added. “We have someone who is already very dedicated and cares about Dickinson County. There is no learning curve. She already has the understanding, expertise and commitment.”

Peterson said he and the commission expect the transition to be a smooth one.

“Brad has indicated he’s available for consultation or questions that Janelle might have even after his retirement. He has such a wealth of knowledge to draw upon,” Peterson added.

Dockendorf said Dickinson County has excellent elected officials and managers in place and she has benefited from that situation.

“I’m very fortunate to have worked in a place that has supported me, believed in me and guided me. My plan is to continue doing that for others,” Dockendorf said. “At the end of the day, we all work for the citizens of Dickinson County. There’s a lot of interaction with the townships, school districts, cities and even regionally. I’m looking forward to building more relationships with all the entities throughout the county.”

Dockendorf has long been associated with the inner workings of both county and city government. Before coming to Dickinson County in 2007, Dockendorf spent nine years with the City of Abilene, including six years as finance director. She first joined the city in 1993, starting as a 911 dispatcher (Abilene handled emergency communications at that time), moved to utility clerk and then finance director.

During her time with Dickinson County, Dockendorf has monitored the financial side of numerous emergency projects, including working with FEMA (Federal Emergency Management Agency) following the June 11, 2008 Chapman tornado, the December 2007 ice storm and working with the National Resource Conservation Service in cleaning up tree debris from the May 25, 2016, tornado through a Watershed Protection Program grant and other responses.

“The ice storm in 2007 was the first time I dealt with FEMA,” Dockendorf said. “It seemed like every year there was a flood or some type of federally declared disaster.”

She’s also been involved on the financial side of many other projects, including working with the Kansas Department of Transportation to get funding for the overlay of Old 40 Highway, various federal COVID-19 relief programs, the new jail and courthouse renovation project, and the purchase of software that streamlined the financial information of all county departments and other software that upgraded the dispatch and record system for the sheriff’s department, jail and all county law enforcement.

She is in charge of crafting the county’s yearly budget and keeps watch over the finances of every department.

Dockendorf has served on the North Central Regional Planning Commission and its loan committee, the Corrections Advisory Board and Drug Court, and the Dickinson County Economic Development Corp. She is a member of the Kansas Association of Counties and the National Association of Counties.

She also is a Certified Public Manager, having completed the University of Kansas’ Heartland Certified Public Manager program in 2019.

Dockendorf said one of her first considerations as county administrator will be to hire a finance or budget director and, hopefully, groom them to become assistant county administrator as part of the succession planning.

She first joined the city in 1993, starting as a 911 dispatcher (Abilene handled emergency communications at that time), moved to utility clerk and then finance director.During her time with Dickinson County, Dockendorf has monitored the financial side of numerous emergency projects, including working with FEMA (Federal Emergency Management Agency) following the June 11, 2008 Chapman tornado, the December 2007 ice storm and working with the National Resource Conservation Service in cleaning up tree debris from the May 25, 2016, tornado through a Watershed Protection Program grant and other responses.“The ice storm in 2007 was the first time I dealt with FEMA,” Dockendorf said. “It seemed like every year there was a flood or some type of federally declared disaster.”She’s also been involved on the financial side of many other projects, including working with the Kansas Department of Transportation to get funding for the overlay of Old 40 Highway, various federal COVID-19 relief programs, the new jail and courthouse renovation project, and the purchase of software that streamlined the financial information of all county departments and other software that upgraded the dispatch and record system for the sheriff’s department, jail and all county law enforcement.She is in charge of crafting the county’s yearly budget and keeps watch over the finances of every department.Dockendorf has served on the North Central Regional Planning Commission and its loan committee, the Corrections Advisory Board and Drug Court, and the Dickinson County Economic Development Corp. She is a member of the Kansas Association of Counties and the National Association of Counties.She also is a Certified Public Manager, having completed the University of Kansas’ Heartland Certified Public Manager program in 2019.Dockendorf said one of her first considerations as county administrator will be to hire a finance or budget director and, hopefully, groom them to become assistant county administrator as part of the succession planning.

Dockendorf named new Dickinson County administrator

In a key moment for the university’s music campaign, Kansas Wesleyan announced Thursday that it has received a challenge grant from the Mabee Foundation in the amount of $700,000. 

The grant moves KWU to $3.8 million raised of the $4.5 million required to begin construction on the Sams Chapel and music academic space renovation project.

The funding from the Mabee Foundation will be awarded to the university as long as the remaining $700,000 is raised – in cash or multi-year pledge commitments – by Oct. 11, 2023.

The grant continues the Mabee Foundation’s long-term support of Kansas Wesleyan. The foundation has supported four of KWU’s major construction projects during the past two decades, including the Student Activities Center (2005), the Graves Family Sports Complex (2015), the Nursing Education Center (2021) and, now, the music renovation and construction.

“Support from the Mabee Foundation has been crucial in the continuous improvement of our campus,” said Ken Oliver, executive vice president of advancement and university operations. “Once again, the foundation has provided us important momentum as we look to close out a key project. We are truly thankful for this grant, and believe that it sets us on the path to reaching our campaign goals.”

Renovations and construction related to the music campaign will begin as soon as possible upon the completion of fundraising.
