Keep an eye on the weather late Wednesday

ELLSWORTH COUNTY—One person was injured in an accident just after 1p.m. Tuesday in Ellsworth County.

The Kansas Highway Patrol reported a 2020 Ford Explorer driven by Lauren R. Saenz, 30, Lyons, was southbound on Kansas 14 at Kansas 156.

The driver failed to stop at the stop sign. An eastbound 2021 Toyota Camry driven by Alex&nbsp;Kasperczak, 64, Swindon, United Kingdom, struck the SUV.

EMS transported a&nbsp; passenger in the Toyota, identified as Judy Robbins, 60, Swindon, United Kingdom, to the Ellsworth County Medical Center. The drivers were not injured. All three were properly restrained, according to the KHP.

Big Kansas Road Trip Guide available at Smoky Hill Museum

With warmer weather comes an increase in roadway work, and both the City of Salina and the State of Kansas are asking motorists to slow down and be more vigilant when traveling through work zones.

On Monday, the Salina City Commission proclaimed the week of April 17-21, 2023, as National Work Zone Awareness Week in the city.

"National Work Zone Awareness Week (NWZAW) is an annual spring campaign held at the start of construction season to encourage safe driving through highway work zones. The key message is for drivers to use extra caution in work zones," nwzaw.org noted on its website.

Additionally, the Kansas Department of Transportation reminds motorists that highway work zones run the length of the construction area.

"The work zone begins with the Road Work Ahead sign and ends with the End Roadwork sign. Work zones are marked with additional signs, including a reduced speed limit. The lower speed limit is to help protect contractors’ construction crews, Kansas Department of Transportation maintenance workers and inspectors. In some places, those workers toil inches away from onrushing vehicles - with only a traffic cone or temporary barrier between them and a potentially deadly crash," KDOT noted in a news release.

The reduced speed limit in work zones also is in place to protect motorists, according to Nick Rogers, KDOT's senior traffic control engineer. Rogers noted that there are a number of reasons to drive the speed limit in a roadway work zone, including the following.

●The roadway might temporarily be altered - to channel traffic differently, in a more confined space. 

●The area just off the roadway might be excavated during the construction. 

●Construction equipment might have to exit or enter.

Motorists who slow down to the posted speed and pay attention are more likely to avoid a collision, he noted. According to information from the U.S. Department of Transportation, speed was a contributing factor in about one-third of fatal work zone crashes across the nation in the past several years. Additionally, approximately one-fifth of all deadly work zone crashes involved rear-end collisions.

In Kansas, 13 people died in work zone crashes and 341 people were injured in 2022, according to KDOT information.

Rogers noted that while some motorists might think that lower speed limits only apply during the times when crews are on-site working, the opposite is true. According to Kansas law, reduced work zone speed limits on highways applies the entire time the reduced speed is posted. Additionally, fines for speeding in a highway work zone are doubled.

KDOT noted that workers come and go in vehicles that need to be able to slow down or stop when entering and exiting the work site. Additionally, some highway work is required at night or on weekends.

“It’s a very fluid situation,” said Duane Flug, KDOT District Five construction and materials engineer based in Hutchinson.

Flug noted that once the reduced work zone speed limit gets posted, it’s not practical, or safe, to move the speed limit signs to only the spot where work is going on at any given moment. Both Flug and Rogers agreed that setting up work zone signs potentially is one of the more dangerous jobs for workers because they are more vulnerable until motorists realize they need to slow down.

Flug asked that motorists think of the roadway workers they are passing.

“These guys out there are a foot away from traffic. There’s a cone between you and a semi going 70,” he said.

🎥Slow down, be vigilant in roadway work zones

Early spring is a good time to bring awareness to the lifecycle of bumble bees.&nbsp;Bumble bees are a "keystone" species.&nbsp;Large numbers of other species in our Kansas ecosystems depend on them. These magnificent pollinators are at the center of a thriving ecosystem and our native plants rely on them to reproduce. Bumble bees are also critical pollinators of vegetables and fruits.

Bumble bees are quite the efficient pollinators.&nbsp; In fact, the way in which bumble bees pollinate is in part due to the ‘buzz’ they make as they move from flower to flower.&nbsp; ‘Buzz’ pollination is quite interesting.&nbsp; The bumble bee actually grabs the pollen producing structure of the flower in its jaws as it vibrates its wing muscles. This creates vibrations that dislodge pollen from the flower and results in pollination.&nbsp;

Bumble bees are the only pollinators used for certain greenhouse crops and are also active in cooler temperatures and for longer lengths of time compared to honey bees due to their larger bodies.&nbsp; These bees are each capable of pollinating a single flower, while it may take up to 7 honey bees to accomplish the same effect.

The strength of bumble bees also allows them to push open and access many different types of flowers and is another reason they are such successful pollinators.

Bumble bees are suffering significant declines in population due to loss of habitat&nbsp;and other factors and so the creation of new habitat is an important part of ensuring the benefit of bumble bees is not diminished even further.&nbsp; Providing habitat for these amazing bees is not difficult and here are three simple things you can do to enhance bumble bee survival in your landscape.

Of course, flowers are a key ingredient for any pollinator habitat.&nbsp; Bumble bees need flowers from which to gather pollen and nectar.&nbsp; They utilize pollen and nectar for survival and reproduction and a diverse group of flowers is key to bumble bee habitat success.&nbsp; It is particularly important to provide blooms both early and late in the season during times when food is scarce.&nbsp;

The bumble bee bee lifecycle is important to understand.&nbsp;Only the queen bumble bee overwinters. The entire colony dies in the fall and&nbsp;the queen must be well fed and find a protected place to survive the winter while she waits for spring to arrive.

Late season flowers are critical for allowing the new bumble bee queen to build up her fat stores for overwintering and early season flowers are critical to her ability to nourish a new colony.&nbsp;In spring, the overwintering queen must not only feed herself, but collect enough pollen and nectar to nourish the first batch of developing offspring. This requires flowers.

A few good early spring plants for central Kansas include: American plum (Prunus americana), redbud, chokeberry, golden current, fruit trees, Jacob’s ladder, wild geranium, violets, bluestar (Amsonia), bluebells (Mertensia), prairie smoke, golden alexander, baptisia (false or wild indigo), spiderwort, penstemon, and early figwort.

Goldenrod, aster, sneezeweed (Helenium autumnale) and sunflowers can provide a good source of nectar and pollen in the late fall for bumblebees.

Bumble bees generally nest underground, often in abandoned holes made by squirrels or other rodents.&nbsp; Some species also nest in cavities such as hollow logs, dead trees, under rocks, an unused birdhouse, or even under a compost pile.&nbsp;&nbsp;By maintaining at least a few natural, undisturbed areas for bumble bee nesting in your landscape you will support healthy bumble bee colonies.

Bumble bee queens need access to small cavities just below or even on the ground surface.&nbsp; They utilize things such as leaf litter and loose soil, and are also known to overwinter in wood piles, rock walls, and walls in sheds.&nbsp;

Ornamental grasses left standing for winter make great bee overwintering sites.&nbsp; &nbsp;It is important to keep at least some undisturbed natural areas available where these bees will not be harmed while overwintering. &nbsp;Overwintering sites near a flower bed are also the best since the queen needs close access to food while beginning the new nest in spring.

Finally, any pollinator friendly landscape should&nbsp;avoid the use of pesticides.&nbsp; In the event that an application must be made, be sure to do it when bees are not active (after dark) and avoid using broad spectrum insecticides which are highly toxic to bees.

CENTRAL KANSAS L&G: Bumble bees are important pollinators

A local man with an active warrant now faces requested charges that include aggravated assault on a law enforcement officer after an alleged incident at a north Salina motel late Monday afternoon.

An officer was sent to the Airliner Motel, 781 N. Broadway Boulevard, where Darin Stewart, 28, Salina, was staying. Stewart was known to have an active probation violation warrant from Saline County District Court, Salina Police Captain Paul Forrester said this morning.

Upon arrival at Stewart's room at the Airliner Motel, the officer made contact with Kimberly OConnor, 32, of Salina, who told the officer that Stewart was in the room and then allegedly attempted to shut the door on the officer, Forrester said.

The officer was able to enter the room, and saw Stewart allegedly holding an unfolded four-inch black knife. Stewart allegedly pointed the knife at the officer and told him to come in the room.

Forrester said Stewart eventually dropped the knife, but continued to ignore commands from the officer. OConnor allegedly attempted to prevent the officer from taking Stewart into custody. At one point, Stewart advanced toward the officer and was tased, Forrester said. Stewart was then taken into custody.

Stewart was arrested on the warrant and the following requested charges, Forrester said.

●Aggravated assault on a law enforcement officer

●Felony interference with a law enforcement officer

Forrester said OConnor was arrested on the requested charge of felony interference with a law enforcement officer.

Salina Public Library to be closed part of Wednesday for staff training

One of the most exciting moments for high school student- athletes is the day of they sign the National Letter of Intent to play college sports. The event is usually attended by the students' families, friends, and coaches in order to help celebrate and congratulate the students on a job well done, and to wish them well on their future endeavors.

National Technical Signing Day mirrors the NCAA’s National Signing Day for students who commit to play sports in college. It is designed to recognize students who are entering a technical field, emphasizing the college’s commitment to help them gain the skills necessary to compete in high demand occupations. 

Salina Area Technical College is one of nearly 100 technical colleges around the country participating in this nationwide event.

"It is a time for friends and family to celebrate that commitment and that day," said Brenda Guttierrez, executive director of the Salina Tech Foundation. "Also, we have our new Salina Tech bookstore located in the student success center where family can stop by and pick up Salina Tech apparel and more."

Signing day is open to post-secondary students who have applied for admission to Salina Tech for the Fall of 2023 before March 30, 2023.

Each student participating in signing day will be featured in the signing day event, receive free Salina Tech merchandise, and a $1,000 scholarship for the 2023-24 school year.

Participating students are asked to arrive at 9 a.m. to check in and be ready to start at 10 a.m.

Guttierrez noted that participating in signing day does&nbsp;not guarantee acceptance into a program. Applicants need to apply early to guarantee a spot in the program.

CONCORDIA - "Fuel Your Creativity" is the theme for Cloud County Community College's upcoming high school Art Day.

The annual event is scheduled for Friday in Arley Bryant Gymnasium on the Concordia campus.

Students from area high schools will have pieces of artwork on display in the gymnasium, according to information from Cloud County Community College. The artwork will be available for public viewing from 9:30 a.m.-1 p.m. Friday. There is no charge to view the artwork.

Awards will be given in the following categories: oil painting, acrylic painting, pencil drawing, charcoal, colored pencil, pastel, photography, ceramics, mixed media, stained glass, most unique, found object or recycle art, honorable mention, best of show, and best of sidewalk chalk art.

Winners of all competitions will be announced in Cook Theatre beginning at 1 p.m.

Additionally, during the morning, students will be able to participate in several workshops or in the Sidewalk Chalk Art event. The workshops and their instructors include the following, according to Cloud County Community College.

●Ceramics, slip casting, and clay mono-printing – Leslie Girard.

●Photography – find creative inspiration to take better photos – Rob Zima.

●3D Printing and Lithophanes – Monte Poersch

High school Art Day set for CCCC on Friday

A Wilson man is without his car after it was stolen in north Salina earlier this month.

Sometime between 6 p.m. April 8 and noon on April 9, someone stole the man's white 2006 Ford Focus four-door wagon from in front of a residence in the 500 block of Reynolds Street, Salina Police Captain Paul Forrester reported this morning. 

The car had a Kansas license plate of 858RAG and a CB antenna. The car was valued at $2,100. 

The keys were with the vehicle, Forrester noted.

Car stolen in north Salina had keys left with it

An addition to the Salina-Saline County War Memorial in Sunset Park will honor local prisoners of war and Salina's only missing in action service member: Major Dennis Pugh.

The Memorial Day dedication ceremony is scheduled for 11 a.m. in Sunset Park, 700 Sunset Drive. Additional information about the ceremony will be provided later, according to a news release from Sons of the American Legion Squadron 62.

The project was spearheaded by Jason McIntire, commander of the Sons of the American Legion Squadron 62 and fellow squadron members Kirk Cibolsk (vice commander) and Adam Hummel (treasure). McIntire came up with the idea last year after wondering how many Salina/Saline County residents became POW/MIAs in the wars, according to Sons of the American Legion Squadron 62.

Information found indicated that the following 11 individuals were POWs from Saline County. 

● Donald A. Achenbach, WWII/AF BS452 BG

● Robert H. Maxey, Korea, Vietnam/Army Co G 32 Regt 7 Div

● Charlie A. Stanley, WWII/Army AF B24 Bomber Pilot

● Ernest V. Swanson, WWII/Army AF ETO 44BG

They will be honored with inscribed paving bricks at the site south of the war memorial in Sunset Park.

Additionally, Pugh, Vietnam, 25th Tactical Fighter Squadron, 8th Tactical Fighter Wing, 7th U.S. Air Force, was the only service member from Saline County who remains missing in action. He will be honored with a monument to the south of the war memorial, according to information in the news release.

McIntire and committee members had fundraisers to benefit the project, which will cost more than $10,000.

"To myself, it is very important to not only learn history but also to remember those who have fought and died to give people the freedom we have today. The POW/MIA monument we are building, thanks those veterans from Salina/Saline county and to make sure they are never forgotten," McIntire said.

According to information from Veterans Affairs, 140,000 American service members were captured and served time as POWs, and more than 81,500 Americans remain missing from WWII, the Korean War, the Vietnam War, the Cold War, and the Gulf Wars/other conflicts. Out of the more than 81,500 missing, 75 percent of the losses are located in the Indo-Pacific, and more than 41,000 of the missing are presumed lost at sea (i.e. ship losses, known aircraft water losses, etc.).

McIntire came up with the idea last year after wondering how many Salina/Saline County residents became POW/MIAs in the wars, according to Sons of the American Legion Squadron 62.Information found indicated that the following 11 individuals were POWs from Saline County. ● Donald A.  </figure>Additionally, Pugh, Vietnam, 25th Tactical Fighter Squadron, 8th Tactical Fighter Wing, 7th U.S. Air Force, was the only service member from Saline County who remains missing in action. He will be honored with a monument to the south of the war memorial, according to information in the news release.McIntire and committee members had fundraisers to benefit the project, which will cost more than $10,000."To myself, it is very important to not only learn history but also to remember those who have fought and died to give people the freedom we have today. The POW/MIA monument we are building, thanks those veterans from Salina/Saline county and to make sure they are never forgotten," McIntire said.According to information from Veterans Affairs, 140,000 American service members were captured and served time as POWs, and more than 81,500 Americans remain missing from WWII, the Korean War, the Vietnam War, the Cold War, and the Gulf Wars/other conflicts. Out of the more than 81,500 missing, 75 percent of the losses are located in the Indo-Pacific, and more than 41,000 of the missing are presumed lost at sea (i.e. ship losses, known aircraft water losses, etc.).

Memorial Day dedication set for POW-MIA site in Sunset Park

A Tennessee man was arrested after a high-speed chase through parts of Saline County Sunday morning.

At approximately 10:18 a.m. Sunday, a deputy near the Assaria exit on Interstate 135 south of Salina observed a black 2022 Toyota Camry driving northbound on the interstate at a high rate of speed, Saline County Sheriff Roger Soldan said this morning.

The deputy radioed another deputy, who was further north near the W. Crawford Street exit on I-135, that a Camry traveling at a high rate of speed was headed that way. The Camry registered 110 mph on radar as it sped by the W. Crawford Street exit, and the deputy began pursuing the car, Soldan said. As the Camry went through the construction zone on I-135, it knocked over several cones marking the lane, he said.

At the I-135-Interstate 70 interchange, the Camry went west and the Kansas Highway Patrol joined the pursuit. The Camry then turned north onto N. Halstead Road. Soldan said the Camry was traveling up to 131 mph on N. Halstead Road, according to KHP radar.

The car then turned east on W. Shipton Road, which is a gravel roadway. A short time later, the Camry stopped, Soldan said.

The driver, Kilakone Southavilay, 29, of Cordova, Tenn., was arrested on the following requested charges, Soldan said.

The Friends of the Salina Public Library organization needs your help to find homes for thousands of gently used books.

The group has scheduled a Spring Used Book Sale from 9:30 a.m.-4 p.m. Saturday and noon-4 p.m. April 23 in the downstairs Youth Services Annex of the library, 301 W. Elm Street.

“We have thousands of books just waiting to be taken home and enjoyed,” said Gretta Kontas, Used Book Sale chair. “We have westerns, mystery, science fiction, romance as well as general fiction for adults and children. Additionally, we have hundreds of large print books and movies.”

“And our prices are so reasonable that you won’t be able to select just one. On Sunday afternoon, patrons will be able to fill a bag (supplied by Brown’s Shoes) with books for just $5,” added Laura Rhodenbaugh, friends organization treasurer.

Additionally, members of Friends of the Salina Public Library can get into the event early, from 4-6 p.m. Friday. 

Salina Public Library cardholders can sign up to become members of the Friends of the Salina Public Library at the adult circulation desk. The cost is $10 a year for an individual membership and $25 a year for a family membership. In addition to getting first dibs on used book sales, friends members do not pay fines on overdue library materials.

The used book sales offered throughout the year ultimately benefit the library and its patrons. The Friends of the Salina Public Library is a volunteer, board-guided organization that acts as a booster club for the library. 

Some of the organization's activities include providing volunteers for library events, purchasing prizes and youth activities for summer reading programs at the library, supplies for the CLASS program, and providing scholarships for teen library volunteers, the friends group noted in a news release.

“We are excited to be able to raise funds to assist with Summer Reading Programs at the library,” said Debbie Toll, vice president of the Friends Advisory Board.

Friends of Salina Public Library Used Book Sale opens to public Saturday

A waste reduction study update, a proclamation, and vehicle and equipment purchases are among the items on the Salina City Commission agenda for Monday.

Study Sessions and City Commission meetings will take place in–person at the City/County Building in Room 107 and via Zoom until further notice. Meetings can be viewed at the City of Salina YouTube channel,&nbsp;<a href="https://www.youtube.com/cityofSalinaKansas">https://www.youtube.com/cityofSalinaKansas</a>.

Commissioners are scheduled to hear a Waste Reduction Study update during a study session scheduled to begin at 3 p.m.

According to information in the commission meeting packet, nearly 600 responses were received during the four weeks the survey was active. 

More than 80 percent of those who completed the survey indicated that reuse, recycling, and composting were important or very important to them. 

Additionally, more than 80 percent responded that waste reduction and recycling efforts that divert materials from landfill disposal were either important or very important. 

Of the items taken to the Salina Drive-thru Recycling Center, "Cardboard" was the top response, with "Plastic food, beverage, &amp; soap containers" a close second.

An overwhelming number of respondents - more than 95 percent of those who answered - indicated that they did not participate in the curbside recycling program using Recyclops. 

As a follow-up, more than 30 percent of those who answered indicated that they did not participate in the Recyclops program because they didn't know it existed.

Additionally, more than 30 percent of those who answered indicated that they had never dropped off chemicals or other hazardous waste at the Salina Household Hazardous Waste facility. 

As a follow-up more than 40 percent of those who answered indicated that they had never used the Salina Household Hazardous Waste facility because they did not generate household hazardous waste at their homes or businesses.

Commissioners are scheduled to consider a proclamation request recognizing April 17-21, 2023, as National Work Zone Awareness Week in the City of Salina. Elizabeth Amos, public works administrative assistant, is scheduled to read the proclamation.

Commissioners also are scheduled to consider authorizing the city manager to enter into an agreement for excess workers compensation coverage. The city has managed a self-insured workers compensation program for its employees since 1991, according to commission meeting packet information.

"By self-insuring we have estimated savings as a projected average of over $100,000 per year, resulting in a total savings of over $3,200,000 since 1991," staff noted in the request for action document.

The document continues, "The City of Salina's approach to self-insurance has included contracting with a third-party administrator for claims management, wage payments, and medical care coordination. The City of Salina has also purchased excess workers compensation coverage as required to self-insure in Kansas. Excess workers compensation covers claims that exceed the Self-Insured Retention (SIR) level, which is the dollar threshold at which insurance will cover the liability after the expenses associated with an injury or accident reach that level."
