The Salina Police Department announced this afternoon that an arrest has been made in connection to the stolen vehicle and subsequent police chase that occurred Monday morning.&nbsp;

Sergeant Kyle Tonniges told Salina Post that on Tuesday officers arrested 38-year-old Brandon Craig Loder of Salina.&nbsp;

A suspect is still at large after stealing a vehicle and leading Salina Police officers on a Monday morning pursuit.&nbsp;

Salina Police Sergeant Tonniges said this morning that at approximately 9:20 a.m. Monday, an officer responded to the report of a stolen vehicle in the 300 block of E. Jewel Avenue. 

The vehicle's owner,&nbsp;Jenifer Holcomb, 48 of Salina, told SPD officers that sometime overnight, Sunday evening, her 2019 white Ford Fusion was stolen.&nbsp;

Tonniges said Holcomb did not identify any suspects that might have been responsible but she did say that she was missing one of her car keys.

"She wasn't quite sure how the car had been stolen. Then Monday night at about 1:18 a.m. We actually got some hits on our license plate readers," Tonngies said."The license plate readers read the stolen vehicle's tags near the intersection of Crawford Street and Centennial Ave."&nbsp;

An SPD officer located the suspect vehicle and attempted to stop it. The vehicle sped off heading southbound on Centennial, then east on Republic Avenues., and all around the neighborhoods along Broadway and Republic Avenues.

The pursuit reached speeds of approximately 71 mph and eventually came to a stop in the 900 block of Sheridan St. The driver then exited the vehicle and fled on foot.&nbsp;

"There was a passenger in the vehicle, and after speaking with the passenger and the owner of the vehicle, we were able to identify a suspect," Tonniges said. "We haven't located him yet but we are still searching for him."

Arrest made in connection to grand theft auto, high speed chase on Monday

The Salina Police Department is looking for the suspect who led officers on a chase that reached speeds of 100 mph Monday night.&nbsp;

Salina Police Department Sergeant Kyle Tonniges said on Monday at approximately 9:27 p.m. an officer observed a vehicle with illegally tinted windows leaving the Kwik Star, 100 N. Broadway Avenue.&nbsp;

Tonniges said before the officer attempted to stop the vehicle, it turned onto State Street, and then onto Interstate 135.&nbsp;

"The officer wasn't able to get the stop on until it exited the interstate," Tonniges said. "It went I-135 onto Crawford, officer tried to stop the vehicle at that point. The vehicle fled."

Tonniges said the officer pursued the vehicle east on Crawford Street and south on Sherman Street, reaching speeds of 100 mph.&nbsp;

Because the chase reached such high speeds, the officer involved decided to suspend the chase.&nbsp;

"However, later in the evening, officers did locate the car in the 300 block of East Kirwin," Tonniges said. 

Tonniges said officers have developed a suspect.

NWS-Wichita: Warm, dry conditions continue

Fort Riley’s Fall Apple Day Festival returns this Saturday from 9 a.m. to 4 p.m. The festival, which is free and open to the public, is the largest annual event at Fort Riley and serves as the military installation’s open house.

Community members can get an up-close look at military helicopters, tanks, and other vehicles, watch demonstrations by the Commanding General’s Mounted Color Guard, military working dogs, Explosive Ordnance Disposal Soldiers, and the 1st Infantry Division combatives team, and enjoy musical performances, kid-friendly activities, and apple pie sales. Food and beverages will be available for purchase.

Visitors can park at Riley’s Community Center, 446 Seitz Ave., just off Huebner Road. Signs will direct visitors to the nearby festival grounds at Artillery Parade Field. Attractions and demonstrations will be located throughout Historic Main Post, including Artillery Parade Field, Tuttle Park, Sturgis Field, and Cavalry Parade Field. No pets or outside alcohol are allowed at the festival.

Fort Riley’s Survivor Outreach Services will be honoring the fallen with a song and balloon release in front of the main stage at 10 a.m.

Traffic is reduced to one lane on Henry Drive, near Marshall Army Airfield, due to work on the Kansas River bridge. Drivers can expect delays and may want to consider alternate routes.

Visitors to Fort Riley who do not have a DOD ID card can stop by the Visitor Control Center (Exit 301 off I70) to get a pass or apply online at https://home.army.mil/riley on the “Accessing Fort Riley” link. The visitor’s center is open from 8 a.m. to 4 p.m. on Saturday.

This year, the department will take a new approach to its emergency training, utilizing a Dungeons and Dragons dice-rolling system to create unique and random scenarios.&nbsp;

The emergency management department will host an emergency exercise using the dice-rolling system on Oct. 19.

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Peabody, public water supply system located in Marion County.

Customers should observe the following precautions until further notice:

-Boil water for one minute prior to drinking or food preparation or use bottled water

-Dispose of ice cubes and do not use ice from a household automatic icemaker

-If your tap water appears dirty, flush the water lines by letting the water run until it clears.-Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.-Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested.

-Persons with cuts or severe rashes may wish to consult their physicians.

The advisory took effect on June 22 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a loss of pressure due to valve replacement. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

CLOUD COUNTY —Law enforcement authorities investigating hunters in north central Kansas had a successful weekend.

K9 Kreed and handler Game Warden Jake Brooke were busy near Jamestown in Cloud County Saturday for the opener of Teal season, according to a social media report from the Kansas Department Wildlife and&nbsp; Parks.

 After observing a group of eight hunters leave an island in the marsh with a limit of birds, Kreed searched the island and found three stashed birds. 

The group admitted to party hunting and produced an additional hidden bird. All eight were cited for over limit.

"While it is college savings month and we want to celebrate that, with the 529 plan, it can now be used for K-12 tuition," Johnson said. "It can be used for tuition or tools at vocational school. My nephew worked with diesel mechanic school. You could use that to buy those tools that are required to get through that program and actually be set up for the beginning of your career, all the way through graduate school. Whatever those expenses are, that's what that account is geared to fund."

State Treasurer highlights 529 program during college savings month

Research into building next-generation batteries enabled by soybean hulls, breeding climate resilient soybean traits and battling the invasion of yield robbers is made possible by the checkoff dollars of Kansas soybean farmers. The farmer-led board of the Kansas Soybean Commission meets every December to determine how to best put checkoff dollars to work on research and industry growth.

To prepare for the vital December meeting, KSC opens the request for proposal process and invites principal investigators and industry organizations to submit projects for funding. Commissioners determined in September which industry priorities projects should align with, and the scope of possibilities is broad.

“The guidance on the priorities for researchers is going to be similar to what it has been in the past with the addition of water and how to deal with extreme weather and climate issues,” Ed Anderson, KSC Research Consultant, says.&nbsp;

Commissioners identified water as a key concern among soybean growers. Anderson says projects on water may encompass its management, use efficiency or inclusion in breeding programs through heat, drought or flood tolerance. Other production research priorities include developing best management practices for an array of growing conditions and studying the best tools to protect crops from diseases and insects.

“The new use projects are always going to be of interest,” Anderson adds. “Any project that is going to drive new market opportunities and expand the soybean market is valuable. There is always research there - Kansas has invested in pet food nutrition, enhanced livestock feed rations and renewable fuels.”

Projects aligned with the value-added and market development priorities may study soybean meal and protein utilization, human nutrition and soy food perception or alternative uses of soybean components, or promote agricultural knowledge.

“I believe the future is very bright for continued research in the production and supply space, as well as connecting the market demand opportunities with that supply,” Anderson shares.

The current request for proposals seeks projects for the 2025 fiscal year, which runs July 1, 2024, to June 30, 2025. Following the October 18 proposal deadline, Commissioners select project leads to present at the December 14-16 meeting in Topeka.

Kansas Soybean Commission calls for novel project proposals, highlights water as industry priority

In this episode of King in the Community, I spoke with Esther Kency, Director of Crisis Services at&nbsp;<a href="https://www.ckmhc.org/" target="_blank">Central Kansas Mental Health Center</a>&nbsp;(CKMHC), and Megan Willis, mental health first aid youth coordinator for CKMHC.

Our discussion centered around the importance of being aware of mental health issues and ways the Salina community can raise awareness about suicide prevention. Kency and Willis provided valuable insights into upcoming&nbsp;<a href="https://www.mentalhealthfirstaid.org/take-a-course/what-you-learn/" target="_blank">Mental Health First Aid</a>&nbsp;trainings that empower individuals to respond effectively to someone experiencing a mental health crisis.

Suicide is a heavy topic that most people do their best to avoid.&nbsp;<a href="https://988lifeline.org/promote-national-suicide-prevention-month/" target="_blank">However, research shows that people who are having thoughts of suicide feel relief when someone asks after them in a caring way.</a>

"It's a hard topic for a lot of people to talk about, because for so many years it was against the law to commit suicide," Willis said. "It's against a lot of people's culture and their religion."

When it comes to discussing suicide, Willis said that changing our language is a significant part of changing our attitudes toward mental health.&nbsp;

" The word 'committing', When we are saying that someone might be 'committing suicide', we are attaching an even bigger stigma because we say that people commit fraud, commit abuse, commit robbery, larceny, all of those things are being committed, and there is a very negative perspective on those things. Our big goal is to reduce the stigma and get more people talking about it."&nbsp;

Kency stressed the significance of CKMHC's collaborative efforts and partnerships with law enforcement and rural communities.

"We are fortunate we have a great working relationship with our local law enforcement and they have been amazing to work with and we actually have an opening for another co-responder position that we are trying to hire for just to branch out that program," Kency said. "We also have a mobile crisis program that we are working on, where instead of everyone having to come to us when they're in crisis, we are able to go out with a clinician and a case manager."&nbsp;

The upcoming Mental Health First Aid training will equip participants with essential skills to respond to individuals in a mental health crisis. The Mental Health First Aid training is an eight-hour session covering topics such as risk factors and warning signs for mental health and addiction concerns, strategies for assisting individuals in crisis and non-crisis situations, and guidance on where to seek help.

"You are valued, you are important. Your life means so much, and you are loved," Willis said. "You are loved by people who probably don't even know you, and reach out to somebody, talk to someone, give somebody else the chance to be there for you."

Our conversation covers misconceptions and stigmas surrounding suicide and mental health. Kency and Willis also share their experiences and insights on effectively supporting individuals struggling with mental health issues and how to foster effective communication with them.

While urban areas have higher unhoused populations&nbsp; — about 1,798 people are homeless on any given night in Kansas City, according to a&nbsp;<a target="_blank" href="https://gkcceh.org/">Kansas City advocacy group</a>&nbsp;— more rural areas have seen rising numbers&nbsp; over the past three years or so due to the COVID-19 pandemic and rising inflation, among other conditions forcing more residents onto the streets.&nbsp;

During a Tuesday meeting, Amy Campbell, lobbyist and coordinator for the Kansas Mental Health Coalition, said city officials in smaller areas were looking for ways to appropriately handle the situation.&nbsp;

“The fact is that even small towns are now starting to encounter the public nuisance issues associated with having people camp in their parks or along the highways or roads or in certain areas of their communities,” Campbell said.&nbsp;

&nbsp;“I think that most of our local governing bodies are caught a little bit off guard with this issue,” Campbell added. “They want to be responsive to their business owners and their homeowners about the potential public safety issues and concerns about their customers feeling comfortable coming to their businesses.”&nbsp;

Coalition members want to prevent policy like last year’s&nbsp;<a target="_blank" href="http://www.kslegislature.org/li/b2023_24/measures/hb2430/">House Bill 2430</a>&nbsp;from coming up again. In the 2023 legislative session, lawmakers suggested the&nbsp;measure, which would make it illegal to use state or local government property for unauthorized sleeping, camping or long-term shelters.&nbsp;&nbsp;

After widespread backlash from<a target="_blank" href="https://kansasreflector.com/2023/03/03/kansas-lawmakers-entertain-texas-groups-plan-to-penalize-homeless/">&nbsp;Kansans who had dealt with homelessness&nbsp;</a>and other concerned citizens, the bill was tabled. However, Campbell expects some form of legislation to pop up again in the upcoming session.&nbsp;

“There is no doubt that the pressure will continue for these issues to be addressed,” Campbell said.&nbsp;

Coalition board member Chad Childs emphasized the importance of staying away from policies that passed moral judgement on those living with homelessness.&nbsp;

“In some ways, it’s a sneaky moral kind of a judgment,” Childs said, describing rhetoric surrounding the debate. “Those folks that are without houses don’t deserve additional support, they’re just looking for a handout.”

Mental health advocates ask for policy that treats unhoused Kansans with respect

BY SALINA POST The Salina Crossroads Marathon announced Monday that it has officially registered a total of 3,000 runners&nbsp;from all fifty states,&nbsp;Botswana,&nbsp;Canada, and Mexico for the November 4 Salina Crossroads Marathon.

 “We are excited&nbsp;for Salina to have one of the&nbsp;premier marathons in the Kansas, Oklahoma, Missouri, Arkansas, and Nebraska region.&nbsp;With the registrations we anticipate getting these last five weeks we are well positioned to be the largest marathon in Kansas this year.”&nbsp;said Co-Race Director Daniel Craig.

Visit Salina, a program of the Salina Area Chamber of Commerce, calculated the economic impact of the 2023 Salina Crossroads Marathon at $1,685,600.

“Last year we focused on having a well-organized event starting with excellent pre-race communication, a fun vendor fair, well-marked course with lots of volunteers, and an amazing post-race celebration with lots of photo opportunities.&nbsp;Cash Hollistah and Hannah Holt did an amazing&nbsp;job with race announcements, fun music, and calling out the&nbsp;runner’s&nbsp;names as they finished&nbsp;which helped to create an amazing experience that has been instrumental in the growth that we are seeing for this year’s race.”

More than 200 volunteers are needed for the 2023 Salina Crossroads Marathon. The registration link is posted on the Salina Crossroads Marathon website:&nbsp;<a href="https://www.runsalinacrossroads.com/">https://www.runsalinacrossroads.com/</a>.&nbsp; "Volunteers are what separate the very best marathons from other races. We were blown away by both the number of individuals who volunteered for last year's race as well as their passion and commitment to ensuring that every runner had an amazing experience. We often highlight the number of participants and the economic impact that races have, but the volunteerism aspect is equally important to local communities like Salina,” Craig said.&nbsp;

This year there are 1,378 runners from outside of the state of Kansas, which is a big increase from the 134 last year. Oklahoma is the leading state with 431 runners registered.There are 2,673 runners registered from outside of Salina with Wichita leading the way with 249 registered runners. Sponsorships and vendor fees allow for 100% of the race entry fees to be given to four local youth sports organizations.&nbsp;Vortex Companies is the 2023 Salina Crossroads Marathon Title Sponsor and over 50 organizations are providing support for the race. This&nbsp;amazing support from the community&nbsp;has enabled&nbsp;the Salina Crossroads Marathon to be one of the few marathons to provide 100% of the entry fees to a cause.&nbsp; The four organizations that the entry fees will be going to in 2023 are the Salina Family YMCA, Kansas Youth Sports, USD 305 School Marathon Foundation, and Salina Area Youth Sportsmanship Initiative.&nbsp;

The 2023 Salina Crossroads Marathon weekend will feature seven events: marathon, half marathon, 5K run, 5K walk, half marathon relay, marathon relay, and new half-mile kids run.&nbsp; “One of our goals with the Salina Crossroads Marathon is to create a high-quality event with fun race options for the entire family,” Craig said. “We hope that the 5K run, 5K walk, team relays, new half-mile kids run, and opportunities to volunteer and cheer on the runners will enable the entire community to come out and be a part of an amazing marathon weekend.&nbsp;The City of Salina has been amazing to work with. Sgt. Chad McCary and Brent Buchwald helped us to&nbsp;create a flat, fast, and scenic course&nbsp;and we are excited for some of the improvements to this year’s course.&nbsp;Staff at the City of Salina&nbsp;have also provided a lot of assistance in working through the special event permit process that allows us to provide some of the elements such as music along the course and an amazing post-race celebration that helps set us apart from other marathons in Kansas.”

The Salina Police Department has located the owner of the Chevy Equinox that was found engulfed by flames in Saline County yesterday morning.&nbsp;

According to SPD Sergeant Kyle Tonniges,  shortly after finding the vehicle early yesterday morning, SPD received a report of a stolen vehicle matching the charred vehicle's description.

The vehicle's owner was identified as Kindel Culver, 45, of Salina.

"That vehicle was reported stolen sometime overnight," Tonniges said.&nbsp; "So between Sunday evening at 10:30 p.m. and about 12:30 a.m. the next day when it was discovered by the Sheriff's Office." Tonniges said the 2010 Chevy Equinox was allegedly stolen from the 200 block of South Eighth Street in Salina.&nbsp;

Early this morning, the Saline County Sheriff's Department responded to a vehicle fire in the 4100 block of South Ohio Street in town. When Rural Saline County Fire District Two responded, fire engulfed the suspected Chevrolet Equinox.

"They couldn't tell what color it was," said Saline County Sheriff Roger Soldan. "The only thing we really have is the last two characters on the tag was 'MT,' but the rest of the tag was destroyed."

Soldan said the fire even destroyed the vehicle identification number, or VIN, making it harder to identify the vehicle.

The Saline County Sheriff's Department is working to find out who the vehicle belonged to.
