DICKINSON COUNTY—Law enforcement are investigating an alleged school threat in Dickinson County.

On Tuesday afternoon, the Dickinson County Sheriff’s Office was made aware of an altercation that occurred between students at Solomon School in the 400 Block of Pine Street in Solomon, according to a social media report from the Dickinson County Sheriff's office.&nbsp; Since then, the Sheriff’s Office was made aware of possible threats of violence to occur at the school on Wednesday. 

 An investigation was conducted Tuesday evening.  There will be a law enforcement presence in the area Wednesday as the investigation into the altercation continues.

Governor Laura Kelly recently appointed Allie Burris of Salina to a judgeship position in the 28th&nbsp;Judicial District. Burris will fill the vacancy created by the retirement of Judge Rene Young.

“Allie Burris has significant experience in the field of criminal law and a robust involvement in her community that will serve the 28th&nbsp;Judicial District well,”&nbsp;Governor Laura Kelly said.&nbsp;“I look forward to her continued contributions to her community as a district court judge.”&nbsp;

Burris is currently an attorney at Blackwell &amp; Struble and serves as an appointed defense counsel in drug court. She is active in the Salina community and is a board member for Big Brothers Big Sisters of Salina and the Salina Child Care Association.

“I am truly honored by the opportunity to serve my community in this capacity. Applies to construction that begins between Jan. 19, 2025, and Jan. 19, 2029, if placed in service before Jan. 1, 2031. R&amp;D Expensing Restored for Small Businesses.&nbsp; <a href="https://www.adamsbrowncpa.com/blog/expanding-rd-tax-credits-kansas/">Domestic R&amp;D </a>costs&nbsp;can now be expensed immediately for businesses with gross receipts under $31 million. These businesses may also retroactively deduct expenses from tax years beginning after Dec. 31, 2021. Businesses with average gross receipts under $31 million can begin expensing these costs in 2025. Also, large business taxpayers with R&amp;D expenses after 2021 and before 2025 may deduct remaining expenses over a one- or two- year period, beginning in 2025. Advanced Manufacturing Credit. Increases from 25% to 35%, incentivizing U.S.-based production facilities. Paid Family and Medical Leave Credit. Made permanent, providing continued support for employers offering leave benefits. Qualified Small Business Stock (Sec. 1202) Exclusion Expanded.&nbsp; For stock acquired after enactment, gain exclusions increase: &nbsp; &nbsp; &nbsp;50% if held for three years &nbsp; &nbsp; &nbsp;75% if held for four years &nbsp; &nbsp; &nbsp;100% if held for five years or more Opportunity Zones and New Markets Tax Credit. Both made permanent to support community investment.&nbsp; Farmland Sale Deferral (Sec. 1062). Tax from farmland sales to a qualified farmer can now be paid in four annual installments. Interest Exclusion for Ag Loans. Allows a 25% exclusion of interest received on loans secured by agricultural land. The borrower’s deduction is reduced proportionally.&nbsp; Percentage of Completion Exception. Certain residential construction contracts are now exempt from this revenue recognition method, helping small builders manage taxable income timing. EBITDA-Based Limitation on Business Interest Deduction Reinstated (IRC Sec. 163(j)). The bill permanently reinstates the EBITDA-based (earnings before interest, taxes, depreciation and amortization) formula for calculating the business interest expense limitation. A community health seminar meant to inform the public about the benefits of naturopathic practices, is set to occur in Salina this late September.

John and Deb Boesen from the Health Liberty Forum, are the co-hosts of this seminar. The Boesen's purpose for organizing this event is to inform community members about the benefits and cost-effective medical practices, naturopathy provides in holistic medicine. Holistic medicine focuses on treating the whole person by considering the interconnectedness of their physical, mental, emotional, social and spiritual well-being, rather than just treating the symptoms of an illness.

This seminar will occur on Wednesday, September 24 at the Salina Public Library, Prescott room (301 W Elm St) from 6:00 pm - 7:45 pm. The seminar is free and open to the public, with donations.

The Boesen's are inviting naturopathic practitioner <a href="https://isom.ca/profile/ron-hunninghake/">Dr. Ron Hunninghake MD</a>, from Riordan Clinic in Wichita. Dr. Hunninghake&nbsp;specializes in the care of people with chronic disease, cancer, nutritional deficiency and mental health. He will be teaching event goers about the 'Evolution of Naturopathy to Integrative Medicine' during the seminar.&nbsp;&nbsp;

Naturopathy is a form of holistic medicine that emphasizes the body's natural healing abilities and uses natural remedies to treat and prevent disease.&nbsp;According to <a href="https://www.webmd.com/balance/what-is-naturopathic-medicine">WebMD</a>, the goal of naturopathic medicine is to treat the whole person -- that means mind, body and spirit. It also aims to heal the root causes of an illness -- not just stop the symptoms. Naturopathic medicine is used to treat health issues such as allergies, headaches, fertility issues, digestive problems, obesity, hormonal imbalances, chronic pain and chronic fatigue syndrome

John stated naturopathy throughout history has been 'suppressed.' Naturopathy from 1938-1978&nbsp;led to the legal and economic suppression and growth of allopathic medicine, fueled by the drug industry, even so far as naturopathic physicians were accused of ‘dishonest medical practices.’

John hopes the information brought forth at the seminar will help others be more aware of holistic practices.

“Alot of the&nbsp;holistic practices are coming back into use and we want to share the information with people,” said John.&nbsp;“We want to expand this practice into people’s lives, so they can find help that does not have as many costs or side effects as traditional allopathic medicine does.”

He added that many health professionals have stated they want to 'restore bodies' with naturopathic practices.

“We have access to professionals who are saying we need to restore our bodies health with good information and that we need to keep the predatory medical model from advancing, because it has proven that it does not work,” said Boesen. "We are excited to host Dr. Ron Hunninghake for this seminar."

Community health seminar informing the public about naturopathic practices planned late September 

After another KS state fair, General Manager Bryan Schulz gave a recap of how the 112th annual fair went.

This year, the state fair welcomed a total of 300,784 attendees from the day it opened on September 5 - 14th. Schulz mentioned this number was down from last year's total. After 2020's cancellation due to COVID-19, which ended a 107 year streak since 1913, the following year in 2021 had a total of 278,000 people in attendance. In 2022, the fair welcomed 313,000. 2023 welcomed 330,000 and last year had 328,000 people.

The state fair had to resort to closing a few parking lots due to heavy rainfall. Shuttle routes were incorporated to accommodate fairgoers by transporting them to and from the fair. Schulz stated the heavy rainfall could have affected this year's total attendance numbers.&nbsp;

Schulz added that he and fair staff are looking into continuing and using the shuttle routes in a more effective way next year.

"This year we had an enormous amount of rain come through." said Schulz. "The water levels out in the parking lots and our fairgrounds were so high that there was no way people could have parked out there, but everything worked out fine."

On Saturday the fair was able to open back up to full parking.

According to Schulz, a study conducted by KSU showed that in 2017, the local economic impact for the city of Hutchinson, Reno County and the State of KS was about a $117 million. Schulz said they plan on receiving results of the local economic impact for this year's fair turnout. Schulz stated they should obtain those numbers closer to the end of fall or early winter of this year.

He commented they received alot of great feedback on the entertainment and food on the fairgrounds.

"Overall we heard alot of great compliments on all of the free stage entertainment and also heard alot of great things about the food as well," he said. "For our concert series, the numbers were up drastically from what they have been in the past. There was just so many different opportunities for everybody."

Next year marks the 250th anniversary since the US became an independent nation, along with 25 years since 9/11. Schulz said they plan on recognizing this for next year's fair.

GM Schulz gives recap of state fair 

Salina Police arrest a man after he allegedly stole a vehicle East of town.

According to the Salina Police Department (SPD) on Monday at around 6:00 pm, a victim reported their vehicle had been stolen from the 900 block of E. Prescott. The victim stated they could not find their vehicle, after they drove to work and were there for about 90 minutes.

The victim reported their 1998 Toyota Camry had been stolen from the area.

That same day at around 7:30 pm, SPD received a call from the Salina Rescue Mission (1716 Summers Rd.) about a man who showed up with a vehicle, which they knew the vehicle did not belong to him. Staff then took the keys from him and the man left scene. 

Staff also confirmed to police, the vehicle he arrived in was a Toyota Camry.

At around 10:30 pm, SPD found a man in the area of S. 9th and Broadway that matched the description staff from the Rescue Mission reported. Officers went to the man and arrested 35-year old Justin Chappell.&nbsp;

Chappell was booked into the Saline County Jail and was charged with Felony Theft.

SPD stated the victim left the car key on the door handle, key lock. SPD is reminding everyone to make sure in securing your property before leaving it unoccupied.

Suspect arrested after stealing a vehicle in East Salina

A Motorcyclist was injured after crashing into a deer on the K-4 Highway.

According to the Saline County Sheriff's Office on Monday, September 15 at around 8:20 pm, deputies were dispatched to the 6000 block of K-4 Highway for the report of a motorcycle crash. Reportedly, deputies found a 1993&nbsp;Harley Davidson, with no driver and dead deer on the scene.

Later on at around 8:50 pm, a family member of the motorcyclist told authorities they were headed to a medical facility in town with 49-year old, Derek Blaha (Gypsum) who reportedly was the driver of the motorcycle.

The Sheriff's Office stated Blaha was going westbound on K-4 when he struck a deer, ejecticing him off the motorcycle. Blaha suffered non-life threatening injuries that included, scrapes/abrasions on his body and stitches to the forehead. 

It was reported that Blaha was not wearing a helmet.

The Kansas Highway Patrol reported a 2017 Ram 2500 driven by Sean Anthony&nbsp;Cole, 18, Chapman, was southbound on U.S. 77 at Kansas 57 with a green traffic light.&nbsp; A 2016 Toyota Tacoma driven by Christian Alonso Hernandez, 28, McKinney, texas was westbound on U.S. 57 with a red traffic light. The vehicles collided in the intersection.

EMS transported both drivers to Stormont Vail. Both drivers were properly restrained, according to the KHP.

Kansas teen hospitalized after 2-vehicle crash

SALINE COUNTY —A well known Kansas Highway Patrol Trooper used social media to announce his retirement Monday evening.

KHP Trooper Ben Gardner wrote he was deeply fatigued after 26-years with the Patrol.&nbsp; The news comes after the Patrol earlier this month was forced to issue a statement involving&nbsp;confusion over a personal social media post by Gardner. The KHP wrote, "The KHP is aware of a social media post by an employee who appears to be either soliciting or accepting donations in furtherance of personal travel."

On his private social media page September 1, <a href="https://hutchpost.com/posts/55d07e51-697f-4176-9206-a43710f4937a">Gardner wrote that he was</a> driving his Jeep back and forth to Michigan and using a lot of gas. He wrote, "folks had already reached out, so he shared ways that others could help."

Not everyone believed the post was actually from beloved Trooper Ben.

The Kansas Highway Patrol responded, "Because the employee's private posts are often difficult to distinguish from their professional posts, the messages can be confusing and are neither approved by nor associated with KHP business."

On Monday night, Gardner wrote about his retirement.

"Of all the posts I’ve ever made, this one may be the most important. A significant shift from what life has been…"

"This evening, I sat at my laptop and typed the words that made it real. I sent the email. My official notice of retirement.For years, I’ve struggled with this decision. Do I hold on longer, or do I take the step forward?

"The choices I made were always about moments where I could make a meaningful impact with the people around me. Salina Area United Way will receive 50% of all single car wash sales made during the September 19th event. The remaining 50% will be donated to the company’s longtime corporate partner, Annandale Village, a non-profit organization dedicated to providing progressive life assistance to adults with developmental disabilities.

This year, Salina Area United Way is making the event even bigger by hosting a "Give Back Block Party" alongside "Tidal Wave Charity Day." The community is invited to enjoy food, music and fun while supporting a great cause.

Throughout the day, the Block Party will feature even more ways to give back and enjoy:

o Panera Bread – 20% of sales donated back to SAUW with flyer or code FUND4U at checkout.

o IHOP – 20% of all sales benefiting SAUW.

o Wanderlust Foodie Truck – Serving smashburgers and drinks, with 10% of sales supporting SAUW.

o Purchase a single wash or make a donation to be entered into a $100 Tidal Wave gift card drawing.

A group of fourteen activists, from across the country, including nine Kansans, were arrested by the D.C. Metropolitan Police Department protesting the impending loss of assistance for housing across the country.

The group disrupted lunch in the busy Dirksen Cafeteria, setting tents in the lunchroom and chanting “housing is a human right.” Thirteen of the group were arrested and released in hours, Becky was held overnight on additional charges of AOP Resisting Arrest. Arraigned the next day she was released to an enthusiastic cheer from the crowd for her action.“I am from the heartland of America, the middle of America, the line in Kansas and I want the world to know that there is a spark in the middle – even - of the United States,” Norlin said. “I am in love with the people in my country and my community, and the people that I work with every day. This was a no-brainer for me.”The Free State Advocates travelled to Washington D.C. for an act of civil disobedience protesting proposed cuts to the Housing and Urban Renewal in the recently proposed appropriations bills. The Free State Advocates are a coalition of ten state-wide political organizations: ORGS. Represented by fourteen Kansans from across the state, nine members provided jail and court support for Hermosillo while the rest headed back to Capitol Hill to continue their advocacy. With a meeting scheduled with the office of Senator Jerry Moran, and after being met with silence after weeks of outreach to their remaining federal delegation, they were determined to bring the voices of their neighbors to their elected leaders.The Free State Advocates travelled from House offices to Senate offices, popping in to ask to talk with their leadership or aides. In Congresswoman Sharice Davids’s office, they were allowed a comfortable impromptu meeting with Senior staff who heard feedback on the needs to protect immigrants, the poor, and the queer community. In Ron Estes’s offices aides met the group with a sense of reservation, asking them to state their issues and were quickly asked to depart. For their meeting with Senator Moran’s staff, they were brought to an internal conference room where they sat around the table discussing concerns about National Guard deployments to Wichita – where the crime rate is four times worse than in D.C. – about education, and about preservation of the federal safety net.“I’m the only trans member of the group, I need to push my voice just as much as I’m helping to push everyone else's," says Jesseka Greene, from Abilene, who travelled with the group to advocate for special education funding. “There is no difference between my civil rights and your civil rights. Some people feel uncomfortable with me, but that’s their deal and has nothing to do with me. In Moran’s office, I felt heard. I felt the emotional response I got when I got into the details of my experience as a trans woman looking for a job, after a lifetime of struggling through school needing more support.”On Friday, September 12 the final day of advocacy for the coalition of organizers and activists, they spent the day on Capitol Hill. In Kansas, at meetings and protests across the state they gathered hundreds of yellow notecards with handwritten notes asking the federal government to meet the needs of the average Kansas. They lined the steps to the United States Capitol with the voices of their community, constructing a yellow brick road in hopes that their members of Congress will be able to follow the will of the people home.
