Chiefs' Butker receives AFC Player of the Week honors

David Usher, chief financial officer for a 12-bed rural hospital in western Kansas, is sitting on $1.7 million he's scared to spend.

The
 money lent from the federal government is meant to help hospitals and 
other health care providers weather the COVID-19 pandemic. Yet some 
hospital administrators have called it a payday loan program that is now
 brutally due for repayment at a time when the institutions still need 
help.

Coronavirus cases have "picked up recently and it's quite 
worrying," says Usher, who is the chief financial officer for Edwards 
County Medical Center in Kinsley, Kansas. He would like to use the 
federal loan money to build a negative-pressure room. Such rooms are a 
common and effective tool for keeping contagious patients apart from 
those in the rest of the hospital.

But he's not sure it's safe to spend that cash. Officially, the total repayment of the loan
 is due this month. Otherwise, according to the loan's terms, federal 
regulators will stop reimbursing the hospitals for Medicare patients' 
treatments until the loan is repaid in full.

When will the creditor come calling?

The
 federal Centers for Medicare &amp; Medicaid Services has not yet begun 
trying to recoup its investment, with the coronavirus still affecting 
communities nationwide, but hospital leaders fear it may come calling for repayment any day now.

Hospital
 leaders across the country say there has been no communication from CMS
 on whether or when it will adjust the repayment deadline. A CMS 
spokesperson did not respond to our questions by publishing time.

"It's
 great having the money," Usher says. "But if I don't know how much I 
get to keep, I don't get to spend the money wisely and effectively on 
the facility."

Usher took out the loan from Medicare's Accelerated
 and Advance Payments program. The program, which existed long before 
the pandemic, was generally used sparingly by hospitals when they were 
faced with emergencies such as hurricanes or tornadoes. It was expanded 
for use during the coronavirus pandemic — part of billions approved <a href="https://khn.org/news/amid-coronavirus-distress-wealthy-hospitals-hoard-millions/" target="_blank">in federal relief funds</a> for health care providers this spring.

A
 full repayment of a hospital's loan is technically due 120 days after 
it was received. If it is not paid, Medicare will stop reimbursing 
claims until it recoups the money it is owed — a point spelled out in 
the program's rules. Medicare reimburses nearly <a href="https://data.cdc.gov/Administrative/Provider-Relief-Fund-Accelerated-and-Advance-Payme/v2pi-w3up" target="_blank">$60 billion in payments</a> to health care providers nationwide under Medicare's Part A program, which makes payments to hospitals.

More
 than 65% of the nation's small, rural hospitals — many of which were 
operating at a deficit before the pandemic — jumped at the Medicare 
loans when the pandemic hit because they were the first funds available, says <a href="https://www.ruralhealthweb.org/about-nrha/staff-directory" target="_blank">Maggie Elehwany</a>, former vice president of government affairs for the National Rural Health Association.

CMS halted new loan applications to the program at the end of April.

"The
 pandemic has simply gone on longer than anyone anticipated back in 
March," says Joanna Hiatt Kim, vice president of payment policy and 
analysis for the American Hospital Association. The trade association <a href="https://www.aha.org/system/files/media/file/2020/07/cms-urged-to-delay-repayment-of-accelerated-payments-letter-7-29-20.pdf" target="_blank">sent a letter</a> to CMS in late July asking for a delay in the recoupment.

On
 Monday, the House Appropriations Committee included partial relief for 
all hospitals in a new government funding plan. The committee's proposal
 would extend the start of the repayment period for hospitals and the 
amount of time they are allowed to take to repay.

The <a href="https://appropriations.house.gov/sites/democrats.appropriations.house.gov/files/Continuing%20Appropriations%202021%20Extensions%202020%20Summary.pdf" target="_blank">continuing resolution</a>
 that includes this language about relief for hospitals (among many, 
many other things) is still being hammered out, though it does face its 
own deadline: It must be approved by the House and the Senate within the
 next nine days or the federal government faces a shutdown.

"Still in the middle of this crisis"

Tom Nickels, executive vice president at the AHA, says his organization appreciates the House committee's effort to address the loans in the new bill, but full forgiveness of the loans is still needed.

Sen.
 Jeanne Shaheen, a New Hampshire Democrat, has called for changes to the
 loan repayment period for months and said Monday "our work is far from 
over."

"We are still in the middle of this crisis — from both health and economic standpoints," Shaheen says.

Meanwhile,
 hospital administrators like Peter Wright are holding their breath, 
waiting to see if, in order to settle the debt, Medicare will stop 
making payments to hospitals, even as the facilities continue to grapple
 with the coronavirus in their communities.

"The feds, if you owe 
them money, they just take it," says Wright, who oversees two small 
hospitals for Central Maine Healthcare in Bridgton, Maine. He says his 
health care system took the money because "we had no other choice; it 
was a cash flow issue."

For many hospitals, Medicare payments make
 up 40% or more of their revenue. Not being reimbursed by Medicare would
 be crippling — akin to a household losing nearly half its income.

"We have no idea what we're going to do if we have to pay it back as quickly as they say," Wright says.

In
 rural Kentucky, hospital executive Sheila Currans says she "vacillated"
 for about a week or so, trying to decide whether to tap the loan 
program for her hospital — she knew it would have to be repaid and 
worried that could prove difficult.

"It was a desperate time," 
says Currans, chief executive of Harrison Memorial Hospital in 
Cynthiana, Ky. In early March her hospital was the first in the state to
 treat a COVID-19 patient, she says.

The hospital immediately quarantined dozens of staff members at the time and
 shut down elective procedures. Once COVID-19 was confirmed in the 
community, there was a "horrible fear" among residents of getting 
infected, Currans says, and that kept people from seeking outpatient 
care as well.

"Through March and April and most of May, I was in a
 complete spiral," Currans says, and by the end of April her hospital 
was losing millions of dollars. To cope with the pandemic, she 
furloughed staff and turned one wing of the hospital into a "cough 
clinic" to be used exclusively by patients whose symptoms suggested they
 might be infected with the coronavirus.

Currans says the hospital
 is still seeing cases of COVID-19 show up, but other patients are 
beginning to return for services, too, such as at the outpatient 
clinics.

In terms of the hospital's finances, "it's still not a 
wonderful time," Currans says, adding that the Medicare loan and other 
support from the federal government "helped us — at least for now — 
survive it."

She's hoping the repayment demand will be pushed back to 2021 or, perhaps, the loan will be forgiven.

"I know it's a pipe dream," Currans says. "But this has been a historic event."

Lunchtime in China lasts for two hours, from noon to 2pm. Students and parents then return to finish their 8-hour day from 2pm until 6pm. This is a prime time to watch television. China also seizes this time to educate about new developments.

China is expanding the use of cameras in public spaces, although still somewhat behind England and other highly monitored European countries. However, while eating lunch last year in China, I was able to watch footage on CCTV of an older man extorting money from passing motorists.

China has more cars than any other country and there is a shortage of parking. Many side streets are just one lane with cars parked along both sides and a narrow single lane down the middle.

Unaware that there had been a camera installed on this street, this older gentleman walked alongside the driving lane, rather than on the sidewalk. He walked in the same direction as the cars that would have to slowly squeeze by him from behind. At the moment he detected the car coming from behind was alongside, he leaned out slightly so the mirror would hit his arm. He then dramatically acted as if it had hit him and pushed him against the parked car.

The motorist would immediately stop, hop out and console this poor man that he had apparently struck with his mirror. Insofar as any car-pedestrian collisions can result in hefty fines, the older man acting in pain and holding his shoulder suggests that a few hundred yuan would suffice for his injuries and avoid filing a report. Of course he is not injured at all, but good at acting.

This roadside extortion is called “peng ci” or a pretend crime and it was becoming common. It worked until more cameras were installed. Now, by showing this on noon television, it soon brought this extortion to a halt. The driver could merely say “I’ll wait to see the camera footage.” If the criminal states that there is no camera on that street, it reveals that he has checked that beforehand and is trying to extort money.

My Chinese colleagues appreciate the fact that outside public behaviors are subject to cameras recording street scenes and apartment entrances. China is nearly five times more crowded than the U.S. This helps the unarmed police monitor public places and see more than if they were walking the beat. My colleagues also ask me why Americans do not want surveillance cameras in public places? It is hard to explain why we would not want to be able to detect and record criminal activity. &nbsp;&nbsp; &nbsp;

But once they enter their homes, they expect privacy.&nbsp; And that is where Americans are giving up far more privacy than in China. We purchase Echo, Alexa and other “virtual assistant” devices so we can ask it to play certain music or answer some factual question. But companies that produce them can listen in on in-home conversations for various technical reasons.&nbsp; And that is an invasion of privacy that my Chinese colleagues would not like.

Our assertion of a right to privacy when we are out in public strikes them as strange. That is where many harmful acts occur and where they can be stopped with cameras. The old man pretending to be hit by a car mirror would not do that if a policeman was present, and the camera serves as a witness. Why do we fear cameras in public but then give away our privacy at home?

And when a West Coast terrorist was killed by police after shooting many victims, why would the cell phone company not unlock his phone so police could see if he was communicating with other dangerous terrorists? Fortunately, with time the police were able to hack into the phone, but without the help of the company.&nbsp;&nbsp;

You have undoubtedly noticed that if you search online for a product, that within a short time your screen is bombarded with a gadzillion ads about that product. While Americans demand privacy, the big online services are making millions tracking our online actions and selling that information. What we deny to government we give away to businesses.

The Sept. 4 issue of “The Week,” describes how the Secret Service bought location data generated by smartphone apps.&nbsp; “Law enforcement agencies must get a warrant to ‘compel a company to provide location data,’ but there is nothing that bars an agency from ‘simply buying the data instead.’”

China is nearly five times more crowded than the U.S. This helps the unarmed police monitor public places and see more than if they were walking the beat. My colleagues also ask me why Americans do not want surveillance cameras in public places? It is hard to explain why we would not want to be able to detect and record criminal activity. &nbsp;&nbsp; &nbsp;But once they enter their homes, they expect privacy.&nbsp; And that is where Americans are giving up far more privacy than in China. We purchase Echo, Alexa and other “virtual assistant” devices so we can ask it to play certain music or answer some factual question. But companies that produce them can listen in on in-home conversations for various technical reasons.&nbsp; And that is an invasion of privacy that my Chinese colleagues would not like.Our assertion of a right to privacy when we are out in public strikes them as strange. That is where many harmful acts occur and where they can be stopped with cameras. The old man pretending to be hit by a car mirror would not do that if a policeman was present, and the camera serves as a witness. Why do we fear cameras in public but then give away our privacy at home?And when a West Coast terrorist was killed by police after shooting many victims, why would the cell phone company not unlock his phone so police could see if he was communicating with other dangerous terrorists? Fortunately, with time the police were able to hack into the phone, but without the help of the company.&nbsp;&nbsp;You have undoubtedly noticed that if you search online for a product, that within a short time your screen is bombarded with a gadzillion ads about that product. While Americans demand privacy, the big online services are making millions tracking our online actions and selling that information. Maine’s Susan Collins, who is in a tough reelection battle, said Saturday that she believed replacing Ginsburg should be the decision of the president who is elected Nov. 3. Three more defections from the GOP ranks would be needed to stop Trump’s nominee from joining the court.

At stake is a seat held by a justice who was a champion of women’s rights and spent her final years on the bench as the unquestioned leader of the court’s liberal wing. Senate Democratic leader Chuck Schumer of New York convened a conference call with Democratic senators at midday Saturday, according to a person on the private call who was not authorized to discuss it publicly and spoke on condition of anonymity. He told senators the “number one goal” must be to communicate the stakes of the confirmation vote.

Schumer also warned that if Republicans push through the nominee, “nothing is off the table” for Senate rules changes to come, the person said.

Ginsburg’s death seemed certain to stoke enthusiasm in both political parties as the election could now be viewed as referendum on the high court’s decisions, including the future of abortion rights. Democrats raised more than $71 million in the hours after Ginsburg’s death, indicating her passing has already galvanized the party’s base.

Hundreds of mourners gathered for a second night outside the Supreme Court building, holding candles in honor of Ginsburg and listening to a succession of testimonies and rallying speeches. Among the speakers was Sen. Elizabeth Warren, D-Mass., who eulogized Ginsberg as “an icon, a trailblazer and a friend” and accused McConnell of seeking to cynically hijack the confirmation process.

“Today Mitch McConnell and his henchmen think they can ram through a Supreme Court justice only 45 days before the election,” Warren said. “What Mitch McConnell doesn’t understand is that the fight has just begun.”

A confirmation vote in the Senate is not guaranteed, even with a Republican majority.

It could motivate conservative voters to rally behind Trump and GOP senators or it could push away moderates who prefer to see the Senate stick to norms or are fearful of a right-leaning court stripping away women’s right to choose an abortion.

John Fischetti, who waited in line more than two hours to enter Trump’s Fayetteville rally, said replacing Ginsburg would inflame tensions but was within the president’s rights.

“I would assume it would make everyone more energized,” Fischetti said of the political repercussions. “Trump’s people want him to always press forward.”

Four GOP defections could defeat a nomination, while a tie vote could be broken by Vice President Mike Pence. After Collins’ decision, focus grew on Sens. Lisa Murkowski of Alaska and Mitt Romney of Utah, who have been critical of Trump and protective of the institution of the Senate.

FHSU alums: Homecoming @ Home this year

For the eighth time in his career, Mitch Gebhardt has led the Trojans to a 3-0 start to their season. This time around the accomplishment came with a 42-0 rout of the Ellsworth Bearcats.

Ellsworth struggled to do much of anything with the ball, as the Trojan defense held them to under 200 yards of total offense en route to the team’s second shutout of the year.

Southeast has not allowed an opponent to score since the second quarter of their week one win over Minneapolis.

“It’s just the will of the team,” Trojan safety Jaxson Gebhardt said. “We don’t want anybody to score on us and any time we can keep a zero up on the board for them it’s a good game.”

While his defensive effort was good, Gebhardt lit up the scoreboard at quarterback, completing 13 of his 17 passes including a touchdown to Eli Harris. Gebhardt also carried the team in the rushing game, racking up 145 yards and three touchdowns on 16 carries.

In addition to the undefeated start, Southeast of Saline also locked up the NCAA title tonight as Republic County fell to Minneapolis 20-14.

The Trojans have owned at least a piece of the league title in each of the last three seasons and in six of the last seven.

Southeast got the scoring started with a seven yard Gebhardt touchdown run on their first drive of the game.

After fumbling the ball away on their very next drive, the Trojans hit the gas and never looked back, scoring on their next four consecutive possessions.

DAVE SAYS: Get practical when it comes to saving

TOPEKA, Kan. (AP) — Kansas’ health department has suspended its reporting on individual businesses and locations where clusters of coronavirus cases have occurred after only a week, saying it wants to make sure the data does not include cases that aren’t current.

The department’s top administrator, Dr. Lee Norman, acknowledged that the data the agency began releasing Sept. 9 about coronavirus clusters could leave the impression that some outbreaks currently are more severe than they are Norman said the department wants the data to better reflect current casesT

The department said it expects to resume releasing the data next week. The agency had resisted releasing the information for months but then said it would disclose institutions that had more than five cases in the previous 28 days and businesses linked to at least 20 cases. It said clusters would be removed once there were no new cases for 28 days.

“If there’s old info from March and April but it’s still going on then that’s not a material risk to those people,” Norman said. “It’s important that people have actionable and recent, current, contemporary information to make choices on.”

Kansas reported 596 clusters as of Wednesday, accounting for nearly 12,000 reported cases, or almost 24% of the nearly 51,000 cases reported in the state since early March. But the health department said only 191 clusters remained active, accounting for about 6,700 cases.

The department reported an outbreak at a Simmons Pet Food Plant in Emporia, but Julie Maus, a spokesperson for the Arkansas-based company,&nbsp;<a href="https://www.cjonline.com/news/20200916/kdhe-pulls-back-on-cluster-reporting-defends-covid-19-death-statistics" target="_blank">told The Topeka Capital-Journal</a>&nbsp;that fewer than 1% of the 1,200 employees currently have the virus. That would be below the threshold of 20 cases used by the health department in naming businesses.

The department replaced the site-by-site listing on its website with a statement beginning, “We received lots of feedback, both positive and negative, after releasing the locations of active outbreaks last week.”

Business groups had complained that releasing the locations of clusters could lead to public shaming and economic harm.

Meanwhile, the Johnson County Board of Commissioners narrowly voted on Thursday to continue requiring face masks in public, after leaders of all six county school districts urged them in a letter to keep the order in place. The decision was made after a more than three-hour discussion where roughly 50 residents of the state’s most populous county spoke both for and against the mandate, The Star&nbsp;<a href="https://www.kansascity.com/news/politics-government/article245803045.html" target="_blank">reported</a>.

In the Wichita area, Sedgwick County health officer Dr. Garold Minns eased the county curfew on bars and nightclubs aimed at fighting the spread of COVID-19. Sedgwick County commissioners had voted unanimously Wednesday to request changing the curfew to midnight, The Wichita Eagle&nbsp;<a href="https://www.kansas.com/news/politics-government/article245806735.html" target="_blank">reported</a>.

The issue was that the 11 p.m. curfew was widely rejected and not followed by bars and night clubs across Wichita, whose owners say they need to stay open later to make enough money to survive.

DEFENSIVE COORDINATOR STEVE SPAGNUOLO

Q: The interior defensive line position and the depth at corner looks like it’s really going to be tested on Sunday. What are your thoughts about your depth there? How do you feel some of the new guys did at those spots, particularly L’Jarius Sneed and Tershawn Wharton?

SPAGNUOLO: “I’ll tell you what, I’m very encouraged by what those guys did last week. They were thrown in the fire. We planned to play LJ (L’Jarius Sneed) quite a bit. Terk (Tershawn Wharton) had to hop in there with the injury. Looking to those guys to continue to step up. We’re going to get some more bodies in there. I thought Rashad Fenton did a nice job last week. Those guys have gotten a lot of work this week and certainly will through the rest of the week. Hopefully they can step up and play well.”

Q: Last year when you prepared for the Chargers, it was Philip Rivers and Melvin Gordon but now it looks a little different. What did you see in their tape against the Bengals and what are some of the challenges against Tyrod Taylor?

SPAGNUOLO: “Yeah, I was with Tyrod in Baltimore. I have extreme respect for him. He’s a premier athlete. I know he’s been in the league for a little bit, but I respect his athletic ability, what he can do when he tucks the ball down, how he can extend it down. I’ve seen it in practice, I’ve seen it in games in Baltimore and at Buffalo. I’ve got a lot of respect for him. What I saw last week was a team that came out in the second half and decided that they were going to win that football game by running the football. I thought they did it really, really well. That was impressive to me the way they won the game, the way they hung in there. Listen, they’ve got weapons, we know that. I’ve got respect for the quarterback because I’ve been around him. I know that our guys feel this, it’s going to be a heck of a challenge, it’s early in the year and we need to find a way to win a divisional game.”

Q: What gives you confidence that you guys will be alright if Charvarius Ward is unable to go?

SPAGNUOLO: “Look, obviously Rashad (Fenton) and LJ (L’Jarius Sneed), if they have to go out there and play corner, haven’t had as many snaps as the guys we’ve had there before. It’s good that LJ has a game under his belt and that Rashad got out there and played a little bit last year. I think any of the other nine guys need to step up. We need to help them here and there, make sure the quarterback isn’t sitting back there with the ball too long, which is where our D-Line comes into play. I’ve got to call certain things to help those guys out. All of that in mind, hopefully we can wrap it up into a good package and certainly all 11 of us will have some success and make sure those guys have it too.”

Q: With Frank Clark specifically, is Thursday night the best you’ve seen him get off the line of scrimmage? Is that simply health or do you feel like you just have more options?

SPAGNUOLO: “The health is huge. Losing Alex (Okafor) hurt us a bit because he’s always a guy who does a lot of different things for us. Getting to your point on Frank and the take-off, I thought he did a great job of whatever it was that he was picking up. Listen, pass rushing and the D-Line is all about the get-off, especially on third down situations. I watched Frank yesterday work on that off to the side while we were doing one-on-one against the O-Line and it wasn’t even one of his reps. He was over there working on his get-off. I think he realizes how important that is and I agree with you. He looked pretty good at it last week.”

OFFENSIVE COORDINATOR ERIC BIENIEMY

OPENING STATEMENT: “How are we doing today? Everybody good? Well, good. Just a quick word here. It feels good to come in off a victory against a good opponent. I thought our guys played hard, played fast, had some good energy, had a good focus about them. I thought overall, we played a clean game however, we have some things that we need to clean up, that we need to improve upon that will help us over the course of this season. With that said, I’m all ears.”

Q: How important do you think it was to establish the run game?

BIENIEMY: “It’s always good to establish the run game because it opens up a lot of different things. Especially with the quarterback that we have and the receivers that we have out on the perimeter. I thought the young kid (Clyde Edwards-Helaire) did a heck of a job but hats off to the guys in the front. Our O-Line did a heck of a job of keeping Pat (Patrick Mahomes) clean and they did a heck of a job of blocking in the run game. Kudos to our tight ends and our receivers down field as well. The kid did a very good job. There are some things, and some reads that I know he missed and I know he’d want to take back. Those are the little things that will help him grow and continue to move forward in the season.”

Q: What do you see different at the O-Line and how do you see these new guys working up front different than last year?

BIENIEMY: “I just think that having this time together, Coach Heck has always done a great job of getting these guys to play. Obviously, Fish (Eric Fisher) came out. He’s a veteran who has been here for a number of years. Mitchell Schwartz stood up and did a hell of a job and I mean, Austin Reiter. Those three have been playing together for a while now and now you bring (Andrew) Wylie back into the mix and you bring KO (Kelechi Osemele). These guys do a heck of a job of playing for one another, they do a great job of communicating with each other, and they just have a good chemistry. When you have that combined with a unique runner as we have, we have a chance. As I said, out on the perimeter, we have unselfish football players. Those guys get it. They understand that it’s not about the personal stats, it’s about whatever is going to help us accomplish the goal. The goal is always to win. ‘How are we going to get that done? I need to make sure that I’m doing my part when called upon and if that means that I have to go block down field, then I have to go block down field. If that means I have to run X amount of routes, then I’ll run my route to perfection.’ Those guys play for one another and that’s what makes this team so special.”

Q: Kelechi Osemele has a little bit more of that brawler quality about him. Does that bring something different to your O-Line?

BIENIEMY: “I’m just going to say this, and I’ve said this before, but he is a competitive prick. We love the attitude and the determined mindset that he brings to our room. He’s the guy who wants to brawl each

and every play. On top of that, he’s just a tough guy. He understands the dynamics of our O-Line room and he just brings that chemistry together, brings that group force with him when he’s out there and playing. He wants the ball to be ran behind him. Also, he understands exactly how we’re going to go about doing this. We want to make sure that we’re playing smart, playing hard, playing fast, but more importantly that we’re being accountable and we’re not doing anything that’s going to keep us from accomplishing our goals. What a great kid. I love everything that he brings to the table and I think he’s just been a great addition.”

Q: What are your expectations for the offensive line as they face Melvin Ingram and Joey Bosa this week? Do you foresee the protests and demonstrations continuing or was it just a one-week deal?

BIENIEMY: “Well, first of all, I think our offensive line did a heck of a job last week. Each and every week, they’re going to be tested. Every week there’s going to be somebody across on the other side of the ball that is going to present a challenge. We know what Bosa is capable of, we watched him this past weekend on TV and watched all of the things that he can do. We know what Melvin Ingram brings to the table as well. On top of that, they’ve got a couple of young guys inside that do a hell of a job as well, with (Isaac) Rochell and the young guy (Jerry) Tillery coming in. How about the free agent pickup of Linval Joseph, the kid out of Minnesota that they have. Each and every week, we’re going to be presented with a challenge. Our guys have been around enough, they’ve played enough ball together, they understand that challenge and we understand that those are some dynamic football players. We have to make sure we’re putting our guys in the right position and making sure that we’re giving them the appropriate help so they can execute and keep the quarterback clean. As far as the protests, I’m all in for whatever the players choose to do. Whatever they decide. Right now, I’ve been focused on the game plan. I haven’t asked because they know when I’m locked in, I’m locked in. They’ll let me know and instruct me on exactly what we’re doing moving forward. I will say this, hats off to them. These guys have utilized their voices, they’re using their platforms. I’ve been very, very proud of the way they have handled everything.”

Q: I wanted to ask specifically about Kelechi (Osemele). What does a guy like him and his brawler mentality bring to the group?

HECK: “Absolutely. He is a very physical football player; he has been his whole career. He’s got one speed. We’ve had some guys around here similar to that, you think about Larry (Laurent Duvernay-Tardif), he’s a one speed guy. Kelechi brings that. When you collect guys that have that, in our case with Kelechi, it’s infectious. It carries over to other guys. He plays good, physical football. On top of that, he’s experienced. He’s been around for a while. He brings experience to the table, he knows the game, so we’re glad to have him.”

Q: Have you identified the problems that you might have had running the short yardage and goal-to-go situations the other night?

HECK: “Yeah, we had a look at that, and we talked about as an offense, an offensive line in particular, when we’re in critical situations, we have to be able to step up and handle the situation. It’s hard to say if it’s just this one thing or if it’s another. It boils down to execution and fundamentals. Whether that was a breakdown in awareness or fundamentals, we recognize that’s an area we need to be better in.”

Q: Can you talk about the conversations that are held about fourth down and what your input is for what the plays might be? Who all is involved in the discussion about which plays to possibly run?

HECK: “There’s a couple of ways to look at that. First off, you’re right. The conversations are occurring. Part of it, initially, is kind of compartmentalized. We all handle our areas of the game, what we think they’re going to do in a situation, what do we like in that situation. Whether it’s a few of us working in the run game on what we want to do in a short yardage situation. It’s the same thing in the pass game, we’ve got guys who are looking at that. Coach Reid and Coach Bieniemy put that all together. There’s another conversation and of course it starts with Coach Reid. ‘What do we want to do?’ And Pat, I’m sure, is involved in that. ‘What will we do in this situation?’ So, we work as a team on that. Ultimately, whether or not you’re going to go for it, Coach Reid is going to be taking the lead on that. I’m going to be heavily involved on what we do run-wise in a situation and whether or not we call that run, is Coach’s call.”

Q: What do you think makes your line a little bit better equipped for some of the inside zone concepts we saw on Thursday night?

HECK: “It’s a very common run concept throughout the league. Everybody runs inside zone. We’ve done a lot of it over the years. We do a lot of different things, but we get a lot of practice at it. Runners and our linemen understand the angles. We have the addition of throw options, things that look just like the pass game, so we feel like even though it’s a simple concept, we can still put pressure on the defense. Our guys know how to execute it.”

RUNNING BACKS COACH DELAND MCCULLOUGH

Q: If you’re going to be affective down at the goal line, how vital is it to be able to change things up? How much easier is it when you kind of bring in some of the nuances you guys are known for that you didn't really seem to go to in the Texans game?

McCULLOUGH: “Well, I can tell you speaking from the running back perspective, we take it very personally if we didn't score because when you look at those, I mean it was a situation where Clyde (Edwards-Helaire), again with it be in his first game in the NFL with no preseason etc., live opportunities down there on the goal line, bottom line is, if you follow all the keys that we’re coached up to do in that room, he scores. So some of the things we talked about right now will be a moot point. But again, as he continues to grow and he’ll take a big growth after last game and he'll take another big step into this game, but regardless of what the plan is, when we are down there, the running backs job is to score and we need to do everything we coach to do and we'll score a touchdown.”

Q: Having seen Clyde Edwards-Helaire in a game for the first time, did you learn anything about him? What are your thoughts on him as goal line, short yardage runner?

McCULLOUGH: “Well, I mean what I learned about him is he is as advertised as far as being able to make guys miss, run with low center gravity, contact balance, different things like that, vision. But also on the flip side is you know we found out he's a rookie. This is first game he played, no preseason so it was a couple of – a bunch of things going on all at once in that game. At the end of the day, we were very – well, I was very encouraged with his offense, we as a team organization were very encouraged with what he did. We know that there would be some big steps coming forward. As far as him on the goal line, I know I answered this with the last gentleman just following all our keys, not trying to say, ‘you know what I'm just going to get in by any means necessary,’ but if you just follow the reads and the footwork, we're having a different conversation about Clyde as a goal line running back.”

Q: When it comes to Clyde Edwards-Helaire did you find that his vision and patience was right where you thought it might be? Or were you pleasantly surprised with just how far advance it was?
