She spent countless nights, eyes wide open, her mind wrestling over the safety and education of the 17,000 children she swore to protect.

She thought of her own kids, two in high school and one middle-schooler — the reasons she ran for Rock Hill’s school board six years ago.

And she made the hardest decision of her life: a vote to reopen schools amid&nbsp;<a href="https://apnews.com/VirusOutbreak">the coronavirus pandemic</a>, splitting students into two groups that would each spend two days a week in classrooms, with virtual learning the other school days.

“We have an impossible decision to make. And we still have to make it,” Miller said from a tiny box on Zoom at the board’s July meeting.

And in South Carolina, with some of the country’s&nbsp;<a href="https://apnews.com/42513113bc4821cf291b374ac0541f82">worst virus numbers,&nbsp;</a>even state leaders can’t agree. Gov. Henry McMaster contradicted his education superintendent and said schools must allow a five-days-a-week option for working parents. School boards were left to untangle the mess - Rock Hill called an emergency meeting and ultimately kept its staggered plan.

There’s been plenty more to resolve: Should classes be delayed until after Labor Day? How do kids get to school with buses at half-capacity for social distancing? What about masks and protective equipment? Should students have drama or orchestra if there are no public performances? What will student athletes do in a place like Rock Hill, known for sending football stars Jadeveon Clowney and Stephon Gilmore to the NFL?

School boards represent democracy at its local core: the backbone of communities, a check on superintendents, and the most direct way to influence education policy. And Rock Hill’s strategy was very democratic. The board officially listened to eight committees, some made up of dozens of parents and business or community leaders. Each member spent dozens of hours in emails and informal discussions with people in and around their city of about 75,000 people.

There were teachers to consider. Susan Fields told the board last month, in its first in-person meeting since the pandemic, that she has lupus and must protect herself: “I love my kids, and for 25 years I have always put my students first. This is very odd for me ... for once I am standing up as an educator.”

Special education teacher Shannon Gonzalez reminded the board that it promised extra face shields and gloves for those like her who work with students with significant developmental delays.

“It is impossible to teach a class like mine without constant physical contact,” Gonzalez said. “They need hand-over-hand assistance for most everything they do. And for the last eight years, it has been my hand over their hand. It has been my face level with theirs calming them as they come out of a seizure.”

And there were parents. At a July meeting, Emily Bell thanked the board for their careful, thoughtful work and told them she wasn’t sure what she would do with her daughter in elementary school.

“In the morning, I’m ready for virtual school,” Bell said. “And in the afternoon, I’m ready for my child to be back in the classroom.”

Nearly every issued hinged on policy in the school manual, which staffers and board members pored through for hours. Changes had to be passed: Widened circumstances allowing for virtual classes, the end of open-door hours for parents eating lunch with kids, permitting athletes to practice or play if they weren’t physically in school that day.

The board didn’t agree on everything, from big matters to small. Trustee Brent Faulkenberry initially didn’t favor the plan for in-person class only two days a week. He wanted five, to help working parents, with online school available for anyone worried about safety.

“If families can’t work, they can’t provide for these kids,” he said.

Board member Robin Owens told him he made good points, especially about her fear of young children left at home while parents work. The two-day-a-week plan, she said, “falls squarely in the middle, which means that it is probably not going to make anyone happy. Hopefully it will make some people satisfied.”

Faulkenberry’s five-day proposal lost 5-2. The board then unanimously agreed to the staggered schedule and delaying the first day of school to Sept. 8, the latest allowed by state law.

There was no shouting, no claims of fake science, no accusations that trustees didn’t care for kids. At a time when such arguments erupt everywhere from talks shows to Facebook, from the White House to the corner store, this board prides itself on civil discourse.

“I am so thankful to serve on a board where professionalism is put on the forefront,” said Miller, who moved to the United States from Sweden in 1997, became a U.S. citizen in 2006, and has set out since becoming board chairman in 2018 to create a deliberative body that disagrees amiably.

Trustees’ ties are forged through regular meetings, trips for training, and school visits together. Even as they met through Zoom, Miller kept some in-person routine. Trustees stood and recited the Pledge of Allegiance as video of a waving flag played played. Miller plunked her gavel on a tiny wood box after votes and to end meetings.

This month, Miller is gently directing the group back to in-person meetings. If trustees are sending children into schools, she said, the board should physically meet, too. Meetings look much like school, with seats spaced 6 feet (2 meters) apart and everyone in masks.

Mask policy was on trustees’ agenda Monday night. Before the pandemic, masks — as face coverings similar to bandanas — could be considered gang attire. Now, students must wear one to enter the building. District officials suggested allowing a classroom “mask break” once teachers and students are settled and socially distanced. Trustees weren’t sure.

“We have very small classrooms in very old schools,” Faulkenberry, who’d opted to participate virtually, said from a video screen placed in his seat. “That air is still recirculating.”

And what about doors? District policy requires that teachers lock doors during class. But health officials recommend open doors for air circulation.

The board approved a preliminary mask policy but agreed to fine-tune it. The issue of doors was left to a future meeting, with only a few weeks until the first day of school.

The trustees agree that their work during the pandemic — for which they’re paid their usual salary of $600 monthly, unlike the 62% of school board members nationwide who get no compensation, according to 2018 National School Boards Association figures — has been the hardest of their tenure.

“We want what’s best for our children,” said trustee Windy Cole, who’s had her own tears and sleepless nights. “I’ve been in all the meetings, I’ve listened to everything I can, and I trust our district is doing the best possible under these horrible circumstances. We have to just keep praying,”

And they’ve been able to find moments of joy. During a long virtual meeting largely focused on the district’s $175 million budget, a school employee announced a summer program where every student from pre-K to grade eight would get a box of books delivered to their home.

The trustees cheered. “This makes my heart so happy,” Cole said.

After all the talk of taxes, missed celebrations for employees, and the logistics of school amid the virus outbreak, Miller reminded her colleagues: It’s not just “doom and gloom.”

'Impossible': School boards are at heart of reopening debate

SHAWNEE COUNTY —Law enforcement authorities are investigating two suspect on multiple felony charges after an arrest.

Just after 8 a.m. Friday, a deputy on patrol discovered a suspicious 2007 Ford Mustang parked in an abandoned lot in the 3700 block of NW 35th Street in Shawnee County, according to Deputy Abigail Christian.

 During the investigation, heroin and methamphetamine&nbsp; were located inside the vehicle. Both occupants, Clay H. Sanford III, 33, and Kayla L. Price, 31, both of Topeka, were taken into custody.

They were booked into the Shawnee County Department of Corrections. Sanford was booked on requested charges of possession of methamphetamine, possession of heroin and possession of drug paraphernalia. 

Price was arrested for a felony warrant and requested charges of possession of methamphetamine, possession of heroin, possession of drug paraphernalia and interference with law enforcement, according to Christian.

Kan. deputy finds heroin, meth in suspicious vehicle

Georgana (Babcock) Lundberg passed away peacefully on August 13, 2020 at home in Lindsborg, Ks after a brief cancer illness. She was born on Dec. 3, 1934 at McPherson County Hospital to George F. and Ruth I. (Stockham) Babcock. She was a lifelong resident of the Lindsborg area and graduated from Lindsborg High School in May, 1952. On June 1, 1952, she married Lloyd R. Lundberg. They spent their 57 years together on the farm where Lloyd grew up south of Lindsborg. Lloyd passed away February 20, 2009. In 2011 Georgana moved to a triplex unit of Bethany Home, which she called her dream home. For the first time in her life she had central heat and air, a guest bedroom and bath, and a basement. She especially loved her neighbors, Dirk and Naomi Durant, and called them “her kids.”

Georgana began working at age 16 as a waitress at the Royal Cafe then at the Chuck Wagon restaurant. In 1962, her former high school principal, Gene Larson, asked her to come to work as a bookkeeper at the Farmers State Bank. She soon moved to teller, and retired as secretary to the president in 1999 after 37 years of service. She loved hosting dinners, going to her grandchildren’s and great-grandchildren’s sports and music programs, and going out to eat. She and Lloyd traveled much of the United States on bus trips. She also loved going on trips with her beloved sisters. 

Georgana is survived by daughters Debra (Jay) Myers, Lindsborg, and Linda Lundberg (Karen Lyons), Wells; grandchildren Ryan Anderson, Lindsborg, and Marshall (Lindsay) Anderson, Newton, and Carly (Kyle) Hazelwood, Park City, and Curtis (Megan) Myers, Olathe; great-grandchildren Brett and Mattias Anderson, Lindsborg, Kaden, Kaiya, and Kaleb Anderson, Newton; sisters Marilyn Opat and Judy (Jere) Ellis both of Lindsborg, sister-in-law Betty Babcock, Chapman, sister-in law Norma (Roger) Verdon, and brother-in-law Wendell Lundberg, both of Lindsborg; and many extended family members and friends. 

Waiting to embrace her on the other side of life are her husband, Lloyd; her parents, sister Virginia McMurray and her husband Sam; sister Phyllis Barton; brother Dale Babcock; brother-in-law Eddie Opat; and grandson Brett Christopher Anderson.

Friends are invited for a viewing and signing the guest book from 9 a.m. to 5 p.m. on Monday, August 17 at Crick-Christians Funeral Home, Lindsborg. All guests are requested to wear masks and social distance.

GLENDIVE, Mont. –A suspect wanted for questioning in connection with the death of a Kansas woman is expected in court in Montana Friday, according to Dawson County jail warden Tom Green.

Just after 10:30 p.m. Tuesday, deputies arrested 34-year-old Clinton W. Rogers in Glendive Montana,&nbsp;on a warrant for theft out of Kingman County, Kansas, according to the Kansas Bureau of Investigation. The KBI believes Rogers stole a 1995 Chevrolet Camaro in Kingman County on August 2 on his way to Montana.

&nbsp;Rogers is the person of interest who authorities believe is connected to the homicide of 61-year-old Joyce Foulkrod in Medicine Lodge.

On July 27, a family member called 911 after finding Foulkrod deceased inside her home at 3 Whitney Lane in Medicine Lodge. EMS, the Medicine Lodge Police Department, and the Barber County Sheriff’s Office responded. EMS pronounced her dead at the scene.

Preliminary information leads investigators to believe Foulkrod’s death was a homicide

KBI agents are traveling to Montana, where they will question Rogers. He has been uncooperative since his arrest and the booking process that started Tuesday was not completed until Friday morning, according to Green.&nbsp; If Rogers waives extradition, authorities will bring him immediately back to Kansas.

American rapper A$AP Rocky was found guilty of assault by a Swedish court, six weeks after a street brawl in Stockholm that had attracted the attention of President Donald Trump, but the court gave "conditional sentences" to the rapper and his two bodyguards, sparing them prison time unless they were to commit a similar offense in Sweden again. A former Blackwater security contractor, Nicholas Slatten, was sentenced in Washington to life in prison after a retrial for his role in the 2007 shooting of unarmed civilians in Iraq that left 14 people dead.

SEDGWICK COUNTY —Law enforcement authorities are investigating a series of burglaries and have three teen suspects in custody.

Just after 2:00 a.m. Thursday, police&nbsp; responded to a general alarm at the Cabela’s in the 2400 block of North Greenwich in Wichita, according to officer Charley Davidson. Upon arrival, officers found that the business was burglarized and property was taken.

Just before 5a.m., police responded to a general alarm at the Dick’s Sporting Goods in the 4600 block of West Kellogg in Wichita.&nbsp; Officers found the business burglarized and property was taken.&nbsp;&nbsp;

Just after 5:10 a.m., officers responded to a&nbsp; general alarm at the Dick’s Sporting Goods in the 2000 block of North Rock Road.&nbsp; They found that the business had been broken into, but there was no property loss.

Just before 6:30 a.m., police responded to an armed robbery at Academy Sports and Outdoors in the 2500 block of North Greenwich.&nbsp; &nbsp;Employees told police&nbsp; teenagers broke into the business and upon seeing the employees, fled.&nbsp; One teen pointed a gun at the employees.&nbsp; There were no injures, and there was no property loss.

Through the investigation of all the cases, a suspect vehicle identified as a white Mercury Mariner, was found to be occupied by the three teen male suspects.&nbsp;&nbsp; Officers observed the suspect vehicle on East Kellogg at South Grove Street.&nbsp; Officers stopped the vehicle at East Lincoln Street and South Hydraulic Avenue in Wichita.&nbsp;

They arrested a 15-year-old boy on requested charges of attempted aggravated burglary, burglary, and theft; a 14-year-old boy on requested charges of attempted aggravated burglary, burglary, theft, and aggravated assault; and a&nbsp;14-year-old on requested charges of attempted aggravated burglary, burglary, and theft, according to Davidson.

The three teenagers were booked to the Juvenile Detention Facility.

The three teenagers are also accused&nbsp; of a burglary that occurred on Tuesday at the Dick’s Sporting Goods located in&nbsp; 4600 block of West Kellogg, according to Davidson.

If you’re feeling joyful, you might spend as a celebration, but worry about whether you can afford it later.

During this pandemic, many people are feeling so fearful&nbsp;they’ve bought the stores all out of toilet paper!

These are just a few examples of emotional spending. Believe me, I’ve been there. But we should never base our spending on whatever we’re&nbsp;feeling&nbsp;in the moment. So, here are four ways you can stop emotional spending dead in its tracks:

Even window-shopping can release a surge of dopamine, giving your brain the fix it craves. But this way, you get to keep your money.

Wait at least overnight before making a purchase over $100. Stop to ask these three questions:

If you’re still excited about the purchase tomorrow, chances are it’ll be there when you get back.

Make a budget, and&nbsp;stick to it

A budget doesn’t&nbsp;limit&nbsp;your freedom. It&nbsp;gives&nbsp;you the freedom to spend money on what’s important to you.&nbsp;As&nbsp;you’re&nbsp;planning the budget&nbsp;for the upcoming month, decide how much of your income will go toward your true essentials, how much will go toward giving, and how much will go toward your money goals (like paying off debt or&nbsp;building your emergency fund). After those things are covered, make sure to budget for a little fun.

Put boundaries around your social media

Follow the people who inspire you, and&nbsp;unfollow&nbsp;the ones who&nbsp;make you feel&nbsp;like you need more in order to be happy. I guarantee you’ll feel better about yourself,&nbsp;and&nbsp;save some money. Half the battle is knowing your tendencies and knowing how to help yourself.

On August 12, 2017, a car plowed into a crowd of people peacefully protesting a white nationalist rally in the Virginia college town of Charlottesville, killing 32-year-old Heather Heyer and hurting more than a dozen others. (The attacker, James Alex Fields, was sentenced to life in prison on 29 federal hate crime charges, and life plus 419 years on state charges.) President Donald Trump condemned what he called an "egregious display of hatred, bigotry and violence on many sides."

One year ago: A whistleblower complaint bearing this date stated: "In the course of my official duties, I have received information from multiple U.S. Government officials that the President of the United States is using the power of his office to solicit interference from a foreign country in the 2020 U.S. election." Today in History -- Aug. 12

SEDGWICK COUNTY —Law enforcement authorities are investigating an armed robbery and have a suspect in custody.

Just before 10&nbsp;p.m. Sunday, police responded to a report of a highway robbery at the Pizza Hut in the 300 block of East 47th&nbsp;Street in Wichita, according to officer Charley Davidson. 

Upon arrival, officers contacted a 45-year-old male delivery driver who reported being robbed at gunpoint while delivering a pizza.

The investigation revealed that the 45-year-old went to deliver an order at an apartment complex in the 4100 block of South Seneca.&nbsp; The driver was unable to contact anyone at the apartment.&nbsp; As he was walking back to his vehicle, he was approached by a suspect later identified as 20-year-old Jeramiah Milligan of Wichita who asked to buy the order.&nbsp; 

The driver refused, and Milligan produced a handgun and demanded money and the pizza order from the driver.&nbsp; The driver left the order on the ground and drove away in his vehicle back to the restaurant to call police.

Officers spotted Milligan at a nearby apartment in the 4100 Block of South Seneca and arrested him without incident.&nbsp; Officers later recovered the pizza order as well as a handgun.&nbsp; Milligan was booked on requested charges that include aggravated robbery. 

The case will be presented to the Sedgwick County District Attorney’s Office. Milligan remains jailed on a $75,000 bond.

Police: Kan. man pulled a gun on pizza delivery driver

As the number of new COVID-19 cases declines in Saline County, Salina Public Library will add limited building hours for the public to access in-person library services. 

The new hours will begin Aug. 12 and will be from 10 a.m.-2 p.m. Monday-Saturday. Masks must be properly worn, visits should be limited to 30 minutes and entrance will be through the north doors only.

While in the building, library patrons will be able to browse the collection, check out materials, get a library card, have staff make copies, use computers and the printer, and pay fines. At this time, other services, such as gaming, proctoring, events and room reservations will be unavailable. Pickup Service will continue to be available from 10 a.m.-7 p.m. Monday-Thursday, and 10 a.m.-6 p.m. Friday and Saturday. The service allows library cardholders to place holds on items they wish to check out, by logging into their online accounts or by calling the library at (785) 825-4624, and then conveniently picking them up with limited contact.

Access to e-books, audiobooks and more are available through the library’s website — <a href="http://salinapubliclibrary.org/" target="_blank">salinapubliclibrary.org</a>. Learning options like the online language-learning platform, Mango, and the popular genealogy research service, Ancestry.com, are also available through the website.

Free grab-and-go lunches for youth, a partnership with St. John’s Missionary Baptist Church, will continue to be available until the end of August from 11:30 a.m.-12:30 p.m. on the west side of the library building. Programs such as yoga classes, Monday Night Book Discussion and storytimes are being offered virtually.

At this time, other services, such as gaming, proctoring, events and room reservations will be unavailable. Pickup Service will continue to be available from 10 a.m.-7 p.m. Monday-Thursday, and 10 a.m.-6 p.m. Friday and Saturday. JACKSON COUNTY —Law enforcement authorities are investigating a suspect on drug charges after a traffic stop.

Just before 2:30a.m. Monday, a Sheriff’s Deputy conducted a traffic stop on a 2003 GMC Yukon for a traffic infraction near 118th and US Highwy 75, according to sheriff Tim Morse.

  The traffic investigation resulted in the arrest of Amber Dawn Gillaspie, 31, of Topeka.  Gillaspie was booked into the Jackson County Jail for possession of methamphetamine, possession of marijuana and drug paraphernalia.

Deputies find meth in Kansas woman's SUV

Lloyd Henry Wiebe was born October 5, 1930, the son of Willie B. and Esther Margaret (Claassen) Wiebe in Newton, Kansas. He attended Berean Academy and was a 1948 graduate. He was united in marriage to Elma Marie Nachtigal on June 14, 1957 in Newton, Kansas. This union was blessed with three children. He was a farmer and carpenter. Lloyd was a member of the Emmaus Church. He enjoyed woodworking, remodeling houses, barns, and cabinet building. He served on the Rural Water District Board #7 and the Remington USD 206 School Board.

Lloyd passed away peaceful into the arms of his Lord and Savior on Friday, August 7, 2020 at the age of 89 years old.His family will gather with friends at Emmaus Church on Sunday, August 16, 6-8 p.m. for visitation. Interment will be a private family burial.
